EnterpriseDataStrategyEmpoweringDataInformedDiplomacySEPTEMBER2021TableofContentsLetterFromTheDeputySecretaryofStateforManagementandResources04ExecutiveSummary05070809IntroductionStrategicDriversforaData-CentricDepartmentDepartmentofStateDataVisionGoalsandObjectives1112131415Goal1:CultivateaDataCultureGoal2:AccelerateDecisionsthroughAnalyticsGoal3:EstablishMission-DrivenDataManagementGoal4:EnhanceEnterpriseDataGovernanceGuidingPrinciplesMovingForward1617U.S.DepartmentofStateEnterpriseDataStrategyPage2U.S.DEPUTYSECRETARYOFSTATEFORMANAGEMENTANDRESOURCESBRIANP.MCKEONWhenourforeignaffairsprofessionalsareequippedwithhigh-qualityandtimelydata,wecanmaketheworldsafer,morejust,andlessdivided.EnterpriseDataStrategyEmpoweringDataInformedDiplomacyAletterfromtheDeputySecretaryofStateforManagementandResourcesToleadAmerica’sforeignpolicyinthe21stcentury,wemustbefullypreparedforthechallenges,bothseenandunseen,thatliebeforeus.Astheleaderofourcountry’sresponsetothesechallenges,theDepartmentofStatemustleveragedataasacriticalinstrumentofdiplomacy.Whenourforeignaffairsprofessionalsareequippedwithhigh-qualityandtimelydata,wecanhelpmaketheworldsafer,morejust,andlessdivided.Datahasalreadytransformedthegloballandscape,inbothlife-savingandlife-threateningways,anditisourresponsibilitytobeaworldleaderinharnessingitspowerforthegoodoftheAmericanpeopleandthebroaderinternationalcommunity.Asartificialintelligenceempowersgovernmentstoanalyzedataatscaleandreevaluatehowtheyprovideservices,regulateindustries,andprotecttheircitizens;wewillallgrapplewiththeresultingethicalandaccountabilitychallenges.Yet,aswithallparadigmshiftsaffectingglobaleconomics,culture,humanrights,andsecurity,theDepartmentofStatemustbeattheforefrontoftheseissuestoensurethesafetyandprosperityoftheAmericanpeople.Tousedataasastrategicasset,wemustfirstempowertheDepartment’sgreatestresource:itsworld-classglobalworkforce.Ourpeoplerequireaccuratedataattheirfingertips,wheretheyareandwhentheyneedit.Tothriveinthisdata-poweredworld,ourteamneedstheskills,expertise,andtoolstoturndataintoinsights.Tobesure,thismindsetcallsforaculturechangeintheDepartment—onethathasalreadybegun.Wemustcontinuetoinvestinrecruiting,training,andequippingourteamstobeskilleddataconsumersandusers.Thiswilltaketime,butwehavenonetowaste.TheDepartment’sfirst-everenterprisedatastrategyrepresentsthededicatedeffortsofadiverseteamacrosstheDepartmentofStateandwillguideourdigitaltransformationeffortsintheyearstocome.IwouldliketosincerelythankallthehardworkingmembersofourDepartmentfamilywhomadethiseffortpossible,fromtheexpertswhodedicatedtheirtimeinone-on-oneinterviewsandfocusgroupsessionstoinfluencethestrategy’sgoals,totheleadersontheEnterpriseDataCouncilthathavecometogethertoforgeaunifiedvisionofdataatState.AndspecialthankstotheOfficeofManagementStrategyandSolutionsandtotheCenterforAnalytics,whichwillbesupportingtheexpertsandleadersacrosstheDepartmentinachievingourcollectivedatavisionintheyearstocome.Ilookforwardtocollaboratingwithallourbureaus,ourworkforce,andourinteragencypartnersinimplementingthisstrategyandadvancingforeignpolicythroughdata.TheDepartment’smission—toadvancetheinterestsoftheAmericanpeople,theirsafetyandeconomicprosperity—cannotsucceedwithoutit.BrianP.McKeonU.S.DeputySecretaryofStateforManagementandResources<<RETURNTOTABLEOFCONTENTSU.S.DepartmentofStateEnterpriseDataStrategyPage4ExecutiveSummaryAmericafacesanevolvinggloballandscape;threatstoAmerica’sprosperity,values,andsecurityarerapidlychangingandaffectcountry,regional,andinternationalcontextsdynamically.ThepaceofAmerica’sdiplomacymustadapttomeetthespeedoftheseeverchanginggeopoliticaltrends.Wehavethemostadvanceddiplomaticcorpsintheworld,anditisimperativethatwematchtheexcellenceofourglobalworkforcewithexcellenceinourdata-driveninsights.Advancedanalysismustactinsupportofdiplomacy,puttingevidence-basedinsightsatourprofessionals'fingertipstohelpthemachievetheirmission.Likewise,tostreamlinethedeliveryofouroperations,wemustusedatatoprovideenablingservicesmorenimblyandexpeditiously.Inthelastdecade,theprivatesectorhascontinuedtoacceleratethepaceoftechnologicalinnovation,puttinghighlyadvancedtechnologyinthehandsofindividuals,companies,andgovernmentsaroundtheworld.WhileithascreatedenormousopportunitiestotransformthewayAmericaconductsitsaffairs,ithasalsoprovidedthosesameopportunitiestoouradversaries.Newtechnologyalonewillnotsolveourproblems,butitisavitalcomponenttousingdatafordiplomacy.Thesethreedrivers—anevolvinggloballandscape,theneedfordata-driveninsights,andanincreaseinthepaceoftechnologicalinnovation—necessitateanenterpriseapproachtomodernizingthewaytheDepartmentusesdataasastrategicasset.ThisenterprisedatastrategyprovidestheDepartment-wideapproachtoadaptingtothesedriversoverthenextthreeyears.ThecreationofthisstrategyanditsresultinginitiativeswilltransformhowtheDepartmentcollectivelymanagesandappliesdataacrossallitsmissionareas.ThestrategyisgroundedinaVisionthatprovidesstrategiccoherenceandalignmentfortheDepartment’seffortstoimprovedatamaturityandcapabilities 22DepartmentofStateandU.S.AgencyforTosustainmeaningfulprogress,afollow-onimplementationplanwilloutlineownershipandresponsibilitiesformonitoring,reporting,andevaluationoftheexecutionofthisstrategy.InternationalDevelopment(USAID)JointStrategicTheDepartment’sabilitytoleverageinnovativetechnologiestoharnessdata’sfullpotentialwillincreaseourcapacitytoadvancetheinterestsoftheAmericanpeopletheirsafetyandeconomicprosperity.<<RETURNTOTABLEOFCONTENTSU.S.DepartmentofStateEnterpriseDataStrategyPage7STRATEGICDRIVERSdata-cforeantricDEPARTMENTThisisnotonlyanopportunity,butarequirementfortheUnitedStatestomaintainitsdiplomaticedgeontheglobalstage.ChangingglobalrealitiesdrivetheneedforDataInformedDiplomacy.Asnewactorsandtrendsproducearapidlyevolvinggloballandscape,thedemandfordata-driveninsightsfromourworkforceincreasestokeeppacewithshiftingmissionneeds.Additionally,technologicalandexecutiveleadershipfrompartneragenciesincreasinglyseekinsightstoinformevidence-baseddiplomatic,security,economic,andhumanrightspolicydecisions.Attheworkinglevel,theworkforcedemonstratesabroadandincreasedinterestinproducingandconsumingdata,asexhibitedbyinnovationhascreatedtheopportunitytoequipourthenearly900dashboardsforover45,000usersworkforcewiththerightdatawhentheyneedit.hostedbytheDepartmentinjustoneofitsdatavisualizationplatforms.TheDepartmentmustsupportthisgrowingappetitefordataanalysisandvisualizationbystrengtheningenablingcapabilities,includingdataanalyticstraining,datamanagement,governance