自力更生綜合就業援助計劃The Integrated Employment Assistance Programme For Self-reliance工作輔導技能提升訓練Employment counselingSkills upgrading training就業訓練工作體驗Job trainingWork exposure services社會福利署委託非政府機構協助推行自力更生綜合就業援助計劃，並轉介健全的綜合社會保障援助申請人至營運機構接受就業援助服務The SWD commissioned non-governmental organisations to assist to implement the Integrated Employment Assistance Programme for Self-reliance and refer able-bodied Comprehensive Social Security Assistance applicants to operating agencies to receive employment assistance services社會福利署Social Welfare Department2013年3月March 2013計劃目的社會福利署(社署)委託非政府機構為營運機構協助推行自力更生綜合就業援助計劃。該計劃的目的是透過營運機構，提供以家庭為基礎的一站式綜合就業援助服務，鼓勵及協助年齡介乎15至59歲、身體健全申領綜合社會保障援助(綜援)的失業人士或領取綜援而有最年幼子女年齡介乎12至14歲的單親家長和兒童照顧者(服務使用者)消除就業障礙，增強受僱能力，使他們能找到有薪工作，繼而達致自力更生。 服務使用者年齡介乎15至59歲，身體健全而申領綜援的以下人士(1) 失業或每月從工作中所賺取的收入或工作時數少於社署所定標準的人士；及(2) 最年幼子女年齡介乎12至14歲的單親家長和兒童照顧者。營運機構提供的服務(一) 個人就業援助服務營運機構為服務使用者提供以下切合個人需要的就業援助服務：(1) 一般就業援助服務l 定期與服務使用者晤談並提供就業建議；l 幫助服務使用者訂立個人求職計劃並定期作出檢討；l 協助服務使用者取得最新的勞工市場資訊及安排就業選配；l 評估服務使用者的需要以安排他們接受其他合適的就業援助服務及考慮轉介服務使用者接受福利服務；及l 向成功就業的服務使用者提供最少三個月的就業後支援服務，鼓勵服務使用者持續工作。 (2) 加強就業援助服務 (包括訓練及工作體驗服務)l 提供一般就業援助服務；l 安排與就業有關的訓練，例如基本社交技巧、求職技巧及技能提升的訓練；及l 提供工作體驗服務，例如園林美化、社區服務、工作實習以及具規範性的義務工作等。(3) 欣曉計劃服務l 定期與服務使用者晤談並提供就業建議；l 提供輔導服務以強化服務使用者的就業意欲；l 協助服務使用者訂立個人求職計劃並定期作出檢討；l 協助服務使用者取得最新的勞工市場資訊及安排就業選配；l 安排與就業有關的訓練，例如基本社交技巧、求職技巧及技能提升的訓練；l 提供其他的支援服務，例如照顧子女的資訊；及l 向成功就業的服務使用者提供最少三個月的就業後支援服務，鼓勵服務使用者持續工作。(4) 走出我天地計劃l 向服務使用者提供深入輔導；l 安排激勵性/紀律性訓練；l 協助服務使用者取得最新的勞工市場資訊，安排就業選配及工作實習；l 轉介合適的服務使用者參加勞工處的展翅青見計劃；及l 向成功就業的服務使用者提供最少三個月的就業後支援服務，鼓勵服務使用者持續工作。(二) 短暫經濟援助社署已委託營運機構為有需要的服務使用者提供及時的經濟援助，協助他們應付在尋找工作期間或就業初期所需的開支及接受工作體驗服務的交通費。查詢如欲查詢有關自力更生綜合就業援助計劃的詳細資料，可致電2343 2255、傳真 2763 5874給社署部門熱線服務、電郵至.hk，或向就近的社會保障辦事處查詢，亦可聯絡營運自力更生綜合就業援助計劃項目的機構。營運機構的地址、電話號碼及電郵地址已詳列於本小冊子。Project objectiveThe Social Welfare Department (SWD) has commissioned non-governmental organisations as operating agencies to assist to implement the Integrated Employment Assistance Programme for Self-reliance (IEAPS). The aim of the IEAPS is to provide a one-stop integrated employment assistance services on family basis to encourage and assist the unemployed able-bodied Comprehensive Social Security Assistance (CSSA) applicants/recipients aged 15 to 59 and single parents and child carers on CSSA with their youngest child aged 12 to 14 (services recipients) to help them overcome work barriers, enhance employability and seek paid employment to become self-reliant.Services Recipients Able-bodied CSSA applicants/recipients aged 15 to 59 who are:(1) unemployed or with monthly working hours or earnings less than the prescribed level set by the SWD; and(2) single parents and child carers with their youngest child aged 12 to 14.Services provided by the operating agencies(1) Individualised employment assistance servicesOperating agencies will provide services recipients with personalised employment assistance services as follows: (a) Ordinary employment assistance servicesl conducting interviews with the services recipients regularly and providing advice on seeking employment ;l helping the services recipients develop personalised action plans to seek employment and review the plans regularly;l assisting the services recipients to obtain up-to-date information on the labour market and arranging job matching;l assessing the needs of the services recipients and arranging them to receive other appropriate employment assistance services and to consider referring services recipients for welfare services; andl providing post-employment support for at least three months to encourage those services recipients who have secured employment to sustain employment. (b) Strengthened employment assistance services (including training and the Work Exposure (WE) Services)l providing the Ordinary employment assistance services;l arranging employment related training e.g. basic social skills, job seeking skills and skills upgrading training ; andl providing WE Services, such as gardening, community services, job attachment and structured voluntary work, etc.(c) New Dawn Project Servicesl conducting interviews with the services recipients regularly and providing advice on seeking employment;l providing counseling services to the services recipients to enhance their determination to seek employment;l helping the services recipients develop personalised action plans to seek employment and review the plans regularly;l assisting the services recipients to obtain up-to-date information on the labour market and arranging job matching;l arranging employment related training e.g. basic social skills, job seeking skills and skills upgrading training;l providing other supportive services, such as information on child care; andl providing post-employment support for at least three months to encourage those services recipients who have secured employment to sustain employment. (d) Special Training and Enhancement Programme (My STEP)l providing indepth counseling to the services recipients;l arranging motivational/disciplinary training;l assisting the services recipients to obtain up-to-date information on the labour market, arranging job matching and job attachment;l referring appropriate services recipients to participate in Labour Departments Youth Pre-employment Training Programme and Youth Work Experience and Training Scheme; and l providing post-employment support for at least three months to encourage those services recipients who have secured employment to sustain employment.(2) Temporary Financial AidSWD has commissioned the operating agencies to provide timely financial aid to the services recipients in need to assist them to meet the employment-related expenses when seeking employment or at the early stage of their employment and the travelling expenses to receive the WE Services.EnquiriesFor enquiries about the IEAPS, please contact SWDs Departmental Hotline Service Unit by phone at 2343 2255, by fax at 2763 5874, by email to .hk or call at the nearest Social Security Field Unit.
