in seeing conference proceedings that have a consistent appearance Since the service enterprises have entered construction market the construction primary contractor enterprises have a great convenience in human resources management But because the construction servce enterprise personnel s management level and the technical quality are relatively low the construction servce enterprises have great management issues and bottlenecks in the construction quality progress investment and safety control According to Chinses current operation mode and management methods this article has analyzed the construction service enterprise present existence question and the difficulty proposed specific methods to improve personnel management and technical quality of construction service enterprises Provide practical measures for the development of Chinese construction service enterprise Key words Service enterprise Quality Bottleneck Training 1 THE STATUS AND ISSUES OF CONSTRUCTION SERVICE SUBCONTRACT ENTERPRISE Since 2001 Construction Enterprise has been divided into construction contracting specialized contracting and the subcontractor three levels owing to construction enterprise qualification combined repositioning The service enterprise entered construction market According to the statistics 2008 the total construction personnel is 4029 million including 3314 million migrant workers about 82 percent The company has more than 18 000 building services for construction enterprise the total about 13 5 percent Since the implementation of the reform of construction the construction initially formed structure types by contractor for bibcock professional construction enterprise backbone service operations relying on the enterprise organization As management mechanisms and the construction market reforms continue to deepen after the reform of the construction business Construction enterprise employment system has accompanied by a new form It changed from permanent workers as the main form of employment to labors in the current works Mobility and Low quality safety of the Labor force is difficult to manage That caused many new questions such as development of General Construction Contractor and sub enterprise services uncoordinated do not recognize the importance of formation of building services sub companies a variety of project quality risks and engineering casualties increased A series of questions made turnkey business have the enormous management problem and the bottleneck on construction quality progress investment and ANALYSIS OF CONSTRUCTION SERVICE SUBCONTRACT ENTERPRISE The emergence of service oriented enterprises have brought great convenience and flexibility to the construction contracting business in the area of human resource management But this ideal type of organizational structure does not achieve the expected satisfactory results The main reasons for problems are as follows First the degree of specialization is low in service oriented enterprises and the differences in the aspect of technology and management quality are too large Although general contractors put a lot of manpower material and resources to manage the service business project management has been seriously affected due to the overall quality of service enterprises and limited capacity while the serious constraints of general contracting company s managing energy Second the mechanism of construction labor market and the employment system is not perfect and labor contractor and the stragglers type of employment exist in large numbers which of them brought a series of problems about the absence of operating permits for employment low quality construction technology and unprotected labor rights Zhao and Duan 2006 Third service subcontract enterprises based on pyramid is very hard wide difficult and this complex work can t go on uneffectively because of the corresponding policies are not formulated Li 2006 Fourth most of the practitioners without in any training and education under the precondition of the construction site to enter who know nothing about construction project process building methods material properties and processing and unknown how to control quality progress safety the investment etc Thus led to four control of Construction projects cannot satisfy the requirement At the same time the great management bottleneck exist in personnel material technology capital equipment the on site safety the contract make the enterprise with general contract dispute continuously because of the personnel management system lack of management knowledge It caused many adverse effects on industry and society Ministry of Construction 2006 Fifth the service enterprise alignment workers in the same building extremely unstable in the project they change constantly in enterprise management caused obviously great difficulties for construction projects and the hidden trouble and bottleneck of the society This unregulated management method projects will eventually led the inevitable impact and challenges on quality progress safety the investment etc construction projects Due to the service enterprise personnel s quality and operational level directly affect the control of engineering quality progress safety the investment etc the implementation of the new construction skill new material new technology new management methods of building so training examination appraisal work for the enterprise personnel services professional knowledge professional skills management methods become particularly important 3 THE ISSUES SOLUTIONS OF CONSTRUCTION SERVICE SUBCONTRACT ENTERPRISE Staff itself skill level directly affect the construction quality and safety of construction projects and bring the different influence of level so improve the service skill level not only ensure realize the goal of important project quality first but also directly influence the realization of overall comprehensive construction goal Wang 2010 The main reason is due to the issues of personnel quality in construction services company it can be improved through the following specific methods for this problem 3 1 The establishment of training and education systems for services business people Because of China s construction market is still in the stage the enormous construction project will build the more labor resources will enter into the building industry It really provides the necessary support for enterprise personnel training and education and also ensure labor s training of construction