English has become not only the tool of communication, but also the way to enhance the international competition of the country. On the other hand

2、, English is used widely in international communication, and has become the universal language in the world.English education is one of the most important content of present international education. It is also the key factor of concerning and restricting the level of international education. America

3、n government, professional education research institutes and social groups have placed much attention on English education, and gained the successful experiment. Although English education is just one kind of foreign language educations in China, rather than using mother tongue or not mother tongue

It is also a stepping-stone of ones development in life, resulting in more than 200 million people apart from a large number of adult English learners and even baby learners rush to learn English. At the same time, a huge number of English major graduates ca

26、n not find a job and 90 percent of translation posts can not find the suitable talent (news from Guangming Daily on 5th page, 27th march, 2009). Many people who concentrate their mind on English education have seen that English education in China today is not only wasting a great deal of manpower, m

27、aterial, resource, but also damaging Chinese nations self-confidence.In this condition, the meanings of exploring the problems of English education and improving English education in China on the theoretical level are significative and much beyond only a curriculum reform.1. The history and developm

28、ent of English education in China1.1 A brief account of the history of English education in China English education in China dates from Qing dynasty,with more than one hundred years history. It was Britain churchmen that introduced English education to China at the beginning, and then we Chinese sta

29、rted our own English education from 1862 with the foundation of “JingShi TongWenGuan” (Zhang Youliang, ect1988; Fu Ke, 1986). In 1903, China began to set universally the foreign language class in the primary school and university (Fu Ke, 1986).After the foundation of Peoples Republic of China, the c

30、ountry constituted the program of seven-year-plan of foreign language education in 1964, and it is the first time in the formal file of China to put forward that English is the first foreign language in Chinese schools(Hu Wenzhong, 2001).At the beginning of 21century, the third round of crazy rush t

31、o English study in China came with Chinas successful participation in WTO and hosting Beijing Olympic Games in 2008. Understating, there are more than 200 million Chinese people learning English now. To the people with same mother tongue who are learning the same foreign language, it is the top of t

32、he human history of foreign language learning. 1.2 The present condition of English education in ChinaWith the development of English education business in the world, China has made a great progress on theory researches,outline designs, course designs, teaching methods teaching material writings and

33、 teachers training. The development of Chinese English education has been approved by the society and personality. However, due to the history and the reality of China, there are still some problems existing in English education, such as purpose, content, education evaluating pattern and teaching me

34、thod reform, which have blocked the development of English education in China. But the main problems of English education in my view are on three points. The first point is that people rush to learn English without an exact plan, and most of Chinese people overestimate the value of English to people

35、 and the country. The second point is that the present English teaching in Chinese school is still carried out in traditional way, and it is out of joint in practical operation. The last point is that English education effect is high cost but with low benefit.2. The main problems of English educatio

37、ny different kinds of English tests appear one by one, some communities such as foreign language schools, English training schools and contests are set up in recent years. Chinese people regard English as a necessary way to find job at home and abroad, to promote and to get further degree. English i

38、s also the symbol of culture sprit and states in China. According to the research, the number of English learners in China is more than 200 million, and it is still increasing year by year.Lets take the English learners from primary school for an example. 41、s been increasing very fast, but the quality of English education is not following. The gap between these two is really increasing. If you talk about quality, we have to think about two main roles, teacher and students. From my study, for example, you would send a newly graduated teacher, obviously

42、English majored, to a school to teach, before you send them, understand about his English level, and after one year, check his English level again. Unfortunately, you will find they havent improved, but instead they are declining. Why?From the situation above, you can easily find out that the system

43、 is crashed or out of date, or something else, I am not qualified to say what it is. Just like computer, if the computer were crashed, the software would not work; if the system is out of date, you cannot install newly developed up-to-date software, or even you can install it, it would work really s

44、lowly. We know that so many people have been doing research on how to learn English, and so many papers have been published, but teachers seems like a lay person, they dont care about it, or they dont worry, because they are full time employed and bear no pressure. Students results are not their wor

45、k; there is no practical supervising system to the teachers. And everyone thinks that they can become a teacher as long as they get bachelor degrees, or master degrees. As far as I am concerned, this kind of study rush is necessary in China as it is useful and helpful for personal development and mo

46、dernization of our country. However, just as Chairman Mao said that a trend would cover another trend, so we should pay much attention to the phenomenon that foreign culture has infiltrated our culture and some people has ignored our own national language culture. Some students have good marks in En

47、glish subject, but could not master Chinese very well. Some college students and postgraduate students pay much attention to English learning while ignoring the major study. A lot of youths celebrate much more on western festivals, such as Christmas day, Valentines Day, Thanksgiving Day and so on, b

48、ut reduce passion in Chinese traditional festivals. Some Chinese people feel pound of speaking English, no matter whether it is suitable time to speak in it or not. In a word, when learning English, we should not only start from the purpose of improving the international communication but also have

49、deeper consideration on the effect of English learning. Chinese overestimate the value of English for individuals and the countryMaking a comprehensive view on the present condition of English education in China, you can easily find that one of the most serious problems of English education is that

50、Chinese people overestimate the value of English for individuals and national development. The detail fact is that some English learners pursue English language with excessive psychological energy. They spend much time and energy on English learning without considering that different areas have diff

51、erent conditions, and different people have different needs of English level. Most Chinese people rush to learn English for raising their personal abilities, and they regard English as a good way to improve their personal development; just few people think that English is a kind of language tool, wh

52、ich is used for communication. It is no doubt that if all Chinese rush to learn English, we will lose our own traditional and valuable language culture. Just try to think that what will happen if you ask a tract man who just is good at sports on track and field or a basketball player to finish the l

53、ong distance race. It is easy to imagine the negative results of people overestimating the value of English learning. As English education in China is a kind of foreign language education, it aims at making a new tool to fill the lack of mother tongue by communication, information exchange, knowledg

54、e complement and so on. At the same time, English education can broaden the international horizons and humanism quality of Chinese students to improve the soft power of the country. Therefore, people often regard English as a language tool. However, any kind of tool has a number of functions, and it

55、 is difficult for a tool operator to use all of its functions, so does the tool of English. China is a rising power; we need a number of high-level experts on proficiency in Chinese and English language, such as Lin Yutang, Liang Shiqiu, who are respected by American and English people. We also need

56、 a large number of advanced expertise in different academic fields that can be carried out at simultaneous interpretation and translation, such as Zhu Shenhao, Ji Chaozhu.We need a high level of English teachers, like Lee Funing, Wang Bilin;we also need lots of colleges, universities and the vocatio

57、nal schools to help students combine their major needs to learn part of the English language skills. Therefore, Chinas goal of English education should be stratified, and then learners can have their own ways to learning English according to their own conditions and demands. It is no need for them t

58、o be in pursuit of the abilities of using general language, cross-cultural communicative competence, as well as thinking and working in English from elementary school to university.2.2 The disadvantages of present English teaching and out of joint on theory and practical operation The disadvantages

59、of present English teaching.1 The size of English class is too largeLearning English is a process of forming a language, and it needs time to practice listening and speaking the language. Everyone who learns English should be given chances to practice speaking English. However, in most of Chinese En

60、glish classroom, the size is more than 30 students per class, and the time for class is limited. It is impossible for each student to practice his oral English in the 45-minute class.
