3、f the Can adia n politic and econom y,a nd the susta in able developme nt of social culture, making Canadian society culture more inclusive and open which gives priority to the British and French culture,and it ' a virtuous circle for the development of whole society.Before and after the Second

4、World War, assimilatio nism and An glo con siste nt theory is very popular in most Canadian authorities, and it regulates that immigrants must give up the original cultural customs if they want to be in Canada,and live with Anglo Canadian life way. 5、. These policies may be revoluti on aries ' wishful thinking, however, most of the migrants are not willing to accept the assimilation fact, especially in Quebec.To quell the Quebec doctrine,the government formulated and passed the Official Lan guages Act i n 1969, that En glish and French is th

6、e two official la nguage of Can ada. Actually, bili ngualism has not solve the problem fun dame ntally, but added many burde ns to the French Canadian, as Stephen Dean said: "it is completely impossible to implement bilingual system , because whe n the two Ian guages are with in a regi onal com

7、petitio n, the dominant Ian guage will replace another Ianguage." In 1971, the prime minister of the federal government, Trudeau, announ ced that the gover nment would accept all advice and opinions of the royal commissi on about two Ianguages and two cultures. Cultural pluralism at this time w

8、as aimed at ethnic minorities, ethnic groups and cultural groups, and then expanded to all ethnic groups. After 1982, the Canadian government successively promulgated the Canadian Charter of Rights and Freedoms,the Multicultural Culture Law and so on.These measures make multiculturalism in stituti o
