Duringtheten-yearperiodbetween1994and2004,theFDAapproved321

completelynewdrugs(thisdoesn'tincludeapprovalsforchangestoexisting

medicines),bringingthetotaltomorethan10,000drugproductsonthe

market.Duringthatsameperiod,eightdrugswerewithdrawnforreasonsof

safety,suchasthedietdrugfenfluramine(fen-phen,associatedwithheart­

valvedisease)andtheallergydrugSeldane(linkedtoheartarrhythmias).But

theVioxxrecallcreatedashockwavefortheAmericanconsumerlikeno

other.Manypeoplehadcometodependontheir"meds",andtheyexpected

themtobesafe,too,especiallywhentheycostsomuch.Prescriptiondrugs

accountfor,someSay,thefastestgrowingsegment(aboutone-tenth)ofall

healthexpenditures,withsomespecialtydrugscostinghundredsofdollars

perdose.

"WithVioxx,therealshockandoutragecamewhentherewasasuggestion

thatpeopleinauthoritymayhaveknownabouttheseharmfulsideeffectsand

notsharedthemwithdoctorsorthepublic,"saysAnneWoodbury,chief
