OVERVIEW

Introduction:

ECUS5VNACCS,designedasstandardizedmodernelectroniccustomssystem,fullymeetstherequirementsincustomsprocessesofthesystemVNACCS/VCISfundedbyJapaneseCustoms,whileremainsthetypicalfeaturesofECUShasbeenusedbyagencies.Thenewsystemisdesignedtoextendtheregistrationproceduressuchas:registrationforexemptcategories;proceduresappliedforbothtradedandnon-tradedgoods,simplifiedproceduresforlowvaluegoods,temporarilyimported-re-exportedgoods.

Theoperationcodesarebuiltsothatuserscouldselectproceduredoptionsinaneasyway.Thesystemincludesafullrangeofmodules:

Itisrequiredthatyouregistertheorganization’sinformationexactlythenclickonbutton““Đồngý”whenyouruntheprogramasthefirsttime.

Priortothedeclaration,youmustsetupparametersneededtoconnecttotheCustomssystembeforethedeclarationprocess.

Choosefunction“Hệthống/ThiếtlậpthôngsốkhaibáoVNACCS”

Fillinparameters(providedbytheCustomsagencieswhenorganizationsregisteronVNACCSsystem)

Theparameters(Usercode,IDnumber,password,TerminalID,Terminalaccesskey)willbeissuedtocoincidewiththedigitalsignatureinformationinordertoassureinformationsecuritywhenenrollingElectronicCustoms.

TheaddressdeclaredinVNACCSistoconnecttotransmitdatatotheCustoms.Ifyoutickonfunction“TựđộnglấyđịachỉIP”,thesoftwaresystemwillautomaticallygettheaddressforyoubasedonyourselectedCustomsunit.

Todotrialreport,tickonfunction“Khaigiảlập”.ThissoftwarefunctionhelpspeoplevisualizetheprocessofcarryouttheactualdeclarationonVNACCSsystem.

ECUS5VNACCSsystemallowsbusinessestocreateanewdeclarationfromthedataongoodsdeclaredtotheCustomsbeforebythefollowingoperations:

DeclareInvoice(IVA),

Declareshipping(Manifest),

Temporarydeclarations(IDA).

IfyouhavegoodsdeclaredtotheCustomsbytheoperationsabove,youcanusethesystemfunctionwithIDBcode“1.Lấythôngtincủatờkhai(IDB)”togettheinformationofdeclaredgoodsintothenewimportdeclarationpaper.

Thenclickonbutton“Lấythôngtin”onsystemtogetthedatareturns.HệthốngyêucầuPuttheelectronicsignintothecomputerwhenyouarerequiredduringthedeclarationprocess:

Selecttherightsigninthelist,clickonbuttonOKandentertheverifiedpasswords.

Thentheregisteredinformationwillbeautomaticallyfilledonthecorrespondingcriteriaonthenewdeclarationform.Youjusthavetofilltherest.

Incaseyouhavenotdeclaredgoods’informationsothatyoucoulduseIDBfunction,declarenewreturnsasfollows.

OntabThôngtinchung,enterthedataaccordingtodeclarationtype,code…Criteriawithanasterisk(*)inrediscompulsory.

Duringtheprocedureofdataentry,asyouclickonacriteria,thetab“Hướngdẫnnhậpliệu”appearsatthebottomontheleftcornerofthescreen.Followtheinstructionstoenterinformationfornecessarycriteria.

VNACCS/VCISsystemallowsamaximumof50productlinesinanewdeclaration,therefore,incasetherearemorethan50productlinesdeclared,ECUs-5systemwillautomaticallysplitthemintoanewdeclaration.Itmeansthatyoudonothavetosplitdeclarations,inputdataoncriteria:Numberoffirstdeclaredreturns,numberofbranchreturnsandthetotalnumberofreturnsonthedeclaration.

