1、谢谢,非常感谢,副总统拜登、首席大法官、美国国会议员,各位尊敬的来宾以及各位国民。每次在总统就职仪式上,我们都见证了我们宪法持久的力量。我们重新讲出对宪法的承诺,无论我们种族背景如何、我们信仰怎样,我们都是美国大家庭的一员。在两个多世纪之前,我们就已经做出相关的承诺,所有的人生来平等,他们生来就富有别人无法剥夺的权利,他们有自由,也有追寻幸福的权利。今天我们将会继续这样的一个旅程,把这些词语的意义带入现实,历史告诉我们,也许事实非常的明显,但是事实不会无中生有,我们必须是脚踏实地的。我们的爱国者并不是那些有者任何特权的人所争取来的,他们给我们这样的合众国,给我们一个大家共同决定的政府,他们相信
2、每一代人都建立在我们祖辈所建立的国家基础之上,200多年来,通过流血、战争,我们这样的国家建立在争取人们自由原则基础上,我们实现了重生,而且准备好向前进。现代的民主国家需要我们建立强大的基础设施,建立强大的学校,培训我的工人,自由的市场,必须保证公平的竞争才能够得以繁荣发展。作为一个整体,我们的国家必须保护弱者,保护我们的国民免受灾难。我们从没有像现在这样凝聚我们的力量,我们也不会屈服于任何挑战,政府不可能单独完成这样的任务,我们要依赖我们的企业、依赖我们勤奋的人民,这是我们性格的根源。我们一直以来都知道时代转变的时候,我们必须与时俱进,我们需要承担新的责任,应对新的挑战,为了保证个人的自由,
3、我们必须要共同行动,对于美国人来说,他们不可能单独行动,以保护他们的自由,就好像我们的士兵不能单独行动一样,没有一个单独的人可以培训美国的科学家,可以保证美国孩子们的未来,不可能把我们的工作保护在我们的国土内,这不是一个人能够做到的事情,我们必须作为一个国家、作为一个整体、作为一个民族共同实现这些目标。这一代美国人受到了很多危机的挑战,而展现出他们强硬的意志,我们已经结束了持续十年的战争,经济的复苏正在开始,美国的前景是前所未有的,因为我们证实我们的年轻人,我们有多元的文化,我们有着强大的能力应对风险、应对挑战,我的美国人们,我们将会迎接挑战,只要我们共同面对挑战,我们就能够应对这些挑战。我们
4、美国人民知道我们的国家要想取得成功,就不能建立在少数人的基础上。我们相信美国的繁荣必须建立在繁荣的中产阶级的基础上。我们知道每一个人能够找到在工作上的满足感,使家庭免于受到破产的危机。小女孩出生的时候,知道可以同其他人一样有着平等的机会取得成功,她是自由的、她是平等的,不仅仅在上帝的眼中,也在我们的眼中是平等自由的,只有这样我们才能取得成功。我们知道我们目前的方案对于现在的需求是不足够的,我们必须有新的技术,使我们的政府重新修改我们的税法,加强我们学校教育的能力,使我们的人民有能力学更多的知识,达到更高的水平,我们的手段必须发生改变,而我们的目标永远不变,我们需要努力,需要每一个美国人的努力,
5、这是我们这一刻的需求,这也是我们这个摇篮真正的意义所在。我、我们、我们的人民仍然相信每一个公民都应该有着基本的尊严,我们必须做出艰难的决定进行我们债务和我们医疗体系的改革,减少我们的债务,我们相信美国要照看建立我们国家这一代人,同时也为我们子孙后代着想,我们记得过去的经验教训,在贫穷年代,有很多父母没有选择的权利,我相信在这样的国家,并不是那些少数人或者是幸运的人才享有自由,我们必须有权利确定我们的生活,每一个人都是这样,在任何时候都是这样。如果你们面临失业、或者是面临疾病,或者是面临风灾,我们都对彼此有承诺,所有的这一些体系,必须使我们得以加强,必须使我们更加强大,不会使我们成为一个索取的国
6、家,而是让我们富有权力,成为一个更强大的国家。我们美国人民仍然相信我们的责任不仅仅限于我们自己,而且要扩展到全世界,我们将会应对气候变化的挑战,我们知道如果不这样的话,我们的子孙后代将会因此而受到惩罚。有的人仍在否认气候变化,但是他们也看到了火灾以及风灾,还有旱灾的威力,持续的能源来源,找到这样来源的决定也许非常的艰难,但是我们必须起到领导的作用,我们不能够落后于其他的国家,新的能源将会带来更多的就业,我们必须保住我们承诺,这将会加强我们经济的活力,可以使我们应对更多的挑战,获得新的能源来源,这也是我们保护我们的地球的方法,这将会使我们先辈所创建国土的一个承诺之一,我们美国人民仍然相信加强安全
7、和持续的和平将会减少战争的发生。我们勇敢的士兵参与到前线的战斗,他们的勇气是无可比拟的,我们的公民心中仍然记得那些牺牲的士兵,他们知道自由的代价是什么,我们所做出的这些牺牲将会使我们永远非常警惕那些企图伤害我们的人们,但是我们寻求的不是战争而是和平,我们要把这些教训带入到现在这个时代,我们会捍卫我们的人民和我们的原则,要通过法治的手段达到这样的目的。我们要和平的实现我的目标,并不是说我们非常天真地应对所面对的挑战。美国永远是全球加强盟友关系的前锋,我们要应对国内和国外的挑战,使我们成为捍卫和平世界和最强大国家的捍卫者。在中东方面,我们的利益,这也是我们的利益所在,我们将会为中东的人民争取自由和
8、和平,我们将会保护那些弱者,因为在和平的年代,需要我们不断的延伸我们的价值和原则,为人们争取机遇和他们的尊严。我们美国人民今天宣布最明显的事实就是我们所有的人都生来平等,这是一直捍卫我们的一个原则,这也是一直指引我们的明星,无论是在这里,还是在世界的任何角落,就像马丁路德金所宣布的那样,所有的人都生来平等,都有着共同的梦想。现在是我们这一代人应该持续这些原则的时候,因为我们的路程并没有结束,必须要保证每一个人都生来平等。我们的路程还没有结束,每一个人在法律面前都应该平等,因为这样才能够保证我们认证的生来平等。我们的路程还没有结束,要保证每一个人都有平等选举的权利。我们的路程还没有结束,让我们的
9、移民能够在美国实现他们的梦想,年轻人能够进入到我们的工作队伍当中为我们的国家做出贡献。我们的路程还远没有结束,我们所有的孩子们,从底特律到纽敦,这些孩子都知道他们是我们的宝贝,会获得我们的照顾,会获得安全的环境,这是我们这一代人的任务,是这些权利、这些价值、这些自由和追求幸福的能力,这些都需要我们的行动。我们不可能就每一项事情都达成共识,我们也不可能用同样的方式争取自由,不可能走同样的道路,我们要取得进展,不可能结束持续了上百年的争议,但是我们这一个时代需要我们现在就采取行动。现在我们必须要做出决定,我们不能够再拖延。我们不能够再做出原则上的妥协,现在我们应该做出合理的讨论,我们现在除了讨论之
10、外还必须做出行动,我们要知道我们的工作也许并不完美,也许我们现在的胜利只是部分的胜利,我们是在这里待四年的时间,但是展望未来的一百年,我们必须承担着祖辈给我们的能量。作为美国民众,今天我在大家面前所做出的宣誓就好像历任总统一样,实现我们国家做出的承诺,我们必须在我们的任期内做出捍卫宪法的工作。实际上我宣誓就职与我们的士兵宣誓入伍或者是移民,宣誓入籍一样,我们的誓言都是向我们头顶的国旗所做出的,以及向我们的内心所做出的,这是一个公民所做出的誓言,代表了我们最大的希望,每一个人、每一个公民都有权利设定我们国家的道路,你和我都是公民,有责任塑造我们目前的讨论,我们通过这样的讨论才能够加强我们持续几代
11、人的承诺。现在我们必须承担我们神圣的责任,也是我们生来就富有的权利,我们要充满热情、充满坚定意志的响应历史的号召,捍卫我们的自由。愿上帝保佑大家、愿上帝保佑美国。MR. 12、h of our Constitution. We affirm the promise of our democracy. We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names. What makes us exceptional what makes us American is our allegiance to an idea, articulated in a declarat
13、ion made more than two centuries ago:“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness.”Today we continue a never-ending journey, to bridge
14、 the meaning of those words with the realities of our time. For history tells us that while these truths may be self-evident, they have never been self-executing; that while freedom is a gift from God, it must be secured by His people here on Earth. The patriots of 1776 did not fight to replace the
15、tyranny of a king with the privileges of a few or the rule of a mob. They gave to us a Republic, a government of, and by, and for the people, entrusting each generation to keep safe our founding creed.For more than two hundred years, we have.Through blood drawn by lash and blood drawn by sword, we l
