政策目的ObjectiveofPolicy:1.在发生停电事故时，各部门人员能够采取相应的行动。Whenintheeventofpowercut,departmentswereabletotaketheappropriateaction.政策Policy:2.防止停电期间酒店财产损失。Preventthepropertyofhotelsduringapowercut.程序Procedure:3.Allemployeesshoulddothefollowingworkwhenpowercut.在突然停电时要全体员工应做好如下工作：3.1Allstaffshouldbequietandstayintheirownplace.所有员工应安静留在各自的工作岗位上。3.2Allstaffshouldtelltheguestswhatcausethepowercut,andtakingurgentmeasurestoremovethemalfunctionandthenrestorepower.要求所有员工向客人说明停电事故原因，并正在采取紧急措施排除故障，恢复供电。3.3Ifpowercutinthenight,weshouldusetorchlightinginpublicplacesandhelpthegueststhatstrandedinthecorridorsandstairwaystomovethesafeplace.如在夜间停电，应用手电照明公共场所，帮助滞留在走廊及楼梯中的客人转移到安全地方。3.4SecuritySupervisionDepartment保安部3.4.1Duringapowercut,securityofficershavetostepuppatrolsandmakesurethecashandpreciousmaterialssafety.在停电期间，保安部人员必须要加强巡逻，同时派遣人员到存有现金和拥有贵重物资的部门以及要害部门职守，防止有人趁机搞破坏。3.4.2Securityofficersandengineersshouldchecktheemergencylightingsystemwhetheritisnormal,oremergencylightsshouldbeprepared.保安人员及工程人员应查看紧急照明系统是否正常，否则应准备应急灯。3.4.3Securitypersonnelandengineeringstaffshouldcheckwhetheranyonewastrappedintheelevator,inordertoavoidaccidents,theelevatorwillbeshutdownifnoonetoresponse.保安人员及工程人员应查视所有电梯是否有人被困在电梯内，如无人回应将电梯关停，以免发生意外。3.4.4Securitysupervisorshouldstepupinspectionofthebuilding,especiallytheexitroutes.Allsecuritypersonnelshouldbevigilantatthistime,firecontrolforemanshouldcontinuetoalertabouttherobbery,theft,looting,vandalism,fighting,abductionofwomen,thievesandotherillegalactivitiesuntilthepowerreturns.警卫主管应加紧巡视各楼，特别留意出口通道，所有保安人员在这时刻都应提高警觉，对有关抢劫、盗窃、掠夺、破坏、打斗、胁持妇女、小偷等违法行为，保安部领班应持续戒备，直至电源恢复正常状态为止。3.4.5FCCincaseofpowerfailurethesystem,firemainandself-monitoringdevicesshouldhavesparebattery;powersupplymodecanbeautomaticallyconvertedtowork.FirecrewshouldchecktheequipmentimmediatelyandinformtheEngineeringDepartmentifunusually.Furthermore,theyshouldassistinprocessingandmakerelevantrecords.消防中控室系统遇停电时，消防主机、监控设备均自备蓄电池，可自动转换供电模式继续工作。消防中控执机员立即检查设备运转是否正常，如有异常立即通知工程部值班工程师，并协助处理，做好相关记录。3.4.6Batterypoweredfirefightingsystemcansupply6-8hours;monitoringequipmentbatterycansupplymorethan8hours.消防系统蓄电池可持续供电6-8小时；监控设备蓄电池可持续供电8小时以上。3.5EngineeringDepartment工程部3.5.1EngineeringDepartmentshouldstartthegeneratorimmediatelywhenpowercut,andensurethatthehotellightingsystemandfiresystemworks.停电时工程部应立即启动发电机，保证酒店照明系统和消防系统的正常工作。Electricalworkershouldtothesitetofindthereasonofpowercut,andreporttotheChiefEngineer.电工到现场查找停电的原因，同时要将情况向总工程师汇报Ifexternalfactors,bytheengineersondutyshouldcontactwiththeelectricitysectorimmediately,findoutthecausesofpowerfailures,thetimeofpowercut,andthetimeofrestorepower.如果是外部原因，由值班工程师立即同供电部门联系，弄清停电原因、停电时间、恢复供电的时间。Ifitistheinternalreasons,thenorganizedtomaintenance,andgetridofthetroubleassoonaspossible.如果是内部原因，则应组织力量维修，排除故障尽早供电。3.5.2Alltheexitsandcorridorslightsshouldkeepaconnectionwiththeemergencygeneratorpower.所有出口及走廊灯光应与紧急发电机电源保持联接。3.5.3Engineeringengineershouldaccordtohigh-voltagepowertochecktheequipmentofroom.工程部值班工程师要根据高压停电检修程序检查配电室设备。