theauthorneednotdoanythingafterpreliminaryreviewhasended.Normally,thenextstepin
theprocessisthemoreformalSTPballotandstakeholderreviewprocess.Onlycomments
postedduringtheSTPballotandstakeholderreviewprocesswillbeprovidedwitharesponse
inCSDS.
Foryourconvenienceinreview,proposedadditionstoexistingrequirementsareshown
underlinedandproposeddeletionsareshownlined-out.

electricalenergytoagridwhenneeded.Theproductscoveredinthisstandardaresystems
thatincludetheenergystoragetechnology,powerconversionandvariouscomponentsutilized
foranelectricalenergystoragesystem.
Thisstandardattemptstoaddressthesafetyofthesystemincludingthevariouspartsof
thesystemthroughreferenceofcomponentsafetystandardsorbyinclusionofsafetycriteria
inthestandardintheabsenceofappropriatecomponentsafetystandards.

INTRODUCTION

Thesystemmaycontainotherancillaryequipmentrelatedtothefunctioningoftheenergy
storagesystem.
1.2Thesesystemsmaybeusedinsystemsthatarestandalonetoprovideenergyforlocal
loads,in
parallelwithanelectricpowersystem,electricutilitygridorapplicationsthatperformmultiple
operational
modes.
1.3Theseareintendedforuseinutility-interactiveapplicationsincompliancewiththe
Standardfor
InterconnectingDistributedResourceswithElectricPowerSystems,IEEE1547andthe
Standardfor
ConformanceTestProceduresforEquipmentInterconnectingDistributedResourceswith
ElectricPower
Systems,IEEE1547.1orotherapplicationsintendedtoprovidegridsupportfunctionality.
1.4Theenergystoragesystemsaretobeinstalledinaccordancewiththenationalandlocal
electricalcodesandotherapplicablecodes.Thisstandardassumesthatthefinalinstallationof
theenergystoragesystemwillbeperformedbyqualifiedservicepersonnelinaccordancewith
theapplicableinstallationinstructions,installationpracticesandnationalinstallationcodes.
EnergystoragesystemsareintendedforinstallationsubjecttoapprovalbytheAuthority
HavingJurisdiction.

6.4ELECTRICSHOCKHAZARD-Apotentialforexposureofpersonstohazardousvoltages
circuitsthroughdirectcontactfromopeningsinprotectiveenclosuresand/orinsufficient
insulationbetweenhazardousvoltagecircuitsandaccessibleparts.
6.5ENCLOSURE-TheoutercoveroftheEnergyStorageSystemthatprovidesprotectionto
itscontents.
6.6FUELCELLPOWERSYSTEM-Equipmentthatconvertschemicalenergyintheformofa
fuelandoxidantintoelectricalenergywithheatandby-productsfromthereaction.

6.8INSULATIONLEVELS-Thefollowingarelevelsofelectricalinsulation:
a)BASIC-Asinglelevelofinsulationthatprovidesprotectionagainstelectricshock.Basic
insulationalonemaynotprovideprotectionfromelectricshockintheeventofafailureofthe
insulation.
b)DOUBLEINSULATION-Insulationcomprisingbothbasicinsulationandsupplementary
insulation.
c)FUNCTIONALINSULATION-Insulationthatisnecessaryonlyforthecorrectfunctioningof
theequipment.Functionalinsulationbydefinitiondoesnotprotectagainstelectricshock.It
may,however,reducethelikelihoodofignitionandfire.
d)REINFORCEDINSULATION-Singleinsulationsystemthatprovidesadegreeof
protectionagainstelectricshockequivalenttodoubleinsulationundertheconditionsspecified
inthisstandard.Theterm2insulationsystem2doesnotimplythattheinsulationhastobein
onehomogeneouspiece.Itmaycompriseseverallayersthatcannotbetestedasbasic
insulationandsupplementaryinsulation.
e)SUPPLEMENTARYINSULATION-Independentinsulationappliedinadditiontobasic
insulationinordertoreducetheriskofelectricshockintheeventofafailureofthebasic
insulation.
6.9RESTRICTEDACCESSLOCATION-Locationforenergystoragesystemequipment
wherebothofthefollowingapply:
a)Accesscanonlybegainedbyservicepersonsorbyuserswhohavebeeninstructedabout
thereasonsfortherestrictionsappliedtothelocationandaboutanyprecautionsthatshallbe
taken;and
b)Accessisthroughtheuseofatoolorlockandkey,orothermeansofsecurity,andis
controlledbytheauthorityresponsibleforthelocation.
6.10ROOMAMBIENT-Consideredtobeatemperatureintherangeof25±5℃(77+
9°F).
6.11SAFETYCRITICALCIRCUITS/COMPONENTS-Thosecircuitsordiscretecomponents
thatarerelieduponforsafetyasidentifiedinthesafetyanalysisof15.2.

