FOREWORD
Morethanfivedecadessinceitsestablishmentin1967,
ASEANhassignificantlydeveloped,transformedandevolvedintoavibrantandincreasinglyintegratedeconomicregion,astrongersocio-culturalcommunity,andarespectedplayerontheglobalpolitical-securitystage.Whilemaintainingtheprinciplesofbeingapeople-orientedandpeople-centeredregionalorganisation,ASEANissteppinginto2024byembarkingonanotherimportantchapterofitsevolutiontoprepareforandwelcomethenewASEANCommunityVision2045,alongwithfourStrategicPlansofthethreepillarsoftheASEANCommunityaswellastheASEANConnectivity,whichareexpectedtobeadoptedbytheASEANLeadersin2025.Atthiscriticaljuncture,itisimportanttoensurethatallofASEAN’sBodiesandOrgansarefullyrecognisedandempowered,includingtheCommitteeofPermanentRepresentativestoASEAN.
Inthisregard,theupdateoftheCommitteeofPermanentRepresentativestoASEAN(CPR)HandbookisacleardemonstrationofourappreciationandacknowledgementoftheimportantworkanddutiescarriedoutbythePermanentRepresentativesoftheASEANMemberStatestoASEAN.SincethefirsteditionoftheHandbookwaspublishedin2017,theCPRhascontinuedtoconducttheirdutiesasenshrinedintheASEANCharter.ThereisnodoubtthattheCPRhastakenongreaterrolesonthefrontlineofASEAN’sexternalrelationsamidsttheincreasingnumberofpartnersandupdatesofpartnershipstatusinrecentyears.TheCPRhasalsotakenongreatercoordinatingrolesforcross-pillarandcross-sectoralinitiatives,includingtheworkwithregardtoTimor-Leste’sjourneytowardsfullmembershipofASEAN.

TheCPR,asoutlinedinbothitsTermsofReference(TOR)andtheASEANCharter,coversmultiplelayersoftheASEANstructure.WhileitsTORspecificallynotesthattheCPRreportstotheASEANCoordinatingCouncil,itsinitiativesandrecommendationsfeedintopolicydiscussionsatthesectoral,ministerialandsummit-levels,aswellaswithitsexternalpartners.
TheCPR’stasksmaygenerallybecategorisedasfollows:
•monitoringandimplementingLeaders’decisions,
•cross-pillarcoordination,
•strengtheningrelationswithASEAN’sexternalpartners,
•providingsubstantiveandadministrativedirectionandsupporttotheASEANSecretariat.
TheCPRconductsitsregularinternalmeetingsatleastonceamonth,withthespecificfrequencydeterminedbytheChair.TheseinternalCPRmeetingsdiscussanumberofissues,bothadministrativeandsubstantiveinnature.
Intermsofadministrativesupport,theCPRservesastheapprovingauthorityfortheannualoperationalbudgetoftheASEANSecretariat,aswellasforASEANcooperationprojectsfundedbyASEAN’scentralfunds.ItservesinthesamecapacityforthevariousfundingmechanismsmaintainedwithDialoguePartners.

ASEANFoundation(AF),establishedbytheASEANLeadersonDecember1997,ismandatedto,amongothers,promoteASEANawarenessandidentity,enhanceinteractionamongvariousASEANstakeholdersanddevelopHumanResourcesandaddresssocio-economicdisparities.WithaviewtofurtherstrengthentheASEANCommunity,theAFimplementscapacity-buildingprojectsin4generalareasofeducation,artsandculture,media,andcommunitybuilding.TheAFisgovernedbyaBoardofTrustees(BOT)composedofthemembersoftheCPR.TheChairmanshipoftheBOTrotatesalphabeticallyamongtheASEANMemberStates.
•InitiativeforASEANIntegration(IAI)TaskForce
TheIAITaskForce,comprisedofthetenPermanentRepresentativestoASEAN,providespolicyguidanceanddirectionsinthedevelopmentandimplementationoftheIAIWorkPlan,whichisdesignedtoassistCambodia,LaoPDR,MyanmarandVietNam(collectivelyreferredtoastheCLMVcountries)tomeetASEAN-widetargetstowardsnarrowingthedevelopmentgapamongASEANMembersandbetweenASEANandtherestoftheworld.TheIAIWorkPlanIIIconsistsof5strategicareas:foodandagriculture,tradefacilitations,MSMEs,educationandhealthandwell-being.TheChairoftheIAITaskForceservesaone-yeartermandrotatesalphabeticallyamongtheCLMVcountries.
•ASEANConnectivityCoordinatingCommittee(ACCC)
TheACCCisthebodytaskedtocoordinateandoverseetheeffectiveimplementationoftheMasterPlanonASEANConnectivity(MPAC)anditssuccessordocument,MPAC2025.ItiscomprisedofthePermanentRepresentativestoASEAN.TheMemberStateholdingASEANChairmanshipservesastheChairoftheACCC.TheMPAC2025,whichtheCPRhelpedcraft,focusesonfivestrategicareas:sustainableinfrastructure,digitalinnovation,seamlesslogistics,regulatoryexcellenceandpeoplemobilitywithaviewtowardsanASEANcommunitythatisseamlesslyandcomprehensivelyconnected.
•ASEANInstituteforPeaceandReconciliation(ASEAN-IPR)
GoverningCouncil
ASEAN-IPRistheASEANinstitutionforresearchactivitiesonpeace,conflictmanagementandconflictresolution.ItisgovernedbyaCouncilwhosemajorityistraditionallycomposedofthePermanentRepresentativestoASEAN.
