(修)订计划及英文版翻译出版计划的通知》(国能综通科技〔2018〕
100号)有关规定,经审查,国家能源局批准《xxxxxxxxxx》等xxx
项行业标准,其中能源标准(NB)xx项,电力标准(DL)xxx项和
石油天然气标准(SY)xxx项,现予以发布。

前言
根据《国家能源局综合司关于下达2018年能源领域行业标准制(修)订计
划及英文版翻译出版计划的通知》(国能综通科技〔2018〕100号)的要求,规
程编制组经广泛调查研究,认真总结实践经验,并在广泛征求意见的基础上修订
本规程。
本规程统一了水电工程招标设计报告的编制原则、程序、工作内容和深度,
对招标设计报告的编写体例、内容等做出了规定。
本规程的主要技术内容包括:总则、基本规定、综合说明、水文泥沙、工程
地质、工程规模、工程布置及建筑物、机电及金属结构、消防设计、工程分标规
划、施工组织设计、建设征地和移民安置、环境保护与水土保持、劳动安全与工
业卫生、工程投资、财务分析等。
本规程修订的主要技术内容包括:
本规程代替了《水电工程招标设计报告编制规程》DL/T5212-2005。
——将“范围”一章修改为“总则”,并提出了制定本规程的目的、规程的适用
范围、主要依据、作用和执行相关标准的要求;
——将“规范性引用文件”一章修改为“引用标准名录”,修改并补充了有关标
准名称,列入“本规程用词说明”章之后;
——将“总则”一章修改为“基本规定”;
——将“概述”一章修改为“综合说明”;
——“工程地质”章增加了水库移民安置区工程地质条件评价和水库专项工
程地质条件条款;
——“工程布置及建筑物”章增加了“过鱼建筑物”节,补充了相应的设计内容
要求;
——“施工组织设计”章增加了“标准化工地建设及智慧工地建设”节,将原
“料源规划与土石方平衡”一节修改为“料源选择与料场开采”;补充了渣场布置、
防洪排水及建筑物布置设计条款。
——将“建设征地和移民安置”章的“执行概算”一节修改为“补偿费用”;简化

了“建设征地和移民安置”章的有关编制内容。
——将“环境保护设计”一章修改为“环境保护与水土保持”,将“环境保护措
施设计”、“环境监测设计”、“环境管理计划”、“实施进度计划”四节内容合并调整
为“环境保护”节;增加了“水土保持”节;删除了原“分标规划”、“投资概算”两节。
——“劳动安全与工业卫生”章增加了“安全设施”、“职业病防护设施”、“治安
反恐防范设施”、“应急设施”、“标识标志”、“实施方案”、“附图、附件”七节,并
补充了相关内容规定。
——“工程投资”章删除原“一般要求”节;“主体标招标设计概算”、“招标设计
概算”两节,修改为“标段招标设计概算”、“招标设计总概算”两节,并调整了相
应条款内容。
本规程由国家能源局负责管理,由水电水利规划设计总院提出并负责日常管
理,由能源行业水电勘测设计标准化技术委员会负责具体技术内容的解释。执行
过程中如有意见或建议,请寄送水电水利规划设计总院(地址:北京市西城区六
铺炕北小街2号,邮编:100120)。
