INTRODUCTION

ThefutureofEuropeisintrinsicallylinkedtoitsyoungcitizens.Theircommitmenttodemocraticvalues,opennesstoaEuropeanidentity,activeparticipationinthepoliticalprocessandtheirabilitytonavigatedisinformationwillsignificantlyinfluencethestrengthandresilienceofEuropeintheyearstocome.

Tobetterunderstandtheperspectivesofyoungpeople(aged16-30)acrosstheEU,theEuropeanParliament,Directorate-GeneralforCommunication,YouthOutreachUnit,conductedtheYouthsurvey2024.ThisstudyreflectstheEuropeanParliament'songoingcommitmenttoamplifyyoungpeople'svoicesandfostertheirinvolvementinshapingEurope'sfuture.Specifically,thesurveycoveredthefollowingtopics:

■Politicalpriorities:YoungpeoplehighlightedtheirmainconcernsfortheEUoverthenextfiveyears,includingrisingpricesandthecostofliving,theenvironmentandclimatechange,andtheeconomicsituationandjobcreation.

■SupportfortheEuropeanUnion:ThesurveyexaminedattitudestowardtheEU,sheddinglightonyoungpeople'ssenseofconnectiontotheEuropeanprojectanditsroleintheirlives.

■Sourcesofinformation:Thestudyexploredwhereyoungpeoplegettheirinformationonpoliticalandsocietalissues,withsocialmediaplatformsemergingastheprimarysource.

■Exposuretodisinformation:Respondentswereaskedabouttheirencounterswithdisinformationandfakenews,revealingtheongoingchallengeofdisinformation.

■Politicalengagement:Thesurveyexaminedvariousformsofpoliticalparticipationamongyoungpeople,fromvotingtoactivism,andexploredfactorsthatmotivateordiscouragetheirinvolvement.

■Votingbehaviourinthe2024Europeanelections:Theanalysisdelvedintoreasonsforvotingchoicesandabstention,providingadeeperunderstandingofyouthparticipationinthedemocraticprocess.

IpsosEuropeanPublicAffairsinterviewedarepresentativesampleofyoungpeopleaged16-30,ineachofthe27MemberStatesoftheEuropeanUnion(EU).Between25Septemberand3October2024,25,863youngpeopleweresurveyedviacomputer-assistedwebinterviewing(CAWI),usingIpsosonlinepanelsandtheirpartnernetwork.Surveydataareweightedtoknownpopulationproportions.TheEU27averagesareweightedaccordingtothesizeofthe16-30year-oldpopulationofeachEUMemberState.

Thisreportpresentsthefindingsandanalyses,offeringacomprehensiveviewofthecurrentstateofyoungEuropeans'relationshipwiththeEUandtheirvisionforitsfuture.

KEYFINDINGS

Mostimportantvaluesofyoungpeople

Protectinghumanrights,democracyandpeaceemergesasyoungpeople'stop-rankingvalue,with45%ofrespondentsselectingit.Thisisfollowedbyfreedomofspeechandthought(selectedby41%).Lowersharesmentionvalues,suchashumandignity,includingtheprohibitionofthedeathpenalty,tortureorslavery(28%),toleranceandrespectfordiversityinsociety(27%),genderequality(26%)andthefightagainstdiscriminationandtheprotectionofminorities(24%).

PrioritiesfortheEUinthenextfiveyears

ThetopthreetopicsthatyoungpeoplewouldmostliketoseeprioritisedbytheEUinthenextfiveyearsarerisingprices,costofliving(40%),theenvironmentandclimatechange(33%),andtheeconomicsituationandcreationofjobs(31%),closelyfollowedbysocialprotection,welfareandaccesstohealthcare(29%).EachofthefollowingtopicsareseenasapriorityfortheEUbymorethanoneinfiverespondents:educationandtraining(27%),housing(23%)andtheEU’sdefenceandsecurity(21%).

SupportfortheEUproject

AroundthreeinfiverespondentsaregenerallyinfavouroftheEU-althoughthisincludes31%whoareinfavouroftheEUandthewayitisworkingatpresentandalmostanequalproportion(32%)whoareratherinfavouroftheEU,butnotthewayitisworkingatpresent.Afurther21%ofrespondentsareratherscepticaloftheEUbutcouldchangetheiropinionifthewayitworksreallychanges,while6%areopposedtotheideaoftheEUingeneral.

Acomparisonwiththe2021surveyresultsshowsthatthereisasmallincreaseintheshareofyoungpeoplewhoareinfavouroftheEUandthewayisworkingatpresent(+4pp),whilethereisasmalldecreaseinthesharewhoareratherinfavouroftheEU,butnotthewayitisworkingatpresent(-2pp).

