ToleadAmerica’sforeignpolicyinthe21stcentury,wemustbefullypreparedforthechallenges,bothseenandunseen,thatliebeforeus.Astheleaderofourcountry’sresponsetothesechallenges,theDepartmentofStatemustleveragedataasacriticalinstrumentofdiplomacy.Whenourforeignaffairsprofessionalsareequippedwithhigh-qualityandtimelydata,wecanhelpmaketheworldsafer,morejust,andlessdivided.
Datahasalreadytransformedthegloballandscape,inbothlife-savingandlife-threateningways,anditisourresponsibilitytobeaworldleaderinharnessingitspowerforthegoodoftheAmericanpeopleandthebroaderinternationalcommunity.Asartificialintelligenceempowersgovernmentstoanalyzedataatscaleandreevaluatehowtheyprovideservices,regulateindustries,andprotecttheircitizens;wewillallgrapplewiththeresultingethicalandaccountabilitychallenges.Yet,aswithallparadigmshiftsaffectingglobaleconomics,culture,humanrights,andsecurity,theDepartmentofStatemustbeattheforefrontoftheseissuestoensurethesafetyandprosperityoftheAmericanpeople.
Tousedataasastrategicasset,wemustfirstempowertheDepartment’sgreatestresource:itsworld-classglobalworkforce.Ourpeoplerequireaccuratedataattheirfingertips,wheretheyareandwhentheyneedit.Tothriveinthisdata-poweredworld,ourteamneedstheskills,expertise,andtoolstoturndataintoinsights.Tobesure,thismindsetcallsforaculturechangeintheDepartment—onethathasalreadybegun.Wemustcontinuetoinvestinrecruiting,training,andequippingourteamstobeskilleddataconsumersandusers.Thiswilltaketime,butwehavenonetowaste.
TheDepartment’sfirst-everenterprisedatastrategyrepresentsthededicatedeffortsofadiverseteamacrosstheDepartmentofStateandwillguideourdigitaltransformationeffortsintheyearstocome.IwouldliketosincerelythankallthehardworkingmembersofourDepartmentfamilywhomadethiseffortpossible,fromtheexpertswhodedicatedtheirtimeinone-on-oneinterviewsandfocusgroupsessionstoinfluencethestrategy’sgoals,totheleadersontheEnterpriseDataCouncilthathavecometogethertoforgeaunifiedvisionofdataatState.AndspecialthankstotheOfficeofManagementStrategyandSolutionsandtotheCenterforAnalytics,whichwillbesupportingtheexpertsandleadersacrosstheDepartmentinachievingourcollectivedatavisionintheyearstocome.
Ilookforwardtocollaboratingwithallourbureaus,ourworkforce,andourinteragencypartnersinimplementingthisstrategyandadvancingforeignpolicythroughdata.TheDepartment’smission—toadvancetheinterestsoftheAmericanpeople,theirsafetyandeconomicprosperity—cannotsucceedwithoutit.

ExecutiveSummary
Americafacesanevolvinggloballandscape;threatstoAmerica’sprosperity,values,andsecurityarerapidlychangingandaffectcountry,regional,andinternationalcontextsdynamically.ThepaceofAmerica’sdiplomacymustadapttomeetthespeedoftheseeverchanginggeopoliticaltrends.
Wehavethemostadvanceddiplomaticcorpsintheworld,anditisimperativethatwematchtheexcellenceofourglobalworkforcewithexcellenceinourdata-driveninsights.Advanced
analysismustactinsupportofdiplomacy,puttingevidence-basedinsightsatourprofessionals'fingertipstohelpthemachievetheirmission.Likewise,tostreamlinethedeliveryofouroperations,wemustusedatatoprovideenablingservicesmorenimblyandexpeditiously.