Thevaluedeclarationismadeonthôngtinchung2ofthedeclarationinwhichyouenterthetotalchargesandthetotaltaxablevaluethenVNACCSsystemwillautomaticallyallocatedtocalculatethetaxationandreturnsforthebusiness.

ECUS5VNACCSprogramsupportsvariouswaysingoodsentryasfollowings:

PressF6ondeclarationlisttoinputdatafromExcelfile

SelecttheexistedExcelfilewithinputgoodsdata,thenchoosetheappropriateSheet,thefirstlineontableandestablishgoodsdataondeclarationaccordingtoexcelfileasfollows.

Clickbutton“GHI”tocompletegoodsdataentry.

PressF9toselectproductlinesfromalist.(Dothisonlywhenyouhavecompletedproductdataentryonmenu“Dữliệuchuẩn”

-Step2:Declarethereturnsinadvance(IDA)

Completedataentry,clickon“GHI”,andthenclickon“2.Khaitrướcthôngtintờkhai(IDA)”onthelistofoperationcodes.TheprogramwillsendthereturntoCustomssystem.

Asthesystemrequireselectronicsign,inputthee-signontheexistingcomputer:

Selecttherighte-sign,clickOKandenterverifiedpasswords.

Ifnoerroroccurs,youwillreceivetheDeclarationNumber.Itisconsideredatemporaryreturn,youcaneditbyIDBoperationaspresentedabovebeforeregisteringtheofficialdeclaration(IDC).

Enterprisescandeclareandeditthereturnsmanytimes,however,eachdraftversionisstoredonVNACCSsystemwithin7daysonly.

Youalsoreceiveataxedreturnversion(printingallowedbutnotediting)sothatyoucanchecktheexistingdeclarationagain.

- Step3:RegistertheofficialdeclarationtotheCustoms(IDC)

Select“3.Khaichínhthứctờkhai(IDC)”functiontosendofficialreturntotheCustomsafterusingIDAoperation.

Iftheprocessissuccessful,thisdeclarationwillbeusedinthenextclearancestep.

Aftersuccessfulregistration,youwillreceivetheflowreportandclearancestatusfromtheCustoms.

Step4:Printingdeclarationsandotherdocuments.

Clickontab“Kếtquảxửlýtờkhai”tocheckandprintoutthedeclarationandotherdocuments.

Step5:Edittheregistereddeclarations(IDD)

AfterthedeclarationisacceptedbytheCustoms,itcanstillbeedittedwith“5.1.Lấythôngtintờkhaiđểsửa(IDD)”functionofthesystem.TheediteddeclarationwillbesenttotheCustomswith“5.2.Khaitrướcthôngtintờkhaisửa(IDA01)”function.

Note:YouwillreceiveanewnumberfortheediteddeclarationonceitissenttotheCustoms.

Step6:Registertheeditedversion(IDE)andrevevefeedback.

Select“5.3.Khaichínhthứctờkhaisửa(IDE)”functiontocompletemakingchangesforthedeclarationandselect“5.4.Lấykếtquảphânluồng,thôngquansửa“toknowwhetheritisacceptedbytheCustomsornot.

Aftertheeditedversionisaccepted,anewdeclarationnumberwillreplacetheoldones.YouwillreceivefeedbackfromtheCustomstogetflowreportandclearancestatus.

Taxamendmentfordeclarations(AMA)

YoucanuseAMAoperationtodeclaretheamendmenttax.(increase/decrease).

First,opentherightdeclaration,choosetab“Kếtquảxửlýtờkhai”thenselect“ĐăngkýbổsungthayđổithuếAMA”

Thedisplayoftaxamendmentfunction:

Ontab“Thôngtinchung”,inputdataforcriteria:reason,taxcurrency,duedate…thenclickon“GHI”.Moveontab“Thôngtinhànghóa”tomakechangesfordeclaredgoods.ClickF4toseetheselectedproductlineindetails.

Declaretheinputdatawithfunction“2.ĐăngkýthôngtinsửatờkhaiAMA”andreveivefeedbackfromtheCustoms:
