Development strategy: Under the market economy condition, and especially after joining in WTO, our building enterprise faced greater and stronger international and domestic fierce competition. How to discover, cultivate and building enterprises becomes an important strategic point and important content of enterprise sustainable development, therefore, it is crucial to objectively analyze the current situation of building enterprise and find the solution of corresponding crucial reason. This problem is simply stated in the particle, to provide thinking for building enterprise to change concept. Building construction, talent training I. Establish the correct concept of talent training 1. To establish the comprehensive concept of talent is the basic premise of building enterprise to attracting talent. The building enterprise mainly should establish the following concept of talent: (1) the talent is diverse, and all persons having special skills or capability for enterprise development are the talent of enterprise; and (2) the talent is multilayered, which can be high-rise manager and front-line staff of production and operation, as well advanced expert of technology development and skilled worker. 2. Change the one-sided “demand of talent” concept. In the market economic system, “Want business, as well life” becomes the general need of talent. In case that the difficulty of building enterprise attracts the talent is large, how the enterprise attracts the applicable talent with effective form has special meaning. II. Create all conditions of attracting talent 1. Use salary and benefit. The building enterprise should make a set of flexible salary system with its characteristics, generally can take “basic salary +bonus” mode: the basic salary can be unified with the original salary system of enterprise, and basically the different is not very big; and the bonus can be subjected to different measurement standards and evaluation methods according to the work nature and difference of talent level: (1) the talent engaging in technical work can be given rewards with the form of project commission according to the benefit brought for the enterprise by him participating in the project; (2) for the talent engaging in management work, make a certain management objective with the form of “management by objectives”, and determine the amount of bonus according to the degree of objective completion and effect; and (3) for the talent engaging in marketing part, determine the reward by taking the performance as the basis, and meanwhile, encourage the talent on work of expanding the market, creating potential market, promoting enterprise reputation and others which cannot be directly measures with the forming of “management by objectives”. 2. Use position. In the light of objective strategy of enterprise, the building enterprise should set the challenging work or position for the talents by combining the actual condition within the enterprise according to the quality and experience of talent, so that they can obtain the space to develop in work, which not only meet the self-satisfaction and self-actualization need of talent, and meanwhile, let the talent get exercise in work, in turn, is beneficial to the development of enterprise. 3. Use the enterprise culture. Our building enterprise has lacked understanding of significance of enterprise cultural construction for a long time. Actually, the successful enterprise culture is more effective than material incentive sometimes for the subtle effect of enterprise employees. The enterprise culture is stable and independent value formed and developed step by step in a certain time and code of conduct, moral code, group consciousness and custom formed under the same as the core of the enterprise in the certain social, economic and cultural background. The culture of an enterprise, especially strong culture, will have strong impact on the basic views of an enterprise to employees and have impact on the leadership style and leadership way of enterprise, structure and relationship of organization, and application mode of enterprise control function, which are main influence factors whether can effectively attract the talents or not. A good enterprise culture not only can motivate the passion of staffs, unify the idea and desire of enterprise member, and strive for achieving the enterprise strategic goal cooperatively; but also is an effective means of retaining and attracting talent. For the building enterprise, its impact effect is very obvious. 4. Other conditions which can be created. Now, more and more people think that the enterprise is not only place of work, as well important social interaction place, so the building enterprise should also attach importance to build an active and harmonious environment and atmosphere, to meet the peoples need on this and improve the attraction to the talent, besides to complete the work above. (1) Complete the daily management, and create an enterprise image with clean environment, friendly atmosphere, ordered operation and formal management; (2) the people become more and more careful while choosing a career due to the social pressure, they not only value the current situation of enterprise, but pay more attention to its future prospect and their development chance in it (this development itself has the adaptability to the future society). It must also have other corresponding methods, to guarantee it is always in motivated state, thereby making a contribution to enterprise for a long time, besides to take and implement the all above-mentioned measures of attracting talent. To this, the enterprise mainly builds a set of open flow of talent mechanism. III. Select talent actively with various forms The selection and use of talent should follow the swaggering principle, i.e. use the talent in places best fit for playing his ability and complete ability and use. It mainly build the scientific and reasonable talent selection system, and the point is to build the system of public election of leading cadres and open recruitment of talent selection. In the specific implementation, it should insist on five principles, i.e. principle of placing cadres under party supervision; principle of meritocracy and virtue; principle of masses accepted and performance regarding; principle of openness, equality, competition and merit; and principle of work according to procedure and accepting supervision. Meanwhile, it reflects the following several characteristics: (1) marketability: the employer can openly select talent within limits according to the position condition, the person meeting the condition can apply voluntarily, the both parties have equal right of selection, and the excellent talents will stand out through application, review, examination and investigation, thereby, realizing the “two-way selection” and “win-win” of organization and person; and (2) openness: open the position, condition, rules, results and all other links according to public election, open recruitment and position competition, to accept the supervision on all sides and avoid black box operation; (3) fairness: all competitors can compete fairly under the same conditions, without special participant, so as to avoid “balance caring), and create condition for standing out the excellent talent; (4) impartiality: the election, recruitment and competition shall be conducted according to the procedure and method specified, each link shall be supervised by discipline inspection and supervision departments and staff representative; and the work process is strict, rigour, serious and rigorous; and (5) reasonability: break all and regional boundaries of talent unit, and the selection view is expanded to a surface and a whole from a small circle and range, so that the talent can flow orderly within the enterprise, which reduces stockpiling of talent of some units, and also meets the urgent need of talent of some units, therefore, the value of talent is respected, the effect is played and the resource is reasonably allocated. IV. Conclusion With the improvement of macroeconomic environment, the building enterprise is faced with huge development opportunity. Meanwhile, with the improvement of degree of economic openness, the competition faced by the building enterprise is also rapidly intensified. The talent has also become the key that the enterprise establishes competitive advantage and grasps development opportunity. It can be said that the concept of “Talent focused, people oriented” has been widely accepted. But it needs a certain process from accepting a concept to change it into effective action, which is relatively difficult process. During this process, an effective method is to make the corresponding talent strategy according to the actual condition of internal and external environment and local conditions and improve and perfect continuously in practice.