6.8绝缘水平-以下是电绝缘水平:
a)基本-单级绝缘,提供防电击保护。如果绝缘层发生故障,单独的基本绝缘不能提供防电击
保护。
b)双重绝缘-绝缘包括基本绝缘和辅助绝缘。
c)功能绝缘-绝缘仅对设备正常工作是必需的。绝缘功能绝缘不能防止触电。但是,可能会降
低点火和起火的可能性。
d)加强绝缘-在本标准规定的条件下,提供相当于双重绝缘的触电防护等级的单一绝缘系统。
术语“绝缘系统”不意味着绝缘体必须在一个均匀的部件中。它可以包括几个不能作为基本绝缘
和辅助绝缘测试的层。
e)辅助绝缘-除了基本绝缘外,还应采用独立绝缘,以减少基本绝缘故障时的触电危险。
6.9限制访问位置-以下两种能力存储系统设备的位置:
a)只能由服务人员或被指示使用该地点限制理由的使用者以及应采取的预防措施获取通路;和
b)访问是通过使用工具或锁和钥匙或其他安全手段进行的,并由负责该位置的机构控制。
6.10室内环境-被认为是25±5°C(77±9°F)范围内的温度。
6.11安全关键电路/组件-在15.2的安全分析中确定的那些依赖于安全性的电路或分立组件。

7.2Thefollowingfactorsin(a)-(e)aretakenintoconsiderationwhenanenclosureemploying
nonmetallicmaterialsisbeingjudged.Foranonmetallicenclosureallofthesefactorsaretobe
consideredwithrespecttothermalaging.Dimensionalstabilityofapolymericenclosureis
addressedbycompliancetothemoldstressrelieftest.Suitabilitytofactors(a)-(e)belowmay
bedeterminedbythetestsofthisstandard
a)Resistancetoimpact;
b)Crushresistance;
c)Abnormaloperations;
d)Severeconditions;and
e)Mold-StressReliefDistortion.
7.3Materialsemployedaselectricalinsulationinthesystemshallberesistanttodeterioration
thatwouldresultinanelectricalshock,fireorothersafetyhazard.Insulationmaterialsthatare
indirectcontactwithorcloseproximitytohazardouslivepartsinaccordancewithFigure6.1of
theMaterialPropertyConsiderationstableintheStandardforPolymericMaterials-Usein
ElectricalEquipmentEvaluations,UL746C,ortheStandardforEvaluationofPropertiesof
PolymericMaterials,C22.2No.0.17,shalladditionallymeettheinsulationcriteriaoutlinedin
thatstandardunlessemployedaspartofacomponentthathasbeenevaluatedtoasuitable
componentstandard.InsulatedwiringissubjectedtotherequirementsoutlinedinSection11.
7.4GasketsandSealsrelieduponforsafety,shallbedeterminedsuitableforthe
environmentalconditionsandchemicalsubstancestheyareanticipatedtobeexposedtoin
theirenduse.
7非金属材料
