Thepowersupplybureauneitherobjectsnorhasenthusiasmtotheoverheadwireentering.Ifdoesnotshareandsupport,thecablethatMostcitiesarewillingtoconstructwillnotexceed10kilometerseveryyear.Bythelookofinvestigationresult,1/3districtsthatbearground-enteringexpensesalonehaveacommoncharacteristic.Currently,underground-enteringlevelisfarfromwhichthelocalgovernmentrequires.Thecablerateisbelow30%inmostcities,largecitiesincludedtoo.Itseemshardtosolvetheconflictbetweenlocalgovernmentandpowersupplybureau.Thelocalplanningcommitteecarriedseverepunishmentonthepowersupplybureauwhentheydon’tbuildundergroundcableasrequested.Butwhattheyhavedoneprofitlittle,theylackeffectivewayiftheirrequirementisneglected.Theycan’tcollapsethe“illegaloverheadline”becausewhichwillharmthecitizens’dailylife.Mostundergroundcablewasbuiltduringthenationalupgradingofurbanpowernet.Withthetheterminationpowernetupgrading,thespeedofundergroundcablingslowlydownsimultaneously.ExperiencefromGuangzhoushowsusthatitisnotfeasibleforthegovernmenttoburdenalltheinputtoo.Practiceshowsthat,inconstructingcable,localgovernmentsharetheinputwithpowersupplybureau,istheonlyway第五部分电力电缆入地推广研究在过去的几年里,借助城网改造,城市供电公司承担着

Municipalresidencebureaurecentlyworkedoutastipulationforconstructionunitthatnewlyconstructedresidentialareasshouldlayundergroundcable.Thisstipulationpointedoutthatincasethecompletingcabledesignsolutionforpowersupply,telephoneandcableTVofresidentialareasbeingconstructed,whichhasclearlydefinedtoinstalloverheadwire,shouldputonrecordtotheresidentialbureauoflocaldistrictandcountyandthepowercableshouldbelaidunderground