Inthelastdecade,theprivatesectorhascontinuedtoacceleratethepaceoftechnologicalinnovation,puttinghighlyadvancedtechnologyinthehandsofindividuals,companies,and
governmentsaroundtheworld.WhileithascreatedenormousopportunitiestotransformthewayAmericaconductsitsaffairs,ithasalsoprovidedthosesameopportunitiestoouradversaries.Newtechnologyalonewillnotsolveourproblems,butitisavitalcomponenttousingdatafordiplomacy.
Thesethreedrivers—anevolvinggloballandscape,theneedfordata-driveninsights,andanincreaseinthepaceoftechnologicalinnovation—necessitateanenterpriseapproach
tomodernizingthewaytheDepartmentusesdataasastrategicasset.ThisenterprisedatastrategyprovidestheDepartment-wideapproachtoadaptingtothesedriversoverthenextthreeyears.
ThecreationofthisstrategyanditsresultinginitiativeswilltransformhowtheDepartmentcollectivelymanagesandappliesdataacrossallitsmissionareas.ThestrategyisgroundedinaVisionthatprovidesstrategiccoherenceandalignmentfortheDepartment’seffortstoimprovedatamaturityandcapabilities,withGoalsandObjectivesthatserveastargetstoachievethisVision.TheDepartment’sfiveGuidingPrinciplesserveasourNorthStartoreinforcedecisionsaroundourdata(Figure1).Goingforward,theseelementswillinformanimplementationplanthatwilloutlinecriticalactivitiestoexecutethisstrategy.
ThisstrategyrepresentstheclosecollaborationofbureausandofficesacrosstheDepartmenttodevelopaholisticapproachtobuildingafoundationofdatacapabilitiesandassets.AstheDepartment’sfirstdatastrategy,itisacriticalsteptowardimprovingourabilitytousedatatoinformdiplomacywhileupholdingthehighestlevelsofscientificanddataintegrity.Thisstrategy,andafollowingimplementationplan,aresetonathree-yeartimehorizontocreatemomentum,deliverrapidreturnonitseffortstosupporttheDepartment’sworkforce,andprovideaccountabilitytoAmericantaxpayers.
Wehavethemostadvanceddiplomaticcorpsintheworld,anditisimperativethatwematchtheexcellenceofourglobalworkforcewithexcellenceinprovidingdata-driveninsights.

Introduction
ThisenterprisedatastrategyrepresentstheelevationofdatainAmericandiplomacyatatimewhentheworlddemandsit,diplomacycallsforit,AmbassadorsandotherDepartmentleadersrequireit,andourworkforceexpectsit.DatarepresentsanessentialtooltomaintaintheUnitedStates’competitiveadvantageontherapidlyevolvinggloballandscape.Diplomacycanbemoreeffectivewithcomprehensive,timely,andaccuratedataandintuitiveanalysis.Withtheexponentialgrowthinthemagnitude,velocity,andcomplexityofdata,theDepartment’sabilitytoleverageinnovativetechnologiestoharnessdata’sfullpotentialwillincreaseourcapacitytoadvancetheinterestsoftheAmericanpeopletheirsafetyandeconomicprosperity.
TheDepartment'sdistinctroleinforeignrelations,withembassiesandconsulatesin191countries,meansitcollectsandgeneratesuniquedatafromday-to-daydiplomatic,assistance,andsecurityactivities.Thisdatanotonlyinformsouroperationsbutisalsovitaltoourinteragencyandforeignpartners.AsAmerica’salliesandadversariesinvestindatacollection,analysis,andenablingtechnologies,theDepartment,
too,mustdevelopitsownstrongandsecuredatacapabilitiesandcultivateadata-fluentworkforcetorespondtotheworld’smostpressingchallenges.
