ThesuccessoftheWADAIndependentObserver(IO)Team’smissionatthe19theditionoftheAsianGames(AsianGames2022)waslargelypredicatedonthehighdegreeofcollaborationandsupportwereceivedfromseveralpartnersthroughouttheGames.TheOlympicCouncilofAsia(OCA),theInternationalTestingAgency(ITA),theHangzhou2022OrganizingCommitteefortheAsianGames2022(HAGOC)andtheChineseAnti-DopingAgency(CHINADA)allgreatlycontributedtoourabilitytomeetourobjectives.

TheIOTeamwouldliketothankallsamplecollectionpersonnel,namelytheDopingControlStationManagers(DCSM),DopingControlOfficers(DCOs),BloodCollectionOfficers(BCOs),ChaperoneCoordinators(CCs)andchaperones,withoutwhomtheprogramcouldnotoperate.WethankinparticularthesamplecollectionpersonnelfortheirwelcomingattitudewhenevertheIOTeamvisitedaDopingControlStation(DCS).

TheIOTeamalsoextendsitsgratitudetoalltheGamesvolunteers,withaspecialthankyoutothevolunteerswhowereassignedtopersonallyassisttheIOTeam,namelyHuZiqian,WangXingyiandHuJinkaioftheUniversityofZhejiang.Theirconstantavailability,willingnesstohelpandpositiveattitudewereessentialtoensuringthebestexperiencepossiblefortheIOTeam,particularlywithrespecttothelogistical/transportationaspectsoftheIOTeam’sdailyobservations.WealsothankwholeheartedlythethreedriverswhowereassignedtotheIOTeam.

3.0ExecutiveSummary

TheAsianGames2022werepostponedinMay2022duetoarisingnumberofCOVID-19casesinChinaatthetimeandrescheduledfor2023.Theanti-dopingprogramwhichwasputinplacefortheAsianGames2022,heldinHangzhou,China,wasofahighcalibreandaddressedmanyoftherecommendationswhichwereraisedinthepreviousIOreportoftheAsianGames2018.ThecorrectiveactionsthatwereraisedintheCorrectiveActionReport(CAR)senttotheOlympicCouncilofAsia(OCA)2December2022intheframeworkoftheWADACodeComplianceQuestionnaire(CCQ)werealsofullyimplemented.TheIOTeamisoftheopinionthatthiswaslargelytheresultofdelegatingmostoftheanti-dopingprogramtotheInternationalTestingAgency(ITA),andsub-delegatingsamplecollectiontoCHINADA,bothofwhichreliedontheirconsiderablemajoreventsexpertisetohelpdeliverarobustanti-dopingprogram.TheprogressmadeisveryencouragingandsetshighstandardswhichtheOCAshouldstrivetoemulateandbuildoninfutureeditionsoftheAsianGames.

Fromatestingperspective,theanti-dopingprogramoftheAsianGames2022standsoutintermsofitsinfrastructure,logistics,technology,andthehighdegreeofprofessionalismofthedopingcontrolpersonnel.

Thedopingcontrolstations(DCS)wereofaveryhighstandardandmettherequirementsofArticle6.3.2oftheInternationalStandardforTestingandInvestigations(ISTI).Theywerealsolocatedwithincloseproximityofwherecompetitionstookplace,meaningthatathletescouldeasilybeescortedtotheDCSs.

Theuseofmultipletechnologicaltools,whicharedescribedinthereport(section12),increasedtheefficiencyoftheanti-dopingprograminmanyrespects.Forinstance,theentiredopingcontrolprocess,includingnotificationofathletes,wascompletedinapaperlessformat.TheDopingControlCoordinationCentrecouldalsotrackinrealtimethetestingofathletesandretrieveadetaileddataontestingthroughtheuseoftheAIMSplatform.

ThetransportationofsamplesfromDCSstotheBeijinglaboratorywassecuredandcompletedwithin48hours,therebyguaranteeingtheintegrityofthesamplesforlaboratoryanalysis.

Thedopingcontrolpersonnelwentthroughathoroughrecruitmentandtrainingprocess.Throughoutitsobservations,theIOTeamfeltthatthedopingcontrolpersonnelwascompetent,motivated,disciplinedandfriendly.ThenumberofdopingcontrolpersonnelinvolvedduringtheAsianGames2022wasalsosufficienttoensurethatdopingcontrolprocessesransmoothly.

