artists,ownersofbusinesses,orlawyers.Butfully80percentofAmericanstodayarc

employedbyotherpeopleororganizations-primarilylargecorporationsandfederal,

state,orlocalgovernmeniagencies.Theseorganizationsfacetheproblemoffinding

someorderlywayofphasingout(淘汰)theirolderemployeeswhomighthavebecome

unproductive.Itisfarmoreconvenientfortheemployerstoachievethisbyanarbitrary