,scientificanddataintegrity,storage,anddatasharingtofacilitatetheculturalandorganizationalshiftsneededtoadoptdatainformeddecision-making.EvolvingGlobalLandscapeTherapidlyevolvinggloballandscapeacceleratesthepaceofinternationaleventsandrequiresincreasinglynuanceddiplomaticaction.TheDepartmentmustconsiderandcoordinatewithdiversestateandnon-stateactorswiththeirowninterests,relationships,anddata.Additionally,thedigitalagerepresentsatremendousopportunitytoshareinformationandconnectacrosshistoricaldivides.Yet,adversariesincreasinglyweaponizetechnologythroughmisinformation,cyberattacks,anddigitalsurveillancetospreadtechno-authoritarianismandpromoteanti-democraticagendas.Tocounterthesetrends,ourdiplomacymustbemulti-faceted,encompassingawiderangeofissues,suchashumanrights,economicinitiatives,andsecurityassistance.U.S.diplomacymustbecross-functional,nuanced,andfast,deliveringresultsforitspeopleatthepaceofglobalevents.TechnologicalInnovationRapidtechnologicalinnovationenablestheDepartment’sworkforcetoexpanddatainformedinsights.Emergingtechnologiessuchas5G,sensortechnology,cloud-basedstorage,connectedandautonomousvehicles,andmanyothersdramaticallyincreasethevolumeandtypesofpublicandprivatedataproducedaroundtheglobe.Likewise,newdatacollection,management,analytic,geospatial,andvisualizationtools,alongwithemergingartificialintelligence(AI)andmachinelearning(ML)techniques,presentexcitingopportunitiesfortheDepartmenttocapitalizeonitsvastdataresources.TheDepartmentwillneedtobalancethesenew,DemandforData-DrivenInsightsAcrosstheDepartment,stakeholdersaredemandinginnovativecapabilitieswithprivacy,civilliberties,moredataanalysistohelpachievetheirpolicyandmanagementgoals.Thesedemandsspaninternaloperationaleffectivenessandcriticaldiplomaticengagement.SeniorDepartmentofficialsandsecurity.Thisisnotonlyanopportunity,butarequirementfortheUnitedStatestomaintainitsdiplomaticedgeontheglobalstage.<<RETURNTOTABLEOFCONTENTSU.S.DepartmentofStateEnterpriseDataStrategyPage9datavisionU.S.DEPARTMENTofSTATEDataisacriticalinstrumentofdiplomacy,theDepartment’sglobalworkforceisempoweredwiththeskillsandtoolstoderiveactionablemissioninsightsfromdata,anditsdataassetsaresecurelysharedandeffectivelymanaged.GoalsandObjectivesFROMVISIONTOACTIONTofacilitateactionableprogresstoenhancetheDepartment’sdatacapabilities,fourGoalsserveasfoundationaltargetstoguidehowtheDepartmentwillreachitsVision.EachGoalseekstobuildonandscaleidentifiedopportunitiesforimprovementtocreatemeaningfulimpactfortheDepartmentandensureefficientimplementationtimelines.ThethirteenspecificObjectivesrepresentactionsthattheDepartmentneedstotaketoreachitsGoals.TheseboldyetachievablestepswillhelpdriveactiontowardtheDepartment’sVisionoverthenextthreeyears.1.CULTIVATEDATACULTUREOBJECTIVES1234Recruit,train,andincentivizeaworkforceandworkplacewheredataisroutinelysought,valued,andfluentlyutilizedfordecision-makingatalllevelsandgeographies.1.1StrengthenDataFluency1.2EnhanceDataCollaboration1.3HirefortheFuture2.ACCELERATEDECISIONSTHROUGHANALYTICSEmpowertheDepartment’sglobalworkforcetoutilizedatabyprovidingeasyaccesstotheDepartment’sdataassets,modernanalyticstools,andcustomerservicetoenabletheiruse.OBJECTIVES2.1DeliverAnalyticProducts2.2ProvideModernAnalyticTools2.3PilotandScaleAIandMLApplications3.ESTABLISHMISSION-DRIVENDATAMANAGEMENTImplementtechnologysolutionstoeffectivelycreate,collect,store,protect,andsharedataacrosstheDepartment,theinteragency,andwiththepublic.OBJECTIVES3.1EnableAccesstoData3.2DefineDataArchitecture3.3DefineandImplementDataStand