WhiletheoveralltestingactivitiesattheAsianGames2022arepraiseworthy,itisworthnotingthatsomeissueswereidentified.

TheIOTeamnoticedchallengeswithrespecttothetimelysubmissionofaccurateroominginformation,asdetailedintherelevantsectionofthereport,whichledtocomplicationsintheimplementationoftheout-of-competitiontestingprogram.Afewissueswerealsonotedduringthenotificationphaseofthedopingcontrolprocess,suchastheunnecessarydelayonsomeoccasionstoformallynotifyathletesoftheirselectionfordopingcontrol.

Thatsaid,theissuesraisedbytheIOTeamwereacteduponswiftly,meaningthattheseobservationswerequicklyresolvedonthegroundfortheremainderoftheGamesperiod.

TheextensionoftheOCA’sjurisdictiontotestathletesinthemonthsleadinguptotheAsianGames2022,morespecificallyfrom22Julyto15September(theso-called“Pre-Games”testingjurisdiction),aswellasthequalityoftheriskassessment,testdistributionplan(TDP)anduseofintelligencethroughvarioussources,ensuredthattestingwascarriedoutinfullcompliancewiththeISTI.

Otherareasoftheanti-dopingprogram,includingTherapeuticUseExemptions(TUEs),IntelligenceandInvestigations(I&I)andResultsManagement,aswellasEducation,werealsomanagedinaCode-compliantmanner.Moredetailontheseprogramareascanbefoundintherelevantsectionsofthisreport.

4.1Mandate,Role,FunctionsoftheIOTeam

AttheinvitationoftheOlympicCouncilofAsia(OCA),WADAappointedanIOTeamtoattendtheAsianGames2022.

Originallylaunchedatthe2000OlympicGamesinSydney,theIOprogramwasestablishedtoenhanceathleteandpublicconfidenceatmajorsportingeventsbymonitoringandreportingonallphasesofthedopingcontrolandresultsmanagementprocessesinanobjectivemanner.Overtime,theIOprogramhasevolvedtomeettheneedsanddemandsoforganizationsresponsiblefordeliveringmajorevents.ForthiseditionoftheGames,anaudit-styleapproachwasadopted.TheIOTeam,throughitsobservations,assessedwhetherprocedureswereinlinewiththeCodeandrelevantInternationalStandardsandprovidedonsiteadviceandrecommendationstotherelevantorganizationsinvolvedinthedeliveryofthedopingcontrolprogram.

FortheseGames,theOCAandWADAagreedthattheIOTeamwouldobserveallaspectsofdopingcontrolincluding,inparticular:

•TestDistributionPlanning(TDP);

•Implementationoftheout-of-competitionandin-competitiontestingprograms;

•Provisionofwhereaboutsinformation;

•Trainingofsamplecollectionpersonnel;

•Athleteselection;

•Athletenotificationandsamplecollectionprocedures;

•Transportandchainofcustodyofsamples;

•TherapeuticUseExemption(TUE)procedures;

•Resultsmanagementprocess(includinghearingsheldduringtheperiodoftheGames);and

•Anyotherrelevantareasunderthe2021Code,InternationalStandardsorTechnicalDocuments.

TheGamesperiodfordopingcontrolranfrom16September2023untilthefinaldateofcompetitionon8October2023.TheIOTeammembersarrivedprogressivelyon-sitefrom17September2023onwardandactiveobservationstookplacebetween20September2023and5October2023.Duringthattime,theIOTeamvisitedatotalof21competitionvenuesaswellasthedopingcontrolstationlocatedattheAthleteVillageinHangzhou.Giventhelargevolumeofcompetitionvenuesandsub-athletevillages,andtheconsiderabledistancestoreacheachlocation,andthelimitednumberofIOTeammemberson-sitethroughouttheGamesperiodduetounforeseeableevents,theIOTeamhadtoprioritizewhichvenuestheyvisited.Thisdeterminationwasmadebasedoncertainkeycriteria,namelytheriskassociatedtoeachsport/discipline,aswellasthenumberofteststobeconductedonagivendateforaspecificcompetitionasprovidedintheTDP,andthelogisticsinvolvedintermsoftransportation.