3.5.3Repairworkinthehigh-voltagepowerdistributionroom,Musttotwopeopleworkingtogetheratleast.在高压配电室进行检修工作时，至少应有两人一起工作。3.5.4Overhaulpowertransformers变压器停电检修时：3.5.4.1Putoutlowvoltageswitch.要把高低压开关手车拉出。3.5.4.2Handlethewarningsignsonswitch"Noclosing,itwastheworkof"在开关把手上挂“禁止合闸，有人工作”的警告牌。3.5.4.3Highandlowvoltageinthetransformershort-circuittestphasegrounding.在变压器高低压侧三相短路接地。3.5.4.4Openthetransformerlow-voltageindoorloadregulatorfuse.把变压器室内有载调压器低压保险丝拉开。3.5.5Maintenanceofhighvoltagebuswhenoneofapowercut.高压母线其中一段停电检修时：3.5.5.1Takeoutthelinecorresponding.要把相应的进线手车拉出。3.5.5.2PulltheBus.把母线手车拉出。3.5.5.3PullthecorrespondingPT.把相应PT手车拉出。3.5.5.4Busontheexperienceduringthisthree-phaseshort-circuitspowerandground.在此段母线上验电并三相短路接地。3.5.5.5Hangingwarningsignsinthecupboard"highrisk".在带电高压柜上挂“高压危险”警告牌。3.5.6Leadtohigh-voltagetransformerinthecableheadoverhaul:在引至变压器的高压电缆头上检修时：3.5.6.1Pulloutofthehighcabinets.把该高压柜手车拉出。3.5.6.2Groundedthree-phaseshortcircuitinthecablehead.在电缆头上三相短路接地。3.5.7Whentheabovechecksandensurethatequipmentanddistributionequipmentendofthecaseintact,itcansendpowertorunandrestorethehotelelectricitysupply.当以上检查配电设备结束并保证设备完好的情况下，才可以进行送电运行，恢复酒店的电力供应。3.5.8Blindlyclosingtransmissionisstrictlyprohibited,resultinginsignificantequipmentaccident,restoretheelectricitysupplyshouldbepersonallycompletedbytheengineeronduty.严禁盲目合闸送电，造成重大的设备事故，再次恢复电力供应应该由值班工程师亲自完成。3.6Food&BeverageDepartmenttoassistthekitchenchefondutycheckallelectricalrefrigerators,freezersareworkingproperly.餐饮部各厨房当班厨师协助电工检查所有冰箱、冷藏库是否工作正常。3.6.1Foodpreservation,processing:morethanonehouroutagetimewithinthefirstthreehourstocontroltheswitchingfrequencyoftherefrigeratorcompartmentdoor.食品的保存、处理：停电时间在一小时以上三小时以内的首先要控制冰箱室门的开关次数。3.6.2PurchasingDepartmentshouldtohirerefrigeratedtruckwhenpowercutinmorethanthreehours,andtransferredthecoldstorageoffoodandeasytodeteriorationofthefoodtotherefrigeratorcar.停电在三小时以上要由采购部租用冷藏货车，将低温保存的食品和易变质的食品转移到冷藏车上。3.6.3AllfoodmaterialsshouldbetransferredbytheFinanceMinistry;FoodMinistry-siteregisteredname,number,andweightandthenlocksthedoor.CustodyofthekeysbytheSecuritySupervisionDepartment.所有转移的食品原料要由财务部、餐饮部人员现场登记名称、数量、重量后给车门上锁。钥匙交由保安部保管。3.6.4Processedfoodscanturnlefttootherrestaurantfood.加工过的食品可转留给其他餐厅食用。3.6.5Foodmaterialstobestamped,signeddated.食品原料要加盖、打签标注日期。3.7GSM/MOD大堂值班经理/MOD3.7.1MODintheeventofpowerfailure,theemergencycommandroom,EngineeringDepartment,SecuritySupervisionDepartmenttoprepareadequateemergencylights,wheneversomethingneedstoimmediatelydistributedtotheroomfloorattendant大堂值班经理/MOD在发生停电时，紧急指令客房部、工程部、保安部准备足够的应急灯，无论何时有所需要，立即分发给各客房楼层服务员。3.7.2SetuptemporaryheadquartersshouldbelocatedinthelobbymanagerIfguestsaskquestions,theguestservicecenterorfrontdeskstaffmustansweredimmediately,toldgueststhat:"Becauseitishappenedsuddenly,thehotelstaffareinvestigatingtoresolve,pleasetemporarilywaitamoment.Ifyouhaveanyissuesinneedofemergencytreatment,pleaseletushelpyou"or"emergencypowersupplybureauwillsoonrecover,pleasetakeashortbreakinthelobby,wewillinformyouuntilnormalpowerisrestored".