4.5Ⅰ级(特别严重)预警·························································································5.分级响应程序········································································································5.1防备警惕阶段································································································5.2Ⅳ级响应措施··························································································5.3Ⅲ级响应措施··································································································5.4Ⅱ级响应措施··································································································5.5Ⅰ级响应措施··································································································6.应急结束············································································································7.保障措施············································································································7.1应急队伍保障··································································································7.2应急物资设备保障·························································································7.3应急经费保障··································································································7.4避灾场所保障··································································································8.培训与演练··········································································································8.1培训··········································································································8.2演练··········································································································附件1.分部分项工程安全检查指南·································································附件2.应急措施要点················································································1.总则1.1编制目的为有效防范安全生产事故,最大程度地降低暴雨造成的危害及后果,减少人员伤亡和财产损失。本着我公司“建一个精品,交一方朋友,树一块丰碑”的质量方针及企业精神,综合考虑我公司总承包管理能力及同类工程施工经验,结合现场实际情况,在满足国家法律、法规以及云南省、武定县等各级政府规定的前提下,编制本预案,1.2编制依据依据《某市人民政府突发公共事件总体应急预案》、《某区建设与管理局系统防工作预案》、《某区建设工程质量安全监督应急预案》、《生产经营单位生产安全事故应急预案编制导则》等有关规定。1.3适用范围本预案适用于本工程项目相关应急工作。1.4工作原则以人为本,安全第一;预防为主,快速响应,果断处置。2.