Inaddition,theIOTeamattendedthecoordinationmeetingsbetweentheOCA,ITA,HangzhouOrganizingCommitteeforthe2022AsianGames(HAGOC)andCHINADA,whichtookplaceinitiallyonadailybasisandtheneveryseconddayduringthesecondhalfoftheGames,toreportontheteam’sobservationsandtoprovideongoingfeedback.Inadditiontoverbalfeedback,theIOTeamsubmittedwrittenreportsofitsobservationsandrecommendationsviatheITA’ssecureonlineplatform,ADCOM.TheITArespondedinwritingtoallfeedbackprovided,andalltherecommendationsthatcouldbeimplementedduringtheGamesweredonesoinapromptmanner.Examplesareprovidedthroughoutthisreport.

Inadditiontothedailymeetings,theITAalsoorganized‘in-focus’meetingswheretheITA,theOCA,HAGOC,CHINADAandtheIOTeamexploredinmoredetailsseveralaspectsoftheanti-dopingprogramimplementedattheGames.SessionswereconductedontheTestingprogram,AthleteBiologicalPassport(ABP),Education,TUEs,IntelligenceandInvestigationsandResultsManagement.

TheIOTeamalsoattendedtheChiefMedicalOfficer(CMO)introductorymeeting(20September2023)andwasprovidedwiththerelevantinformationrelatedtoresultsmanagementprocesses.

5.0OverviewandOperatingEnvironment

TheAsianGamesarerecognizedasoneofthelargestmajorsportingeventsintheworldandits19theditioncertainlyliveduptothisreputation,withalmost12,000participatingathletesrepresenting45Asiandelegations.TheAsianGames2022tookplaceinHangzhou,China,wereofficiallyopenedon23September2023andconcludedon8October2023.TheAsianGames2022featured40sports,61disciplinesand481medalevents.TheAsianGames2022werespreadacrossalargegeographicalzone,whichincluded55competitionvenues,theAthleteVillageinHangzhou,aswellasfiveathletesub-villageswherespecificsports/disciplinestookplaceinNingbo,Wenzhou,Jinhua,TongluandChun’an.

5.1ExtendedtestingjurisdictioninadvanceoftheAsianGames2022

UnlikepreviouseditionsoftheseGames,theOCAextendeditstestingjurisdictionpursuanttoArticle5.2.2oftheOCA2023Anti-DopingRulesapplicabletotheAsianGames2022(OCAADRs).TheITA(actingonbehalfoftheOCA)hadjurisdictiontoconductout-of-competitiontestingonanyathletewhowasenteredtoormayhavebeenenteredtoparticipateintheAsianGames2022,orwhowereotherwisesubjecttotheOCA’sauthority,startingfrom22July2023.TheseadditionaltwomonthsoftestingjurisdictionallowedtheITAtocoordinatetestsonathleteswhomaynothavebeensufficientlytestedbyNationalAnti-DopingOrganizations(NADOs)ortherespectiveInternationalFederations(IFs)intheleaduptotheAsianGames2022,priortotheirarrivalinHangzhou.

Asthemonthsleadinguptomajoreventsareconsideredofhigherriskfordoping,thisextendedjurisdictionisatestamenttotheOCA’scommitmenttocleansportintheframeworkoftheAsianGames.

5.2Keyplayers’rolesandresponsibilities

5.2.1OlympicCouncilofAsia(OCA)

TheOCAisthegoverningbodyoftheAsianGameswhodraftedandadoptedtheOCAADRsthatwereinforceduringtheAsianGames2022.WhiletheOCA,astheSignatorytotheCode,remainedresponsiblefromaCodecomplianceperspectiveforallaspectsofdopingcontrolconductedattheGames,theOCAagreedtodelegatethemanagementofitsanti-dopingprogramtotheITA,savefortheimplementationoftheEducationplan.

TheOCAappointedtheCourtofArbitrationforSport’sAnti-DopingDivision(CASADD)toactastheindependenthearingbodyfortheAsianGames2022,incompliancewiththeOCAADRs.ItalsoappointednineofthethirteenIDCOspresentattheAsianGames2022.

EventhoughtheITAwasresponsibleforleadingtheanti-dopingprogramattheAsianGames2022,theOCA,viaMs.NadiaAliAlShamali,Dr.SultanALBusaidiandMr.VinodTiwari,offeredvaluableguidanceonseveralmattersduringthedailymeetings.

5.2.2InternationalTestingAgency(ITA)

TheITAwasestablishedin2018asanorganizationthatwouldmanageanti-dopingprogramsforIFs,MEOs,andNADOsinneedofsupport.

