4、o be used in areas of the p rocess un its in op erati on, tank farms and other flammable and expl osive hazardous areas.4 职责 Roles and responsibilities4.1 HSE部负责制定临时用电安全管理标准并对落实情况进行监督。HSE Department shall be responsible for developing the Standard for Use of TemporaryPo wer and sup ervisi on of the

8、eration units (contractor) shall be responsible for applying for the corresponding fire ticket and the power ticket, impIementing the temporary power safety p recautio n measures to en sure the safety duri ng use of po wer.5 工作程序或要求 Work p rocedures or requirements5.1 在运行的生产装置、油品罐区和其它易燃易爆危险场所，一般不允许接

10、mustbe app lied for, and approp riate safety p recauti on measures shall be take n.5.2 临时用电审批程序 Temporary power approval procedures5.2.1 施工作业单位(承包商)提出临时用电申请，经项目管理部门签字认可后，到属管 业务团队办理火票，然后持火票、电工证到电气车间办理电票。电票经电气车间协调员审核 备案后，到用电区域属管电工班办理用电手续。The con struct ionunit (con tractor)submitsthe temporarypo wer u

12、 po wer ticket shallbe reviewed and filed by electrical coord in ator, and the n the p rocedure for use of po wer shall be han dled with the electricia n team which is res pon sible for use of the po wer in the area.5.2.2 机械设备部属管单位检维修动火或其它作业需临时用电，可凭相应的火票直接到动 火区域属管电工班办理用电手续。In case of use of temporar

13、y po wer for hot work in the rep air or maintenance or any other op erati ons by res pon sible un its of Mecha ni cal dep artme nt, the unit may come dir.ewfth the corres ponding fire ticket, to the electricia n team which is res pon sible for the area to han dle the p rocedure for use of po wer.5.2

14、.3 电票时限应与火票时限一致，临时用电时间超过电票时限，应重新办理电票。The time limit for po wer ticket shall be con siste nt with the fire ticket; in case that the time for use of temporary po wer exceeds the time of po wer ticket, po wer ticket shall be app lied for aga in.5.2.4 非生产区域或非易燃易爆危险场所的施工临时用电，可由施工作业单位(承包商) 提出申请，经属管业务团队和项目

16、 sible bus in ess team and p roject man ageme nt dep artme nt and appro val of HSE Dep artme nt.5.3 对电工及用电人员的要求 Requirements for the electrician and personnel using power5.3.1 电工必须经过国家现行标准考核合格后，持证上岗；其他用电人员必须通过相关教 育培训和技术交底，具有相应的资质证书方可上岗。The electricia n must un dergothe p revaili ng State sta ndardex

19、of the tech no logy5.3.3各类用电人员应掌握安全用电基本知识和所用设备的性能，并应符合下列规定：Various po wer using personnel shall master basic kno wledge for po wer safety and the p erforma nee of the equipment used, and shall comply with the follow ing regulati ons:使用电气设备前必须按规定穿戴和配备好相应的劳动防护用品，并应检查电气装置和保护设施，严禁设备带“缺陷”运转；Corres pondin

20、gPPE must be worn and equipp edbeforeuse of electricaleq uipmen t,the electricaldevice and protection facility must be inspected, and it s forbidden to have the equiprwith “ defects ”；保管和维护所用设备，发现问题及时报告解决；P reserve and main ta in the equipment used, timely report and resolve the p roblem;暂时停用设备的开关箱，

21、必须分断电源隔离开关，并应关门上锁加标示牌；同时从电源接出柜(配电箱)停止送电；Whe n an equipment is out of service, the corres ponding po wer isolati on switch of the switch cab inet must be cut off, and the cab inet door shall be closed , locked and tagged. 32、e temporary po wer.5.5.2 临时用电设施的设备外壳必须可靠接地，电源线路中需有独立的接地连接线与电源 部分接地体相连。The enclosureof equipmentof temporarypower facility must be reliably grounded. In the power cable route, there shall be independent grounding connecting with the grounding body of the po wer supply5.5.3 在防爆场所使用临时电源，电气元件和线路必须达到相应的防

For mobile tools, han dhold electrical tools, the prin ci pie “ one machine,

37、one circuit breaker, and one protection” shall be ensured.5.5.7 临时用电设施和临时用电线路必须按供电电压等级和容量正确使用，所用电气元件 应符合国家规范、标准要求。临时用电电源施工、安装必须执行电器施工安装规范，并接地 良好。The temporary po wer facility and cable routes must be used correctly as per po wer supply voltage grade and cap acity; the electrical components used shal

The constructionand installation of temporary power supply must comply with the electrical equipment con struct ion and in stallati on sp ecificati ons, and must have sound grounding.5.5.8 送电前要对临时用电线路、电器设备进行检查，确认符合用电规范后方可送电。Before en ergiz ing, the temp

39、orary po wer utilizati on line and electrical equipment shall be insp ected. It cannot be en ergized un til it is con firmed that the po wer use regulati on is comp lied with.5.6 临时用电过程管理 Management on temporary power utilization process5.6.1 项目承包商的自备电源不得擅自接入联合石化电网。The self- possessed po wer of the

40、p roject con tractor shall not be conn ected to the FRE P grid.5.6.2 用电单位（承包商）必须严格遵守联合石化各项安全管理规范，不得变更用电地点 和用电项目，禁止任意增加用电负荷，禁止私自向其它单位转供电。The po wer utilizati on unit must comply with all safety regulati ons of FRE P, and shall not cha nge the power utilization location and power utilization project;