osstheDepartment.Footnote:Relevantexecutivemandatesincludebutarenotlimitedto:ExecutiveOrder13859onMaintainingAmericanLeadershipinAI(Released11February2019),ExecutiveOrderonPromotingtheUseofTrustworthyArtificialIntelligenceintheFederalGovernment(Released3December2020),andExecutiveOrder14028:ImprovingtheNation’sCybersecurity.<<RETURNTOTABLEOFCONTENTSU.S.DepartmentofStateEnterpriseDataStrategyPage13GOaL3:ESTABLISHMISSION-DRIVENDATAMANAGEMENTiMPactIMPERATIVESOLUTIONTheDepartmentdoesnothavethetechnologiesneededtoenableeffectivemanagementandoversightofitsdata.Implementacommontechnicalapproachtoeffectivelycreate,collect,store,protect,andsharedataacrosstheDepartment,theinteragency,andwiththepublic.Mission-drivendatamanagementimprovesthedepth,breadth,andqualityofanalysispossiblewiththeDepartment’sdata,whilemakingmoreefficientuseoftheresourcesneededformaintenancethroughoutitslifecycle.Objective3.1:EnableAccesstoDatastandards,suchaswebservices,datadiscovery,andmetadata,thatarebroadlyunderstoodandusedtodescribe,ingest,record,andformatdata.Anenterpriseapproachtodatastandardsisneeded,ascurrentapproachesarebespoketospecificdataproductsandarenotapplieduniformlynorbroadlyunderstood.BydrawinguponestablishedDepartmentandinternationalstandardsandadaptingthemfortheenterprise,dataowners,stewards,anduserswillgainclarityontheirrolesinapplyingstandardstodata.Thestandardswillenablegreaterdiscovery,utility,security,andefficacyoftheDepartment’sdata.TheDepartmentwillestablishsimple,streamlined,andsecureaccesstoauthoritativeinternalandexternaldatasetsforDepartmentusersacrosstheglobe.Presently,theDepartmentemploysafederatedapproachtodatamanagement,andthislandscapeattimespreventsbureaus,offices,andpostsfromaccessingpotentiallyusefuldataassetsorfromknowingtheyexist.Recognizingtheneedforanenhancedcybersecuritypostureandrequirementtoensuresecurityofclassifiedandsensitivedata–suchasPersonallyIdentifiableInformation(PII)–theDepartmentwilldevelopasecurecommonplatformforselectdatasetswithintegratedrecordsmanagement,transparentdatalineage,andclearlyidentifiablesystemsofrecordtomaintaintheintegrityofshareddata.Objective3.4:EstablishDataQualityProgramTheDepartmentwilldeploytheframework,tools,andprocessesnecessaryforupholdingthehighestlevelsofscientificanddataintegrityandimprovingdataqualitytoenablethedevelopmentoftrustworthyandaccuratedatathatcanbereadilyblended,analyzed,reported,andsharedacrosstheenterpriseandwiththepublic.Decision-makingmustbebasedonreliabledata,yetwithlimitedguidanceondataentryandassociatedreviewprocesses,theDepartment’sdataqualityObjective3.2:DefineDataArchitectureTheDepartmentwilldesigndataarchitecturetoreinforcedataintegration,standardization,security,andqualityacrosstheenterprise.ItwillleverageexistingITmodernizationeffortsandpartnershipswiththeITExecutiveCouncil(ITEC),TheBureauofInformationResourceManagement(IRM),andotherbureauITorganizationstoensuretheserequireddatacapabilitieshavebeenimplementedtoenableisinconsistent.Tor