危险性分析2.1项目基本情况1、项目名称:云南民爆集团某金沙人化工有限责任公司生产点整体搬迁项目2、建设地点:某区乌龙镇小水井村3、建设单位:某金沙人化工有限责任公司4、设计单位:北京矿冶研究总院5、监理单位:云南云岭建设监理有限公司6、施工单位:某工程承包有限公司7、项目建设内容:7.1、生产区建、构筑物:102(硝酸钠库)层数:一层,层高:4.5m,建筑物高度5.0m;102-1(运输廊道),层数:一层,层高:3.0m;103(油相材料库),层数:一层,层高4.2m,建筑物高度:5.0m;104(水油相制备工房)层数:一层,层高10.0m;建筑物高度:10.6m;105(乳化炸药制药装药工房)层数:一层,层高:7.0m,建筑物高度7.60m;105-1(控制室),层数:一层,层高:3.3m;105-2(隔油沉淀池),层数:一层,层高:3.0m;105-3(运输隧道),层数:一层,层高:3.0m;105-4(疏散隧道),层数:一层,层高:2.5m;105-5(运输及疏散隧道),层数:一层,层高:3.0m;105-6(运输廊道),层数:一层,层高:3.0m;105-7(循环水池),层数:一层,层高:1.2m;105-8(运输隧道),层数:一层,层高:3.0m;106(乳化炸药包装工房),层数:一层,层高:6.0m,建筑物高度6.60m;106-1(隔油沉淀池),层数:一层,层高:3.3m;106-2(运输隧道),层数:一层,层高:3.0m;106-3(疏散隧道),层数:一层,层高:2.5m;106-4(运输及疏散隧道);层数:一层,层高:3.0m,106-5(运输隧道),层数:一层,层高:3.0m,106-6(运输廊道),层数:一层,层高:3.0m;107(成品中转站台),层数:一层,层高:3.3m,建筑物高度:3.45m;107-1(运输隧道),层数:一层,层高:3.0m,107-2(运输隧道),层数:一层,层高:4.0m;109(包装材料库),层数:一层,层高:4.2m,建筑物高度:5.0m;110(理化室),层数:一层,层高:3.3m建筑物高度:4.10m;111(性能试验塔及准备间),层数:一层,层高:3.5m;201(返工品处理工房),层数:一层,层高:6.0m,建筑物高度:6.60m;201-1(隔油沉淀池),层数:一层,层高:3.0m;201-2(运输及疏散隧道),层数:一层,层高:3.0m;201-3(运输隧道),层数:一层,层高4.0m。7.2、辅助生产区建、构筑物:301(车间办公楼),层数:三层,层高:3.6m,建筑物高度:10.8m;301-1(化粪池),层数:一层,层高:3.0m;302(倒班宿舍),层数:二层,层高:3.6m,建筑物高度:7.2m;303(职工食堂),层数:一层,层高:4.2m,建筑物高度:4.2m;304(变电所),层数:一层,层高:4.7m,建筑物高度:5.60m;305(机修工房及五金库),层数:一层,层高:5.1m,建筑物高度:5.1m;306(锅炉房),层数:一层,层高:7.0m,建筑物高度:7.80m;306-1(煤堆场),层数:一层,层高:15.0m;307(更衣淋浴室),层数:一层,层高:3.9m,建筑物高度:3.90m;308(综合材料库),层数:一层,层高:3.90m,建筑物高度:4.70m;309(高位水池),尺寸:18.8×11.2×4.0,容量:800立方米;310(废水收集池)寸:16.0×9.0×3.5,容量:400立方米;311(岗哨),层数:一层,层高:3.30m,建筑物高度:3.50m;312(厕所),层数:一层,层高:3.30m7.3、洞库建、构筑物603(工业雷管洞库),引洞尺寸:5.58×5.355×10;主洞尺寸:8.88×6.627×49.84;602(工业炸药洞库),引洞尺寸:5.58×5.355×10;主洞尺寸:8.88×6.627×73.848、承包方式:施工总承包2.2主要分项工程及风险分析基坑:1、清除沟边多余弃土,减轻坡顶压力。2、对坑、槽、沟边坡和护壁支撑结构进行检查,并派专人对深基坑进行测量,观察边坡情况,如发现边坡有裂缝、疏松、支撑结构折断、走动等危险征兆,立即采取措施解决。3、加强对基坑周边的监控,配备足够的潜水泵等排水设施,确保排水及时,防止基坑坍塌。模板工程:防雷击、防垮塌。遇到暴风雨来临前应可靠加固后组织工人立刻离开施工现场,及时避雨。未施工的大模板应堆离基坑边缘1m以外,高度不得超过1m,防止事故发生。外脚手架工程:1、检查脚手架是否有摇晃、变形情况,是否存在倾斜、下沉、连墙件松脱、节点连接位移和安全网脱落、开绳等现象。2、落地式钢管脚手架周围设置排水措施,防止雨水浸泡脚手架。3、脚手架的搭设应当符合要求。临时用电:除照明、排水和抢险用电外,其他电源应全部切断。3.应急救援组织机构及职责3.1项目部应急指挥部项目部成立应急响应工作领导小组,由项目经理任组长,项目副经理、项目技术负责人、安全员、施工员、材料员、各班组长等任组员。应急指挥部统一指挥项目应急的应急处置工作,负责本项目工程应急救援的指挥工作,负责向企业、政府有关救援部门请求救援,报告救援情况,负责批准本预案的启动与终止。3.2各施工班组根据各项目的实际情况,落实项目制定的应急措施,服从项目的部署和指挥。4.暴雨的分级因该项目施工期间正值雨季,所以必须特别注意雨季带来的潜在威胁,尤其是暴雨的重大威害。根据暴雨影响范围和程度,暴雨预警等级分为四级:Ⅰ级(特别严重),Ⅱ级(严重),Ⅲ级(较重),Ⅳ级(一般)。暴雨发展过程中其强度、范围、登陆地点、危害程度等发生变化时,应及时调整预警等级。4.1防备警惕阶段48小时内工程项目所在区域可能受热带气旋影响。