OpinionabouttheEuropeanParliament

AmongyoungEUcitizens,aboutfourintenhavea‘verypositive’(12%)or‘fairlypositive’(29%)imageoftheEuropeanParliament,while37%haveaneutralimage.Lessthantwointenrespondentsholda‘fairlynegative’(11%)ora‘verynegative’(5%)viewoftheEuropeanParliament.

National,localorEuropeanidentity?

Thelargestshareofyoungpeoplesurveyed(34%)replythattheyfeelprimarilyattachedtotheircountryandnationalidentity.Thesecondmostcommonresponseisfeelingprimarilyattachedtotheirlocalcommunityandregion,chosenby23%ofrespondents.Aboutoneinsevenrespondents(15%)answerthattheyfeelprimarilyattachedtoEuropeandaEuropeanidentityandasimilarproportion(14%)reportfeelingequallyattachedtotheirlocalcommunity,countryandEurope.

BenefitsofEUMembership

Morethanathirdofyoungpeoplesurveyed(37%)believethatincreasedopportunitiesforyoungpeopleintheircountrytostudy,volunteer,workandtravelabroad(e.g.,Erasmus+,EuropeanSolidarityCorps,etc.)areabenefitofbeingamemberortheEU.Aroundthreeintenyoungpeople(31%)thinkthatimprovedcooperationbetweentheircountryandotherEUMemberStatesisabenefitofbeingamemberoftheEU.Protectingpeaceandstrengtheningsecurityintheircountry(27%)andpromotingeconomicgrowthandcreatingmorejobopportunitiesintheircountry(26%)areeachmentionedasabenefitofEUmembershipbyjustoveraquarterofrespondents.

Mainsourcesofinformationonpoliticalandsocialissues

Socialmediaplatforms(e.g.,Instagram,TikTok,etc.)areyoungpeople’stopsourceforinformationonpoliticalandsocialissues(mentionedby42%ofrespondents),althoughcloselyfollowedbyTV(selectedby39%).Thenextthreesourcesareeachmentionedbyroughlyoneinfourrespondents:onlinepressand/ornewsplatforms(26%),friends,familyorcolleagues(25%)andvideoplatforms(e.g.YouTube,etc.).

Socialmediaplatformsusedforinformationonpoliticalandsocialissues

Whenrespondentswereaskedwhichsocialmediaandplatformstheyusetoobtaininformationonpoliticalandsocialissues,Instagramemergesasthemostcommonlyusedone(47%),followedbyTikTok(39%)andYouTube(37%).LowersharesobtaininformationfromFacebook(27%)andX(Twitter)(21%).WhatsAppisusedforinformationonpoliticalandsocialissuesby16%ofrespondents.Asmallproportionofrespondents(8%)indicatethattheydonotusesocialmediatofindinformationonpoliticalandsocialissues.

Understandingoflocal,nationalandEUgovernments

Aslimmajorityofyoungpeoplesurveyedfeeltheyknow‘agreatdeal’(13%)or‘afairamount’(43%)aboutthegovernmentintheircountry.Similarly,12%ofrespondentsfeeltheyknow‘agreatdeal’and39%‘afairamount’aboutthegovernmentintheirlocalareaorregion.UnderstandingoftheEUisslightlylower,with11%feelingtheyknow‘agreatdeal’and35%‘afairamount’.

Acomparisonwiththe2021surveyshowsasmallincreaseinyoungpeople'slevelofunderstandingofthegovernmentintheirlocalareaorregion(+5ppfor'agreatdeal')andtheEuropeanUnion(+3ppfor'agreatdeal').

Exposuretodisinformationandfakenews

Morethanthree-quartersofyoungpeoplesurveyedthinktheyhavebeenexposedtodisinformationandfakenewsoverthepastsevendays:32%reporthavingbeenexposed‘sometimes’,29%‘often’and15%‘veryoften’.Incontrast,14%indicatetheyhave‘rarely’beenexposedtodisinformationandfakenewsinthepastsevendaysand5%thinktheywerenotexposedatall(‘never’)inthepastsevendays.

Amajorityofyoungpeoplereportfeelingconfidentthattheycanrecognisedisinformation:18%feel'veryconfident'and52%'somewhatconfident'.Lessthanoneinfiverespondentsindicatenotfeelingconfident(22%'notveryconfident'and4%'notatallconfident').

