12、作中进一步提高思想认识,正确处理质量与效益、质量与进度之间的关系,严格落实各项规章制度和标准规范,精心按图纸施工,确保“不留遗憾、不当罪人、建不朽工程”的质量要求落到实处。2. 加强业务知识的培训。下一步我们培训的重点将向业务性偏移,尤其是施工架子队和班组人员,更要加强业务性培训,要求各项目部开展业务培训的时候要有针对性,不能眉毛胡子一把抓,或者干脆把施工组织一股脑都交给施工作业人员,这样达不到培训的效果。培训要分纵向和横向,纵向按照分项、分部工程分工序进行培训,横向就是每一道工序要分工种进行培训,让所有施工人员清楚的掌握自己要干的工作有哪些安全质量要求,达到什么样的技术标准,做到有的放矢。3

13、. 持续抓好新上岗、转岗人员的岗前培训。岗前培训是一项常抓不懈的工作,今后我标段安全管理重点为:临近既有线、铁路跨公路、铁路跨铁路施工,尤其是临近既有线施工,更是安全风险大、要求起点高,这就需要每一位进场施工人员自始自终都要绷紧安全生产这根弦。因此,对新上岗和转岗人员就得严格落实岗前培训制度,让每一位上岗人员从思想上高度重视起来,在行动上严格落实临近营业线施工相关管理规定。(二)严格落实安全质量生产责任制。年初指挥部与各项目经理均签订了安全质量责任状,下一步要求各项目部要进一步分解安全质量责任,做到分工细致、职责明确,形成上下一条线的全面管理模式。1. 安全方面:以项目经理、安全长、安质部长、

14、专职安全工程师、安全员、防护员为贯穿主线,把安全责任细化到每一个人,对每一个人要细化到每一个分项工程、每一个点,使工程的每一项安全操作都有多级的监控点,其中一级监控不到位时,其它各级会监督落实,这样就不会形成真空地带,使管理脱节。实行过程中局指挥部安质部将根据情况,对各级安全责任进行监督考核,确保安全责任层层到位。2质量方面:以项目经理、总工、安质部长(工程部长)、专职质检工程师、质检员、技术员为主线,层层分解质量责任,并进行分片包保,各级质量责任人要对下一级的质量责任人进行监督并提出合理化建议,每个分项工程中的每一道工序都要落实质量责任人,并进行技术交底,杜绝质量通病的出现。3不论是安全还是

15、质量,各级责任人都要有各自的包保点,对各包保点的监控要分清重要性,既要做到重点控制又不能漏项。(三)继续加强管理人员配备和架子队建设,持续纵深推进标准化管理,有效防控风险,确保“三大标准”在我标段得到有效落实。(四) 加强质量源头和施工过程控制,保证各项施工有序推进。1. 对工程质量牢固树立“零缺陷”的理念,坚持执行“上道工序不达标,未经验收确认,不得进入下道工序”的质量红线管理制度,在原材料试验检测、技术交底、施工工艺、工序过程签认和内业资料管理等方面严格落实执行相关制度标准,确保各单位分部分项工程验收一次通过。2. 加强安全质量监控:安全质量监控要贯穿于施工的整个过程,每一道工序,现场都要

16、有安全质量人员严格把关,层层检查,一级保一级,单个工序保分项工程,分项工程保分部工程,分部工程保单位工程,层层优质最后创优。指挥部将把临近营业线施工和跨线悬灌梁施工等作为施工监控重点,对这些重点地方,一方面要求各项目部安质人员进行重点监控,另一方面指挥部也将派人蹲点或者是加大检查频率,确保这些重点工程不出现任何安全质量问题。加强大型设备的安全监控工作,重点做好塔吊、龙门吊、提梁龙门等特种设备的日常检验与保养工作。加强跨青威特大桥悬灌梁施工的安全监控,认真执行领导包保责任制。3. 开展安全质量检查:检查是检验过程控制的有效方法,也是对工程阶段性成果的考核。指挥部将按照安全质量检查制度和检查表格,

17、对现场进行三种形式的检查即:定期检查、不定期检查、专项检查。通过各种形式的检查,加强对工程安全质量的控制,做到干一项工程,树一块丰碑。继续加强现场基坑开挖放坡及防护防护、脚手架搭设、高空作业以及安全用电的检查力度。严把各工序质量关,强化施工指挥部、项目部、架子队三级的检查制度,加大抽检频率,杜绝质量隐患。加强对框架桥涵、悬灌梁支架体系的检查,组织局指有关部门对支架体系验收。进一步完善安全质量卡控要点表格,使安全质量检查工作更加规范,更具有目的性,提高检查水平。4. 抓好检查问题的整改复检:检查出的问题,并不等于销号,对各种形式检查发现的问题,指挥部将跟踪整改的过程,并建立问题整改台帐,做到发现

18、一处消灭一处,不留任何隐患和死角。(五)强控既有线和高风险项目施工安全重点,确保安全持续稳定。以安全风险源管理为抓手,严格执行重大危险源管理办法,将既有线、连续梁和运架梁施工等高风险项目一并纳入安全风险源管理,编制安全专项施工方案并经专家论证和监理及建设指挥部审查,确保重大危险源施工始终可控。在加强营业线施工安全培训的基础上,严格落实执行济铁总发2010326号济南铁路局营业线施工安全管理实施细则相关规定,针对单体营业线施工项目编制专门的安全方案,逐一落实安全措施,抓住营业线施工安全协议签订、方案审批、计划管理、现场防护等关键环节,坚决防止违规、违章作业,确保营业线施工安全万无一失。重点加强连