ApplieddataandanalyticsalsoenabletheDepartment’sgoalsofensuringthetransparent,effective,andefficientuseofresources,asdescribedunderGoal4oftheFY2018-2022DepartmentofStateandU.S.AgencyforInternationalDevelopment(USAID)JointStrategic
Plan(JSP).Asaresponsiblestewardoftaxpayerdollars,theDepartmentremainscommittedtooperationalexcellenceandmustleveragedatatoappropriatelyassessprogrameffectiveness,pinpointandmitigateareasofrisk,andprovidetransparencytothepublic.Thisintentionaluseofdatacanprovidedecision-makersandthepublicalikewithnotonlyanswerstocriticalquestionsaboutU.S.influenceoverseas–Whatarewedoing,andwherearewedoingit?–butitcanalsoallowustoanswermoreusefulquestions–Howeffectivearewe,andhowcanwedobetter?
ToguidetheDepartmentinexecutingitsmissionbotheffectivelyandefficiently,thisenterprisedatastrategymustalignourdataandanalyticsactivitiesandacceleratethedeliveryofdataandinsightstodecision-makersatalllevelsoftheDepartment.ThisstrategyistheproductofclosecollaborationofstakeholdersacrosstheDepartment.Leadersanddatapractitionersfromover20bureausandofficesparticipatedinworkingsessionsandreviewstoidentifycommondatachallengesanddefinetheVision,Goals,Objectives,andGuidingPrinciplesrequiredtoshapetheDepartment’sdata-drivenfuture.Aswemovetowardimplementingthisstrategy,
theDepartmentwillbuildfromitscurrentdataleaderstoextractbestpracticesandsecurelyscaleupexistingeffortsforimpactfulenterprisedeployment.
Tosustainmeaningfulprogress,afollow-onimplementationplanwilloutlineownershipandresponsibilitiesformonitoring,reporting,andevaluationoftheexecutionofthisstrategy.
TheDepartment’sabilitytoleverageinnovativetechnologiestoharnessdata’sfullpotentialwillincreaseourcapacitytoadvancetheinterestsoftheAmericanpeopletheirsafetyandeconomicprosperity.

ChangingglobalrealitiesdrivetheneedforData
InformedDiplomacy.Asnewactorsandtrendsproducearapidlyevolvinggloballandscape,thedemandfordata-driveninsightsfromour
workforceincreasestokeeppacewithshiftingmissionneeds.Additionally,technologicalinnovationhascreatedtheopportunitytoequipour
workforcewiththerightdatawhentheyneedit.EvolvingGlobalLandscape
Therapidlyevolvinggloballandscapeacceleratesthepaceofinternationaleventsandrequiresincreasinglynuanceddiplomaticaction.TheDepartmentmustconsiderandcoordinatewithdiversestateandnon-stateactorswiththeirowninterests,relationships,anddata.Additionally,thedigitalagerepresentsatremendousopportunitytoshareinformationandconnectacrosshistoricaldivides.Yet,adversariesincreasinglyweaponizetechnologythroughmisinformation,cyberattacks,anddigitalsurveillancetospreadtechno-authoritarianismandpromoteanti-democraticagendas.Tocounterthesetrends,ourdiplomacymustbemulti-faceted,encompassingawiderangeofissues,suchashumanrights,economicinitiatives,andsecurityassistance.U.S.diplomacymustbecross-functional,nuanced,andfast,deliveringresultsforitspeopleatthepaceofglobalevents.
DemandforData-DrivenInsights
AcrosstheDepartment,stakeholdersaredemandingmoredataanalysistohelpachievetheirpolicy
andmanagementgoals.Thesedemandsspaninternaloperationaleffectivenessandcriticaldiplomaticengagement.SeniorDepartmentofficials
andexecutiveleadershipfrompartneragenciesincreasinglyseekinsightstoinformevidence-baseddiplomatic,security,economic,andhumanrightspolicydecisions.Attheworkinglevel,theworkforcedemonstratesabroadandincreasedinterestinproducingandconsumingdata,asexhibitedbythenearly900dashboardsforover45,000usershostedbytheDepartmentinjustoneofitsdatavisualizationplatforms.TheDepartmentmustsupportthisgrowingappetitefordataanalysisandvisualizationbystrengtheningenablingcapabilities,includingdataanalyticstraining,datamanagement,governance,scientificanddataintegrity,storage,anddatasharingtofacilitatetheculturalandorganizationalshiftsneededtoadoptdatainformeddecision-making.