AdoptionofAI-basedapplications

WhenaskedwhethertheyhaveusedAI-basedapplicationsfortext,imagesorvideointhepast12months,57%ofyoungpeoplesurveyedanswertheyindeedhavedoneso,while38%havenot.Themostcommonreason,amongyoungpeople,forhavingusedAI-basedapplicationsinthepast12monthsisstudyinganddoingresearch(selectedby36%ofrespondents).Thesecondmostfrequentpurposeisforentertainment(29%),closelyfollowedbyassistanceinschoolworkandcreativework(bothmentionedby28%ofrespondents).

Participationinpoliticalandcivicactivities

Votinginlocal,nationalorEuropeanelectionsisthemostcommonformofpoliticalandcivicparticipationamongyoungpeopleintheEU,with39%indicatingtheyhavedoneso.Thesecondmostpopularformofparticipationiscreatingorsigningpetitions(onpaperoronline),indicatedby26%ofrespondents.Aboutoneinfiverespondentsreporthavingdonethefollowing:volunteeringforacharityorcampaignorganisation(20%),postingopinionsonlineoronsocialmediaaboutpoliticalorsocialissues(19%)orboycottingorbuyingcertainproductsforpolitical,ethical,orenvironmentalreasons(19%).Itisalsoworthnotingthat15%ofrespondentsindicatetheyhavenotengagedinanyoftheactivitieslistedinthesurvey.

ReasonsfornothavingvotedintheJune2024Europeanelections

Youngpeople’sreasonsfornothavingvotedintheJune2024Europeanelectionsareothercommitments(16%)andnothavingenoughinformationtomakeachoice(16%),followedbynotfindinganyrelatablecandidateorpoliticalpartythatrepresentedtheirviews(15%)andageneraldistrustordissatisfactionwithpoliticiansandpolitics(15%).

ReasonsforchoosingapartyorcandidateintheJune2024Europeanelections

ThemostcommonreasonforhavingvotedforaspecificpartyorcandidateintheJune2024EuropeanElectionsisthattheirideasalignedwiththerespondent'sviews(selectedby30%ofrespondents).Thesecondmost-mentionedreasonisthebeliefthatthechosenpartyorcandidatecanchangethings,selectedby25%ofrespondents.Aboutoneinsixrespondentssaytheyvotedforapartyorcandidatebecausetheyheardorreadpositivethingsaboutthem(17%);similarsharesarefoundforvotedstrategicallytoavoidtheelectoralsuccessofanotherparty(16%)andthepartyorcandidateprioritizesmattersimportanttoyoungpeople(16%).

1.1.Mostimportantvaluesofyoungpeople

Respondentswerepresentedwithalistof10values,andtheywereaskedwhichthreetheyregardasbeingthemostimportant.Protectinghumanrights,democracyandpeaceemergesasthetop-rankingvalue,with45%ofyoungpeoplesurveyedselectingit.Thisisfollowedbyfreedomofspeechandthought,whichisselectedby41%ofrespondents.

Lowersharesmentionvalues,suchashumandignity,includingtheprohibitionofthedeathpenalty,tortureorslavery(28%),toleranceandrespectfordiversityinsociety(27%),genderequality(26%)andthefightagainstdiscriminationandtheprotectionofminorities(24%).

Respectfornationalidentityandcultureismentionedby20%ofrespondents,followedbysolidarityamongcountriesaroundtheworld(19%)andtheruleoflaw(15%).SolidarityamongEUMemberStatesisselectedby10%ofrespondents,makingittheleastfrequentlychosenvalue.

In2021,asimilarquestionwasaskedtoyoungpeopleacrosstheEU.Notonlyinthecurrentsurvey,butalsoin2021,youngpeoplegavethehighestrankingtotheprotectionofhumanrights,democracyandpeace,followedbyfreedomofspeechandthought.

Protectinghumanrights,democracyandpeaceisthe(joint)top-rankingvaluein21MemberStates.AmajorityofrespondentsselectthisvalueinCzechia(64%),theNetherlands(53%),Denmark(52%),Slovakia(52%),Hungary(51%)andSweden(51%).Incontrast,aboutathirdofrespondentsinIreland(34%)selectthisvalue.

Freedomofspeechandthoughtisthe(joint)top-rankingvalueinsevenMemberStatesandthisvalueisselectedbyamajorityinPoland(56%),Czechia(54%),theNetherlands(53%)andPortugal(51%).ThelowestsharechoosingthisvalueisobservedinCyprus(23%).InCyprus,thetop-rankingvalueishumandignityincludingtheprohibitionofthedeathpenalty,tortureorslavery,selectedby38%ofrespondents.BulgariaandDenmarkalsohaveahighshareofrespondentsselectingthisvalue(both36%).Conversely,thisvalueischosenbyjustoveroneinfiverespondentsinHungaryandRomania(both21%),andintheNetherlandsandPortugal(both22%).