4.2Ⅳ级(一般)预警24小时内工程项目所在区域可能受热带气旋影响,平均风力可达6级以上,或阵风7级以上;或者已经受热带气旋影响,平均风力为6~7级,或阵风7~8级并可能持续,防汛指挥部应启动本预案,防止汛情造成人员伤亡和财产损失。4.3Ⅲ级(较重)预警24小时内本工程项目所在区域可能受热带气旋影响,平均风力可达8级以上,或阵风9级以上;或者已经受热带气旋影响,平均风力为8~9级,或阵风9~10级并可能持续,防汛指挥部应启动本预案。(1)防洪指挥部办公室向负责日常工作的总指挥汇洪涝灾害情况;(2)防洪指挥部各成员加强值班;(3)防洪指挥部将市防汛办的洪灾通报及时传达到各成员;(4)各防洪指挥部成员根据本部门防洪应急预案,做好防御洪灾的宣传工作、检查工作、准备工作;(5)各成员单位将检查情况、发现的问题及时报告防洪指挥部。4.4Ⅱ级(严重)预警12小时内本工程项目所在区域可能受热带气旋影响,平均风力可达10级以上,或阵风11级以上;或者已经受热带气旋影响,平均风力为10级以上,或阵风11级以上并可能持续,防汛指挥部应启动本预案。(1)防洪指挥部办公室向指挥汇报洪灾情况,副指挥向总指挥报告;(2)指挥、副指挥、各组组长、办公室主任进岗到位,召开防台防洪分析会,部署防御工作;(3)防洪指挥部将市防汛指挥部发出的防御通知及时传达到各成员,并根据城市防台防洪工作实际,发出建筑工地防台防洪通知;(4)各防洪指挥部成员根据防洪指挥部发出的防台防洪通知要求,做好人员、物资的安全工作;(5)防洪指挥部及时组织抢险救灾工作;(6)各防洪指挥部成员及时将防御落实情况、抢险救灾情况报防洪指挥部。4.5Ⅰ级(特别严重)预警12小时内工程项目所在区域可能或者已经受暴雨影响,平均风力可达12级以上,或者已达12级以上并可能持续,防汛指挥部应启动本预案。(1)在做好较大汛情的各项工作的基础上,防洪指挥部迅速将武定县防汛指挥部发出的防御重大汛情的紧急通知和红河州委、州政府防台防洪部署的指示精神及时传达到各防洪指挥部成员,并根据城市防台防洪工作实际,发出防御洪灾紧急通知。(2)防洪指挥部根据指示精神,结合实际防台防洪工作进行再落实。(3)在武定县委、县政府抢险救灾领导小组和红河州防汛指挥部的统一领导、指挥下,防洪指挥部履行职责,按照统一指挥,各防洪指挥部成员既协同作战、又分别履行自己职责的原则及时有效组织抢险救灾工作。5、分级响应程序5.1防备警惕阶段注意搜集气象部门发布的暴雨最新情况,合理安排施工进度,避免须连续作业的工序在暴雨影响期间施工。5.2Ⅳ级响应措施项目部根据附件1的《隐患排查要点》检查各分部分项的安全情况,对发现的安全隐患进行及时的整改。5.3Ⅲ级响应措施项目部在Ⅳ级响应的基础上,根据附件2的《应急措施要点》对基坑、脚手架、建筑起重机械、临时设施等进行加固。5.4Ⅱ级响应措施工地适时停工。准备好应急物质和应急食品;施工现场临时用电除照明、排水和抢险用电外,其他电源应全部切断;外脚手架的安全网根据主体结构情况给于拆除;井架根据周围环境给予降节或加固。所有在砖砌临建宿舍,临近基坑、砖砌围挡墙及广告牌的临建宿舍,在以井架高度为半径的地面范围内的临建设施内的人员全部撤到安全位置。5.5Ⅰ级响应措施项目进入特别紧急防风状态,所有人员应尽可能呆在防风安全的地方,项目部随时做好突发事故应急行动的准备;6、应急结束当暴雨及次生灾害得到有效控制时,即暴雨对施工现场威胁已停止,或暴雨已转方向不在项目所在区域范围登陆,按原批准应急启动的权限,项目经理可视情况宣布应急结束。项目部对已经破坏的外脚手架、建筑起重机械设备、临时设施进行修复。组织施工、技术、安全等人员对施工现场全面排查,施工现场符合安全生产条件后方可复工。7.保障措施7.1应急队伍保障项目部根据项目各班组的实际情况,组建包括外脚手架、建筑起重设备、木工、泥工等应急救援班组,定期组织进行应急救援的技能培训。7.2应急物资设备保障项目部根据项目的规模配备适量的安全防护用品、应急照明、应急车辆、应急设备设施及应急药品。项目部指定专人定期对应急救援物资、设备进行检查,确保其处于正常使用状态。7.3应急经费保障本项目应设置专项经费,用于应急所需的应急物资储备、灾后处理、灾后恢复工作经费和应急人员的补助等。7.4

避灾场所保障项目部应根据现场实际情况,准备好避灾场所,设立标志,确保处于危险区域的工人避险安置。8.培训与演练8.1培训项目部应定期对所有员工进行应急知识的培训。新员工入司时应针对可能发生的事故进行应急知识(主要包括应急程序、注意事项、逃生路线、集合地点等)的培训;项目部的应急救援人员要进行专门应急救援培训(包括紧急情况判断、应急救援技术、现场处置措施等)。8.2演练项目部应定期组织演练,使应急人员更清晰地明确各自的职责和工作程序,提高协同作战的能力,保证应急救援工作的有效、迅速地开展

。并对演练的效果进行分析评估,及时解决演练中暴露的问题。某工程承包有限公司附件1分部分项工程安全检查指南分部分项检查内容施工现场排水1、根据施工总平面图、规划和设计排水方案及设施,利用自然地形确定排水方向,按规定坡度挖好排水沟,西面靠福地半岛位置低洼,必须砌筑当水沟,防止洪水灌入基坑或淹没建筑物基础。2、设置连续、通畅的排水设施和其他应急设施,防止泥浆、污水、废水外流或堵塞下水道和排水河沟。3、若施工现场临近高地,应在高地的边缘(现场上侧)挖好截水沟,防止洪水冲入现场。4、汛期前做好傍山施工现场边缘的危石处理,防止滑坡、塌方威胁工地。5、指定专人负责,及时疏通排水系统,确保施工现场排水畅通。边坡基坑支护1、清除沟边多余弃土,减轻坡顶压力。2、对坑、槽、沟边坡和固壁支撑结构进行检查