InHangzhou,theITAhadoverallresponsibilityforthedevelopment,implementation,andmanagementofmostoftheanti-dopingprogram.Inthisrespect,theITAledthedevelopmentoftheriskassessmentandTDPfortheAsianGames2022.Inaddition,itcoordinatedotheraspectssuchasthepre-Gamestestingprogram,theimplementationofrecommendationsissuedbyAPMUs,theset-upandmanagementoftheTUEmanagementsystem,intelligenceandinvestigations,thelong-termstorageplan,pursuinganypotentialADRVsunderthejurisdictionoftheOCA,providingtheOCAwithanEducationplantobeimplementedbytheOCA,etc.

TheITAhadfivestaffon-site,inadditiontostaffwhichoperatedfromtheirheadquartersinLausanne.Thisofferedround-the-clockcoverageregardingGames-timematters.TheITAwasthemainpointofcontactfortheIOTeam.AllstaffthattheIOTeaminteractedwithwereveryprofessional,open,andcollaborativeintheirapproach.

5.2.3HangzhouOrganizingCommitteeforthe2022AsianGames(HAGOC)

HAGOCwasthelocalorganizingcommitteefortheAsianGames2022.ItwasinchargeofthepublicationoftheDopingControlGuidebookfortheAsianGames2022,thepreparationanddeliveryofDCSs,theestablishmentandenforcementofacontractwiththeBeijingLaboratory,collectingandmanagingwhereabouts/roominginformation(includinganynecessaryfollow-upswithNOCs),transportingathletesafterdopingcontrolifrequired,arrangingtransportofsamplestotheBeijingLaboratoryandsecurityofthechainofcustody,aswellasotherlogisticalaspectsassociatedwithdopingcontrol.

5.2.4ChinaAnti-DopingAgency(CHINADA)

TheITAsub-delegatedsomeaspectsofdopingcontroltoCHINADAaspermittedundertheOCAADRs,includingtherecruitment,trainingandallocationofsamplecollectionpersonnel,samplecollectionequipmentprocurement,conductingdopingcontrolonCHINADA’spaperlesssystem(AIMS),enteringDopingControlFormsinADAMSandproducingreports/dashboardstomonitortheseactivities.CHINADAwasalsoresponsiblefortheeducationofChineseathletes,whichinvolvedassistingHAGOCandOCAwhenrequired.

5.2.5BeijingLaboratory

TheBeijingLaboratorywascontractedbyHAGOCtoanalyzesamplescollectedduringtheAsianGames2022.

5.2.6CourtofArbitrationAnti-DopingDivision(CASADD)

Asnotedabove,CASADDwasappointedbytheOCAtoactastheindependenthearingbodyfortheAsianGames2022,incompliancewiththeOCAADRs.

5.3OperationalApproach

TheAsianGames2022markedanimportantdeparturefromitspreviouseditionsintermsoftheoperationalapproachitadopted.Byoutsourcingalmostallofitsanti-dopingprogramtotheITA,theOCAsoughttoeliminatetheinherentconflictofinterestthatexistswhenanorganizationbothpromotesandpolicesitssport.ThedelegationtoITAalsoplacedanti-dopingoperationsinthehandsofanentitythatiswell-versedinthemanagementofanti-dopingactivitiesinamajoreventenvironmentgivenitsexperienceandprofessionalisminthefield.TheinvolvementofCHINADAintheanti-dopingoperationsattheAsianGames2022,throughthesub-delegationbyITAofanumberofitsresponsibilities,isalsopraisedbytheIOTeam.Asawell-establishedNADOwithsignificantMajorEventexperience,CHINADAwasabletodeliveroneveryaspectoftheanti-dopingprogramithadbeensub-delegated.WhiletheIOTeamrecognizestheimportanceofinvolvingthelocalNADOinmajoreventssuchastheAsianGames,inordertoexpandmajoreventexperienceintheAsiancontinent,considerationcouldbegiventoinvolvingrepresentativesofsomedevelopingNADOsoftheregiontofurtherbuildcapacitythroughtheopportunitytoassistand/orobservetheimplementationoftheanti-dopingoperationsandoversightoffutureeditionsoftheAsianGamesaswell.ThiswouldelevatethequalityofthelegacyleftbytheAsianGamesbyprovidingregionalNADOswithvaluablemajoreventsexperience,therebypreparingthemforfutureeditionsoftheAsianGameswhichcouldbehostedintheircountries.