skill method process material properties management and quality safety process investment control and contract institutionalization order Migrant workers who pursue the following key type construction for example masonry frame wood steel concrete plasterer and the installation work are mainly aimed at training The training content majorly includes safety knowledge professional knowledge and operational skills etc 3 1 1 Setting professional job training and working certificate system Due to the related professional construction and various types and construction play an important role in engineering quality progress investment safety control and meanwhile labor enterprise personnel s who participate in project construction building services quality has very close relation of construction safety schedule quality and investment so that the contractor job knowledge training have a key role The other construction project except for working ceritificate system such professional work as the type of wood steel concrete should post training and settings to working post Workers who are unsatisfy the requirement or without a desired duty should be stopped working in order to eradicate unqualified quality safety requirements of progress and unstandard investment 3 1 2 The long term education and training System for services business people With new skills material technology and management methods for building emerging building economy market have a rapidly development but it may also bring new unsafe factors Thus establishing a long term training system is a fundamental guarantee for sustainable development of the market which is also all the development strategy for the enterprise culture and controling the project s quality schedule investment safety China building technique development with amazing speed as the Chinese economy But due to the lack of training system China construction enterprise of service personnel are never accepted the specific professional training and professional education or some labor personnel become technical backbone only by the way of master train an apprentice Because the master s level is limited apprentice only learn experience for critical of new skills new material new technology new management methods cannot learn disciple It caused many low skilled service persons who is not familiar with technology and construction method The above reasons may make the construction projects quality declined investment increased security incidents poor etc To solve this problem the only way is rapidly build construction enterprise labor education and training of personnel system makesure all practitioners in building site with good relevant professional knowledge before entering 3 1 3 The establishment of working operation certificate management system for services business people Audit finds work for the personnel engaged in building services every 2 3 years that can be used method to integrate theory with practice Specific by the related departments of provincial municipal according to the actual situation of local formulated relevant policy but the certificate shall be carried out after the first training before operation and test otherwise it will form now 3 2 Set the training content Different type works apply different specialized subject Mainly use the method of practical operation combining with the theory 3 2 1 Building materials and its processing technology Front line workers in the construction market are essentially migrant workers They are lack of knowledge of control progress control investment control safety control construction site management on site materials management contract management equipment and instruments management etc 3 2 5 Relevant laws regulations and contract management The labor contract law the regulations on administration of safety the Environmental Protection Law the civilization worksite construction requirements etc 3 3 Establish education and training system 3 3 1 Establish education training system of government Training building professional knowledge by county or township government organization and investment Give an account of experienced professional expert according to professional and work types and award unified license after examination by the administration authority 3 3 2 Enterprise system 3 3 2 1 Organize training of Service enterprises According to the service enterprise own actual situation and the engineering characteristics workers who has held licenses are working of professional training so as to achieve the four control engineering requirements In this part of the work should be supervised by the government in order to avoid service enterprises only go on the pro forma 3 3 2 2 Organization training of primary contractor enterprise Construction primary contractor enterprise make professional knowledge training and safety education for the Front line workers by professional category according to the construction project contract and the request the complexity of the project schedule quality standard the amount of the investment and the security system in order to achieve the overall requirements This part of the work should be supervised by construction unit and the supervision unit which should be the basis for assessing at the time of registration 3 3 3 Individual behavior Laborers who can not participate in credentials classes organized by government or enterprises should take a part in the learning and training organized by relevant educational institutions which are commissioned by the government but they are provided work license maked by management authority based on participating in the relevant examination organized by government and passing it successfully 3 4 The compulsory and legalised management system Although the major problems of construction services business are due to construction laborers their own management has yet to be improved Management problem institutional failure and loose organization will also bring the problem to the construction services business therefore enterprises need to continuously strengthen the labor management system and improve the management system the management model of Rule of man in management can not meet their needs of development and market competition it is needed to bring the market competition mechanism survival of the fittest mechanism harder and mechanisms to internal management From the Rule of man to legal as soon as possible Compliance services company to develop the
