Factsrelatingtoflood:

洪水的现象

•Afloodisusuallycausedbyarainstormor

leveefailurefollowinganearthquake,whichmaylast

forhoursordays.

洪水是因为局部暴雨积水上升或地震所引起的水库决堤，洪

水可持续数小时或数天。

•Anearthquakeisanaturalfloodwarningsoon

anysignsornotificationofanearthquakeorseismic

activity,youshouldcontacttheappropriateauthorities

forinformationandbepreparedtoevacuate

guestsunderthedirectionofEmergencyControl

Organisation(ECO)management.

地震是洪水的先兆。所以当有地震或地震性活动时，要马上

联系相关机构询问信息并在ECO(紧急情况控制组织)的安

排下准备疏散客人。

•Notallearthquakescauseflood.Ifyouhearthatan

earthquakehasoccurredorfeelanearthtremor,be

preparedforafloodemergency.

并不是所有的地震都会引起洪水。如果听到某个地震引起或

感觉引起震动，那就需要做好洪水应急措施。

•Earthquakesareoftenprecededby

unusualreactionsfromwildlifesuchasbirdsstop

singing,dogsrunawayandpanicinotheranimals.

地震经常会引起一些动物的反常行为。如鸟类停止鸣叫，狗

失控或其它动物的恐慌。

根据附录1,建立ECO(紧急情况控制组织)并确认当地的

紧急控制中心。可结合现有的撤离程序或根据洪水特点，修

改撤离程序，参考附录3。

2.Identifyandrecordreliablesourcesoffloodwarningsforyour

hoteltoestablishinformationregardinglocation,strengthand

likelyarrivaltime.Thesesourcescouldinclude,ifavailable,from

FloodControlCommandCentreoradesignatedGovtdepartment

orMeteorological,Seismologicalwarningservices.Inaddition

thereisthelocalradioorTV.

确认并记录可靠的洪水警告，包括地点、强度以及时间°如

3.Identifyandrecordphonenumbersoforganisationsthatyou

4.Wherepossible,installauniquewarningsignal(s)

differentiatedfromyourexistingFire/Evacuation

system.Guestsneedtobeinformedofthevarious

warningsystemsontheproperty,inorderforthemto

maketheirownwayimmediatelytopredetermined

areasonhigherground.

5.Developapublicaddresssystemforafloodalarmandthe

evacuationcontrolwhenafloodoccures.

NOTE:Inareasofhistoricalhighriskaregulardemonstrationof

theevacuationsirenmayberequired.

注：根据实例证明，撤离预警长笛是有效的。

6.Establishformalcheckingprocedureforallpartsof

thehotel/resorttoensureafullandcomplete

evacuationwithoutexposingstafftounnecessary

risk.

建立酒店所有部位的正式检查程序，确保全部人员安全。

7.Adviseallguestsoftheriskoffloodjncludingthesignalfor

immediateevacuationandactionstobetakenbyproviding

appropriatesignageinrooms,compendiaandinpublicareas

suchas:

OnlytheChiefWardenorhis/herdelegatewouldhavethe

authoritytodeclareasite-wideemergencyandinstigatea

totalevacuation.

部撤离。