成立的临时指挥部应设在前厅值班经理处；如有客人询问，由宾客服务中心或前台员工立即解答，告知客人：“因是事发突然，酒店工作人员正在调查解决，请您先暂时等待片刻。如有什么需要紧急处理的事宜，方便的话，请让我们帮助您”或者“供电局紧急停电，很快会恢复。请您在大堂吧暂时休息，待正常恢复供电后，我们会通知您”。3.7.3Lobbymanagerondutymadeareportwithin4hours,thefindingsandviewsoftheoriginaldealtobekeptintheFinanceDepartment,acopytotheEngineeringDepartmentandrelateddepartmentssavetheformbye-mailnotificationsofVicePresidentandGeneralManager.大堂值班经理要在4小时内做出完整的件报告，调查结果及处理意见原件需保存在财务部，复印件给工程部及相关部门保存，用电子邮件的形式呈报副总经理及总经理。3.7.4ChiefFinancialOfficerwillbebasedontheinvestigationreports,andfollowupcontactwiththeinsurancecompany.财务总监将会依据调查报告，跟进与保险公司的联络以及索赔事宜。3.7.5Inshort,thedirectorofthehotel/managerandallstaffshouldbeawareoftheirresponsibilitiesandspecifictasks.Finally,wemustbeclearlycopewithemergencies,events,themainpurposeistoprotectcustomers,employeesandhotelandpropertysafetyofall.总之，酒店各部门总监/经理以及全体员工都应知道自己的职责及具体任务，最后，必须明确应付紧急事故、事件的主要目的是保护客人、员工及酒店内所有财产安全。3.7.6IfexplosiveswerefoundthenfollowthehotelSEC028(dealwithexplosivesandsuspiciousobjects).如果发现爆炸物请按照酒店SEC028号（处理爆炸物及可疑物）政策处理。3.8ITdepartmentofemergencypowersystemcaseprocessing.IT部系统遇停电后的应急处理工作3.8.1RoomsupplyisconnectedtoallserverAPCSmart-UPSRT10000(uninterruptiblepowerprotectionequipment),incaseofpowerfailuretomaintainthenormaloperationoftheserver30-40minutes.Whenmorethan30minutesifthepowerhasnotbeenrestoredtheITdepartmentsneedtoturnoffthesystemtoensuredatasecurity.机房所有服务器电源已经连接至APCSmart-UPSRT10000（不间断电源保护设备）上，在断电情况下可以维持服务器正常运转30-40分钟。如果停电超过30分钟时还未恢复。IT部门需要关闭所有服务器保证数据安全。3.8.2HotelManagementSystem(opera,Micros)IfthereisuseofthelobbymanagerondutyshouldfirstcalltheITdepartmentstaffphonetoinformthecauseofthemalfunctioninthefireinthecontrolroomtoreceiveITDepartmentoftheOfficeofthekeystohelpITdepartmentstoremotelyconnectbacktothehotelmanagementsystem,adetailedsysteminspectionorotheremergencymeasures(suchas:powermorethan30minutes,youneedtoremotelyshutdowntheserver)酒店管理系统（opera，Micros)若出现使用问题，大堂值班经理应首先致电IT部工作人员手机，告知故障原因，在消防中控室领取IT部办公室钥匙，协助IT部门人员远程连接回酒店管理系统，做详细的系统检查或其它应急措施（如：停电超过30分钟，需要远程操作关闭服务器）。3.8.3IfyoucannotconnectthehotelITstaff,pleasecallhotline.如果暂时无法联络到酒店IT人员，请致电shiji公司的opera维修电话。3.9Hoteldistributionandpowersupplyemergencylighting酒店应急照明分布及供电方式Thebuildingsupplyandemergencylightingmode:three-waypowersupply;(municipaltwo-way,self-powereddieselgeneratoralltheway;theother:with"Emergencypowersupplycabinet"andthebattery24groups,theroomstheregionallevelevery21group;5Mlayergroup1;5layerbeloweachgroup2,thehotelisinpowerstatecanbeautomaticallyconvertedtoprovidelightfor30minutes)酒店建筑供电及应急照明方式：三路供电方式；（市政两路，自备柴油发电机供电一路；另：配备“应急电源柜”及蓄电池24组，客房区域每2层1组；5M层1组；5层以下每层2组，在酒店处于停电状态下可自动转换提供照明30分钟）3.9.2Whenthehotelafterapoweroutagesituation,thehotelisequippedwithlayersof"emergencypowersupplycabinet"willstarttheprovisionofhotelandofficeoftheemergencylightinginpublicareas(4perdayatleastonelightgroupcanprovidelighting)Meanwhile,theEngineeringDepartmentengineerswillbeonduty30minutesafterapoweroutagewithinthestar
