trunkroad,West FangshuiRoad,north byHengsan Road,and eastby currentlyleveled,open land.南京工厂位于南京化学工业园一期工程的南面，占地14公顷。 南京化学工业园有大大小小不同的化工厂，各厂之间采用开放地段作为缓冲区。 南京工厂西部是发展区的主干道即芳烃南路；工厂南边是一条二级公路即方水西路；北边是恒山路，东边目前是空地。 2Hazard andrisk analyze危险源与风险分析1)In processthere areseveral flammable,explosive,corrosive and toxic materialslike Methanol,CO,acetic acid and MEI.生产过程中的甲醇、一氧化碳、醋酸属易爆物质，燃烧、爆炸范围大，并且有毒；2)When conductlifting jobduring plantturn around,there isfalling andmechanical hurtrisk.生产设备维护检修过程需要进行起重吊装，存在高处坠落、机械伤害的危险因素；3)Electrical fire,electrical faultand operationwithout followingprocedure etc.caused mechanicalhurt andelectric shockrisk.电气火灾，电气故障和违章操作等引的机械伤害、人体触电危险；4)Equipment,storage repair,startup,shut downand finishedproduct load and unloadcan be in existence of elevatedwork risklike fallingdown hurt.设备、仓库检修，开、停车操作，以及成品装卸等，存在高处作业带来的危险因素，如坠落伤害等。 5)During operation and loadprocedure,steam pipe,valve,boiled waterbag,boiled waterpump and etc.hot temperatureequipment whichare thehigh riskbasis can be inexistenceofburn risk;acidandalkali materialcan causeburn risk.The noisecan beserious riskfor workersnearby it.生产及储运过程中，蒸汽管、阀、热水包、热水泵等高温设备存在着烫伤；酸、碱物质存在灼伤等；是较突出的危险因素。 设备运行时的噪声，对临近岗位的作业人员来讲，是比较大的有害因素。 6)Acetic acidandetc.corrosive materialwhich is the hiddenfactor ofserious incidentin processprocedure cancause leakage生产过程中的醋酸等属腐蚀性物质，腐蚀引起的泄漏是引发重大事故的潜在隐患。 7)In processingprocedure,there aremany hazardsections inbasis processand chemicalprocedure,the mostof whichis fire,exposure andpoisoning.The leakagemethanol,carbon monoxideand aceticacid canbe mixedwith airto formexposure airmixture andcause fire,exposure andpoisoning incident.生产过程中，基本工艺和化学过程存在多处危险环节。 最大的危险因素为火灾、爆炸和中毒。 甲醇、一氧化碳、醋酸、乙烯的泄漏，都有可能与空气形成爆炸性混合气体而发生火灾爆炸以及中毒事故。 8)There areFlammable,explosive and toxic materialintheprocess ofproduction,storage andtransportation,and itsloadandunload processcanberesult inincident dueto leakage.生产物料的生产、储存、输送过程中存在易燃、易爆和有毒物质，其装卸输送环节完全有可能因泄漏而产生事故隐患。 Part IIIOrganizations andresponsibility第三部分组织机构及职责1.Emergency organizationand reasonability应急组织体系This Sectionoutlines the major elementsof theXXXXNanjingEmergency Managementand ResponseOrganizations.It describesgeneral responsibilities of variousplant personnel,the specificresponsibilitiesofdifferent emergencymanagement incident.The ICScan developa pleteorganization withthemajorfunctions beingCommand,Operations,Planning,Logistics,Liaison,andSafety.事故指挥系统是应急响应管理的标准体系。 事故指挥体系包括人员，设施，设备，通讯和为了控制和缓轻事故在一个统一组织结构内的操作程序。 但随着事故形态的扩大及/或者愈加复杂，起作用的管理层开始指定更多的人员加入从而可以保证合理的控制和功效。 The organizationof the IncidentCommandSystem beginsto developfrom thetime theinitial resourcesarrive anincident until the requirementfor incidentmanagement andoperations nolonger exists.The organizationdevelops asthe incidentprogresses,depending on the requirementsof thesituations.The basicorganizationalstructure is applicableto smallincidents andincidents notdirectly involvingfire,such asweather emergencies,major spills,or rescues.The systems organizationalstructureisabletoadapt toany emergencyincident that might madeusing thecontact phonelist(locatedinEOC).一旦发生泄漏或某事故可能扩散到公司界区外，应该立即通知处在下风的或受到影响的周边公司。 联系号码在EOC内“外部通知资料表”内。 When thesecalls aremade,provide thefollowinginformation:通知时提供以下信息?Material