TechnologicalInnovation
RapidtechnologicalinnovationenablestheDepartment’sworkforcetoexpanddatainformedinsights.Emergingtechnologiessuchas5G,sensortechnology,cloud-basedstorage,connectedandautonomousvehicles,andmanyothersdramaticallyincreasethevolumeandtypesofpublicandprivatedataproducedaroundtheglobe.Likewise,newdatacollection,management,analytic,geospatial,andvisualizationtools,alongwithemergingartificialintelligence(AI)andmachinelearning(ML)techniques,presentexcitingopportunitiesfortheDepartmenttocapitalizeonitsvastdataresources.TheDepartmentwillneedtobalancethesenew,innovativecapabilitieswithprivacy,civilliberties,andsecurity.Thisisnotonlyanopportunity,butarequirementfortheUnitedStatestomaintainitsdiplomaticedgeontheglobalstage.

Objective2.1:DeliverAnalyticProductsTheDepartmentwillexpandtheabilityoftheworkforcetobetterusewidelyavailableenterpriseanalyticsresources.Whiletheproliferationofanalyticsproductshasbenefittedindividualbureaus,offices,andposts,potentialusersinotherpartsoftheenterpriselosevaluabletimesearchingthemoutorbuildingredundantones.Tobringproductstopotentialusers,theDepartmentwillmarketexistinganalyses,dashboards,andotherdataproducts,whileestablishinguserfeedbackmechanismstoenablecontinuousimprovementandidentificationofnewproductsthatcandrivemission-centricdecisions.Incaseswheremultiplestakeholdershavesimilaranalyticneedstomeetmissionrequirements,theDepartmentwillencouragejointdevelopmentofproductstobreakdownsilosandmaximizereturnoninvestment.
Objective2.2:ProvideModernAnalyticToolsTheDepartmentwillexpandthesecureuseofmodernanalytictools,suchasvisualizationsoftware,geospatialdatacapabilities,cloudplatformsandprogramminglanguages,toderivenewtypesofinsightsfromitsdata.Skilleddatausersmusthaveappropriateanalytictoolsfortheirbusinessneeds.Amoreintegratedapproachtoprovidingtheworkforcewiththerighttools,willenhanceopportunitiestoextractvaluefromdata.

Mission-drivendatamanagementimprovesthedepth,breadth,andqualityofanalysispossiblewiththeDepartment’sdata,whilemakingmoreefficientuseoftheresourcesneededformaintenancethroughoutitslifecycle.
Objective3.1:EnableAccesstoData
TheDepartmentwillestablishsimple,streamlined,andsecureaccesstoauthoritativeinternalandexternaldatasetsforDepartmentusersacrosstheglobe.Presently,theDepartmentemploysafederatedapproachtodatamanagement,andthislandscapeattimespreventsbureaus,offices,andpostsfromaccessingpotentiallyusefuldataassetsorfromknowingtheyexist.Recognizingtheneedforanenhancedcybersecuritypostureandrequirementtoensuresecurityofclassifiedandsensitivedata
–suchasPersonallyIdentifiableInformation(PII)
–theDepartmentwilldevelopasecurecommonplatformforselectdatasetswithintegratedrecordsmanagement,transparentdatalineage,andclearlyidentifiablesystemsofrecordtomaintaintheintegrityofshareddata.
Objective3.2:DefineDataArchitecture
TheDepartmentwilldesigndataarchitecturetoreinforcedataintegration,standardization,security,andqualityacrosstheenterprise.ItwillleverageexistingITmodernizationeffortsandpartnershipswiththeITExecutiveCouncil(ITEC),TheBureauofInformationResourceManagement(IRM),andotherbureauITorganizationstoensuretheserequireddatacapabilitieshavebeenimplementedtoenabledatasharing,datamanagement,andfasterreportingtimes.
