2、 Cairn India with a jack-up drilling rig for work on Block CB-OS/2 in the Cambay basin off Indias west coast.Drilling sources said Cairn has revived the much-delayed tender, with bids likely to be submitted on 17 February.“We are preparing for bidsubmission and they (Cairn) appear to be quite keen t
3、o charter the drilling unit,” a source from one of the interested bidders told Upstream.Drilling players Greatship and Aban Offshore are expected to submit bids, said sources, while international companies Shelf Drilling and Chinas COSL are also likely to participate.Indias Dynamic Drilling has also
4、 been eyeing the tender but it is not yet clear whether it will participate, added sources.Industry sources have suggested Cairn wants to charter a jack-up for about four wells, with the contract period likely to run for at least 150 days.“Cairn plans to drill workovers and stimulate wells and compl
5、ete the drilling campaign before the onset of the monsoon,” said one source.Cairn initially floated expressions of interest last year for the jack-up, but the tender was delayed by more than three months, said sources. However, the operator then issued tender documents by December.Cairn India headed
6、 by chief executive Mayank Ashar wants to charter a jack-up capable of operating in 300 to 350 feet of water.Located off the countrys west coast, CB/OS-2 produces oil and gas from the Lakshmi and Gauri fields.Gas production began from Lakshmi in 2002, while oil output started from Gauri in 2005.The
7、shallow-water asset has produced about 22 million barrels of crude and more than 223 billion cubic feet of gas since 2002, according to Cairn India. Cairn holds a 43% operating stake in the Cambay basin block, with the balance held by partners Oil & Natural Gas Corporation and Tata Petrodyne.As
8、well as CB/OS-2, Cairn India also has exploration drilling plans for the KG-OSN-2009/3 and PR-OSN-2004/1 blocks off the countrys eastern coast, though little progress is expected on those amid todays low oil prices, despite an expression of interest floated last year.In Krishna Godavari basin offsho
9、re Block KG-OSN-2009/3, Cairn had intended to drill four exploration wells, while there were plans to drill three in PR-OSN-2004/1 in the Palar basin.Some drillers even remain cautious about Cairns Cambay basin plans, not taking anything for granted in the current market.“There is a lot of uncertain

However, the overall effect of this is that global upstream capex has been reduced to dangerous leve
20、ls.”According to Casula, in 2015 global investments fell by 20% and this year they are expected to fall further, by approximately 15% to about $50 billion.“One might be able to justify shrinking capex due to the fact that there is lower demand. However, we have an anomaly here, as demand continues t

If this situation persists, we are going to have an energy sector that may not be capable of producing enough energy,” he said.Casula said that, while companies cannot control the short-term price volatility, they can work to address “the major distortions, like the lack of alignment between
22、 prices and costs”, as prices have decreased by 70% in the past year compared to costs that have only decreased by around 15% to 20%, which align them with an inconsistent $80 per barrel oil price.“If we are not able to better align costs and prices and maintain reasonable investments, we risk compr
23、omising the fabric of the industry. To ensure that a global energy production can be both sustainable and diversified, we simply must have an alignment of the two. The industry must work towards a solution that guarantees competitive production costs,” he said.“If we don't hear the warnings and

38、 and the the situation does not seem likely to change in the short term.”Last week BWO posted a net loss of $234.5m in the fourth quarter, compared to earnings of $12.7m at the same period of 2014. 56、after the 2008 financial crisis given the state of the offshore market that accounts for a significant portion of banks portfolios.In a report, the analyst argues the capital markets for shipping and offshore have been closed for the past nine months.And while the robust tanker market is strengtheni
57、ng the hand of many owners with their bankers, deep depression and defaults in offshore present the largest challenge.“Thus in this cycle the magnitude of credit issues could be far worse,” Nolan said in a report yesterday.“As a result, we believe there is a strong chance the bank finance market cou