16、earned that no union founded on the principles of liberty and equality could survive half-slave and half-free. We made ourselves anew, and vowed to move forward together.Together, we determined that a modern economy requires railroads and highways to speed travel and commerce; schools and colleges t
17、o train our workers。Together, we discovered that a free market only thrives when there are rules to ensure competition and fair play.Together, we resolved that a great nation must care for the vulnerable, and protect its people from lifes worst hazards and misfortune.Through it all, we have never re
18、linquished our skepticism of central authority, nor have we succumbed to the fiction that all societys ills can be cured through government alone. Our celebration of initiative and enterprise; our insistence on hard work and personal responsibility, these are constants in our character.But we have a
19、lways understood that when times change, so must we; that fidelity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action. For the American people can no more meet the demands of todays world by acting alone
20、than American soldiers could have met the forces of fascism or communism with muskets and militias. No single person can train all the math and science teachers well need to equip our children for the future, or build the roads and networks and research labs that will bring new jobs and businesses t
21、o our shores. Now, more than ever, we must do these things together, as one nation, and one people.This generation of Americans has been tested by crises that steeled our resolve and proved our resilience. A decade of war is now ending. An economic recovery has begun. Americas possibilities are limi
22、tless, for we possess all the qualities that this world without boundaries demands: youth and drive; diversity and openness; an endless capacity for risk and a gift for reinvention. My fellow Americans, we are made for this moment, and we will seize it so long as we seize it together.For we, the peo
23、ple, understand that our country cannot succeed when a shrinking few do very well and a growing many barely make it. We believe that Americas prosperity must rest upon the broad shoulders of a rising middle class. We know that America thrives when every person can find independence and pride in thei
24、r work; when the wages of honest labor liberate families from the brink of hardship. We are true to our creed when a little girl born into the bleakest poverty knows that she has the same chance to succeed as anybody else, because she is an American, she is free, and she is equal, not just in the ey
25、es of God but also in our own.We understand that outworn programs are inadequate to the needs of our time. We must harness new ideas and technology to remake our government, revamp our tax code, reform our schools, and empower our citizens with the skills they need to work harder, learn more, and re
26、ach higher. But while the means will change, our purpose endures: a nation that rewards the effort and determination of every single American. That is what this moment requires. That is what will give real meaning to our creed.We, the people, still believe that every citizen deserves a basic measure
27、 of security and dignity. We must make the hard choices to reduce the cost of health care and the size of our deficit. But we reject the belief that America must choose between caring for the generation that built this country and investing in the generation that will build its future. For we rememb
28、er the lessons of our past, when twilight years were spent in poverty, and parents of a child with a disability had nowhere to turn. We do not believe that in this country, freedom is reserved for the lucky, or happiness for the few. We recognize that no matter how responsibly we live our lives, any