Theshareofrespondentschoosingtoleranceandrespectfordiversityinsocietyrangesfrom17%inAustriato34%inDenmark.Asimilarvariationisobservedintheshareselectinggenderequality,withthehighestproportionsobservedinSpain(35%)andSweden(34%),whilethelowestsharesarefoundintheNetherlands(13%)andCyprus(15%).Forthefightagainstdiscriminationandtheprotectionofminorities,thehighestsharesareseeninGermany(31%),Belgium(29%)andFrance(28%),whilethelowestproportionisfoundinCzechia(9%).

Respectfornationalidentityandculture,andsolidarityamongcountriesaroundtheworldalsoshowacomparablepatternofvariation.Forrespectfornationalidentityandculture,thesharerangesfrom15%inSlovakiato29%inBulgaria.Similarly,forsolidarityamongcountriesaroundtheworld,theproportionselectingthisvaluevariesbetween11%inDenmarkand31%inLatvia.

TheremainingtwovaluesaretheleastfrequentlyselectedacrossallMemberStates.Theshareofrespondentschoosingtheruleoflawrangesfrom9%inLithuaniato23%inGreece.SolidarityamongEuropeanUnionMemberStatesisselectedbyasharerangingfrom7%inGreeceto23%inLatvia.

Socio-demographicconsiderations

Youngwomenaremorelikelythanyoungmentoplaceimportanceontheprotectionofhumanrights,democracyandpeace(49%vs41%),genderequality(33%vs20%),toleranceandrespectfordiversityinsociety(31%vs23%)andthefightagainstdiscriminationandtheprotectionofminorities(26%vs22%).Conversely,youngmenaremorelikelytoselecttheruleoflaw(19%vs11%)andsolidarityamongEUMemberStates(13%versus8%)asimportantvalues.

Theprotectionofhumanrights,democracyandpeaceismorelikelytobeselectedasoneofthemostimportantvaluesbyolderrespondents:47%ofthoseaged25-30selectthisvalue,comparedto41%ofthoseaged16-18.Olderrespondentsarealsosomewhatmorelikelytomentiontheruleoflaw(17%vs12%).

Amongyoungpeoplenolongerineducation,thosewithapost-secondaryorhighereducationdegreearemorelikelytoselecttheprotectionofhumanrights,democracyandpeaceasoneofthemostimportantvalues(56%)comparedtothosewithasecondaryeducationdegreeorlower(44%).Freedomofspeechandthought(47%vs43%)andtheruleoflaw(17%vs13%)arealsosomewhatmorefrequentlyselectedbyhighereducatedrespondents.Conversely,thefightagainstdiscriminationandtheprotectionofminoritiesissomewhatmorefrequentlymentionedbylowereducatedrespondents(24%vs20%).Asimilarpatternofdifferencesisseencomparingrespondentscurrentlyinsecondaryeducationorlowerandthoseinpost-secondaryeducationorhigher.

Differencesbylevelofurbanisationtendtobeminorordonotreachstatisticalsignificance.

Respondentswerealsopresentedwithalistof10potentialprioritiesfortheEUinthenextfiveyears.ThetopthreetopicsthatyoungpeoplewouldmostliketoseeprioritisedbytheEUinthenextfiveyearsarerisingprices,costofliving(40%),theenvironmentandclimatechange(33%),andtheeconomicsituationandcreationofjobs(31%),closelyfollowedbysocialprotection,welfareandaccesstohealthcare(29%).

In12MemberStates,risingpricesandcostoflivingemergeasthetoppriorityfortheEUinthenextfiveyears.TheproportionofyoungpeopleselectingthistopicasapriorityfortheEUrangesfrom23%inRomaniato52%intheNetherlands.In11MemberStates,morethan40%ofrespondentschoosethistopic;thisapplies,forexample,toPoland(46%),SlovakiaandFrance(both47%).

InCroatia,anequalshareofrespondentsselectrisingpricesandcostoflivingandtheeconomicsituationandcreationofjobsasprioritiesfortheEUinthenextfiveyears(bothselectedby41%).TheeconomicsituationandcreationofjobsisalsoselectedbymorethanfourintenrespondentsinRomania(41%),Spain(41%)andGreece(43%)–whereitisalsothetop-rankingpriority.Incontrast,lessthanoneinfourrespondentsselectthistopicinGermany(24%),Austria(20%)andtheNeth
