2、 in xx - will come to an end.Below is a full transcript of the speech he gave to gathered reporters.I have bee n reflect ing deeply about my preside ncy and about the forty years in which my life has been inextricably bound to FIFA and the great sport of football.I cherish FIFA more than anything an

3、d I want to do only what is best for FIFAand for football. I felt compelled to stand for re-election, as I believed that this was the best thing for the organization. That election is over but FIFAs challe nges are not. FIFA n eeds a profo und overhaul.While I have a man date from the membership of

4、FIFA, I do not feel that I have a man date from the en tire world of footballthe fans, the players, the clubs, the people who live, breathe and love football as much as we all do at FIFA.Therefore, I have decided to lay dow n my man date at an extraord inary elective Con gress. I will con ti nue to

5、exercise my fun cti ons as FIFA Preside nt un til that electi on.The next ordinary FIFA Congresswill take place on 13 May xx in Mexico City. This would create unnecessary delay and I will urge the Executive Committee to organize an Extraordinary Congress for the electio n of my successor at the earl

6、iest opport uni ty. This will n eed to be done in line with FIFAs statutes and we must allow eno ugh time for the best can didates to prese nt themselves and to campaig n.Since I shall not be a can didate, and am therefore now free from the constraints that elections inevitably impose, I shall be ab

7、le to focus on driv ing far-reachi ng, fun dame ntal reforms that tran sce nd our previous efforts. For years, we have worked hard to put in place administrative reforms, but it is pla in to me that while these must continue, they are not eno ugh.The Executive Committee in cludes represe ntatives of

8、 con federati ons over whom we have no con trol, but for whose acti ons FIFAis held resp on sible. We n eed deep-rooted structural cha nge. The size of the Executive Committee must be reduced and its members should be elected through the FIFA Con gress.The in tegrity checks for all Executive Committ

9、ee members must be orga ni zed cen trally through FIFA and not through the con federati ons. We n eed term limits n ot on ly for the preside nt but for all members of the Executive Committee.I have fought for these cha nges before and, as every one kno ws, my efforts have been blocked. This time, I

10、will succeed.I cannot do this alon e. I have asked Dome nico Scala to oversee the introduction and implementation of these and other measures. Mr. Scala is the In depe ndent Chairma n of our Audit and Complia nee Committee elected by the FIFA Congress.He is also the Chairman of the ad hoc Electoral

11、Committee and, as such, he will oversee the election of my successor. Mr. Scala enjoys the con fide nee of a wide range of constituents within and outside of FIFAand has all the knowledge and experience necessary to help tackle these major reforms.It is my deep care for FIFA and its interests, which

12、 I hold very dear, that has led me to take this decisi on. I would like to tha nk those who have always supported me in a constructive and loyal manner as Preside nt of FIFA and who have done so much for the game that we all love.What matters to me more than anything is that when all of this is over