29、 one of us, at any time, may face a job loss, or a sudden illness, or a home swept away in a terrible storm. The commitments we make to each other through Medicare, and Medicaid, and Social Security these things do not sap our initiative; they strengthen us. They do not make us a nation of takers; t
30、hey free us to take the risks that make this country great.We, the people, still believe that our obligations as Americans are not just to ourselves, but to all posterity. We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generati
31、ons. Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms. The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition; we m
32、ust lead it. We cannot cede to other nations the technology that will power new jobs and new industries we must claim its promise. That is how we will maintain our economic vitality and our national treasure our forests and waterways; our croplands and snowcapped peaks. That is how we will preserve
33、our planet, commanded to our care by God. Thats what will lend meaning to the creed our fathers once declared.We, the people, still believe that enduring security and lasting peace do not require perpetual war. Our brave men and women in uniform, tempered by the flames of battle, are unmatched in sk
34、ill and courage. Our citizens, seared by the memory of those we have lost, know too well the price that is paid for liberty. The knowledge of their sacrifice will keep us forever vigilant against those who would do us harm. But we are also heirs to those who won the peace and not just the war, who t
35、urned sworn enemies into the surest of friends, and we must carry those lessons into this time as well.We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully not because we ar
36、e nave about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe; and we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in
37、 a peaceful world than its most powerful nation. We will support democracy from Asia to Africa; from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginal
38、ized, the victims of prejudice not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity; human dignity and justice.We, the people, declare today that the most evident of truths that all of us a
39、re created equal is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall; just as it guided all those men and women, sung and unsung, who left footprints along this great Mall, to hear a preacher say that we cannot walk alone; to hear a King p
40、roclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth.It is now our generations task to carry on what those pioneers began. For our journey is not complete until our wives, our mothers, and daughters can earn a living equal to their efforts. Our journey is n
41、ot complete until our gay brothers and sisters are treated like anyone else under the law for if we are truly created equal, then surely the love we commit to one another must be equal as well. Our journey is not complete until no citizen is forced to wait for hours to exercise the right to vote. Ou
42、r journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity; until bright young students and engineers are enlisted in our workforce rather than expelled from our country. Our journey is not complete until all our ch
43、ildren, from the streets of Detroit to the hills of Appalachia to the quiet lanes of Newtown, know that they are cared for, and cherished, and always safe from harm.That is our generations task to make these words, these rights, these values of Life, and Liberty, and the Pursuit of Happiness real fo
44、r every American. Being true to our founding documents does not require us to agree on every contour of life; it does not mean we will all define liberty in exactly the same way, or follow the same precise path to happiness. Progress does not compel us to settle centuries-long debates about the role of government for all time but it does require us to act in our time.For now decisions are upon us, and we cannot afford delay. We cannot mistake absolutism for principle, or substitute spectacle for politics, or treat name-calling as reasoned debate. We must act, kno
