well,itistrulyapleasuretobeherewithallofyoutodayaswecelebratethe15thanniversaryofthenationaldesignawards.andihavebeenfortunateenoughtobeherefor–thisismy6thyearthatwe’vehadthepleasureofhostingthiseventhereintheeastroom.andeveryyear,itrulylookforwardtolearningmoreaboutthehonorees.imean,igettoreadeverything,butthen,everynowandthen,igettositdownandtalktoyouguysandactuallylearnalittlebitabouthowyoudowhatyoudo.

andwhatidiscoveristhatthesemenandwomenaresomeofthemostdaringandcreativemindsintheworld.fromadesigneratgooglewho’susingdataandcrowd-sourcingtocreateartthatwilltakeyourbreathaway,totheformerhollywoodsetdesignerswhoarenowcreatingsomeofthemostuniquebuildingsandinteriorsthatyou’lleversee–andtheylikeeachother,ithink.(laughter.)andthenthere’sthisfashiondesignerwhoseparentstriedtoconvincehimtobealawyer,oradoctor,oradentist,orsomethinglikethat.andi’msurethatispeakforallwomen–(laughter)–whenisaythati’mgratefulthatnarcisochoseanotherpath.(laughterandapplause.)welldone.

andit’sthatideaofapath–alife’sjourney–thati’dliketospendjustamomentreflectingon.becauseeveryyearatthisevent,iloveaskingourhonoreeshowtheyendedupinthesecoolcareersinthefirstplace.andmoreoftenthannot,theytellmesomecrazy,quirky,interestingstoryaboutastringofcoincidencesthatledthemheretoday–achancemeetingthatturnedintoapartnershiporbusiness;apassionthatnooneeverdreamedtheycouldactuallymakealivingfrom;amentor,ateacher,afamilymemberwhosortofledthemintothecareer.

andaswereflectontheobstacles,andallthezig-zagsandfalsestartsthatthefolkswehonorinthisroomhavefaced,ialsowantustoaskourselvesafewquestions:whatcanwedotohelpsmooththepathforthosewhocomeafter?howdowemakesurethatouryoungpeopleknowaboutthesecareers?ithinkaboutthatallthetime.whoknowsthatyoucandothestuffyoudo?theydon’tteachitinschool,andwedon’twanttoleaveittoluckorcoincidenceorchancetoallowthenextgenerationtomaketheirdreamscometrue.

andmoreimportantly,whatarewedoingtopreparethenextgenerationfortheopportunitiesthatwedocreateforthem?howarewereachingouryoungpeoplewheretheyareinawaythatreallymovesthemandinspiresthemtocommittotheireducationandfulfilltheirboundlesspromise?becauseinthisage,asyouknow–andi’vegotteenagers–(laughter)–whenourkidsarealwaysburiedinsomescreenordevice,whati’velearnedisthatwecan’tjustlecturethemanymore.theytuneusout.(laughter.)ithappenseverynightatdinner,it’ssosad.we’vegottoreallyengagethemandfindwaysforthemtointeractwithusinnewwaysandwiththeworldaroundthem.

andthat’swhyiamsoexcitedaboutthenewcooperhewittsmithsoniandesignmuseum,whichwillreopenindecember,becauseyouallareembracingthetechnologyofthenextgenerationinsomereallyexcitingways.ihaven’tgotachancetoseeit;i’mgoingtocomevisitwhenit’sopen,butiunderstandthatyou’regivingeveryonewhoentersthisnewmuseumaninteractivepentheycanusetodownloadinformationfromultra-high-definitionexhibitiontables–whichmeansthatessentiallyavisitorcanrecordtheirvisit,andthenshareandviewitonlinelongaftertheyleavethemuseum,whichisreallykindofcool.you’realsocreatingsomethingcalledan“immersionroom,”whereavisitorcanchoosefromhundredsofdifferentwallpapersandpatterns,ortheycancreatesomethingoftheirownandtheninstantlyprojectthemontothewallsaroundthem.

andthenofcoursethere’sallthewonderfulworkthatyou’redoingoutsideofthemuseumthatiamsoproudof.you’responsoringteendesignfairsandallowingkidstomeetwithexperts,wheretheygetfeedbackandtheylearnfromsomeofthebestintheworld.andyou’resupportingbuddingdesignerswithyourdesignprepscholarsprogramthat’sind.c.andnewyork.andasusual,igotachancetomeetthatgroupbeforeicameintotheroom,andiwantustojusttakeamoment–iwantallthoseyoungscholarstopleasestandsothatwecanacknowledgeyou.(applause.)yayforyouguys.youcansitdownnow.(laughter.)

welcometothewhitehouseandwelcometoourannualeasterprayerbreakfast.asalways,weareblessedtobejoinedbysomanygoodfriendsfromaroundthecountry.we'vegotdistinguishedguests.we'vegotfaithleaders,membersofmyadministrationwhoarehere.andiwillonceagainresistthetemptationtopreachtopreachers.(laughter.)itneverworksoutwell.iamremindedoftheadmonitionfromthebookofromans--“donotclaimtobewiserthanyouare.”(laughter.)sothismorning,iwanttooffersomeverybriefreflectionsaswestartthiseasterseason.

butasiwaspreparingmyremarks,somethingintervenedyesterday.andsoiwanttojustdevoteafewwordsaboutyesterday'stragedyinkansas.thismorningourprayersarewiththepeopleofoverlandpark.andwe'restilllearningthedetails,butthismuchweknow.agunmanopenedfireattwojewishfacilities--acommunitycenterandaretirementhome.innocentpeoplewerekilled.theirfamiliesweredevastated.andthisviolencehasstrucktheheartofthejewishcommunityinkansascity.

twoofthevictims--agrandfatherandhisteenage[grand]son--attendedtheunitedmethodistchurchoftheresurrection,whichisledbyourfriendreverendadamhamilton.someofyoumayknowthatduringmyinauguration,reverendhamiltondeliveredthesermonattheprayerserviceatthenationalcathedral.andiwasgratefulforhispresenceandhiswords.hejoinedusatourbreakfastlastyear.andattheeasterserviceforpalmsundaylastnight,hehadtobreakthisterriblenewstohiscongregation.

thatthisoccurrednow--asjewswerepreparingtocelebratepassover,aschristianswereobservingpalmsunday--makesthistragedyallthemorepainful.andtoday,aspassoverbegins,we'reseeinganumberofsynagoguesandjewishcommunitycenterstakeaddedsecurityprecautions.nobodyshouldhavetoworryabouttheirsecuritywhengatheringwiththeirfellowbelievers.nooneshouldeverhavetofearfortheirsafetywhentheygotopray.

andasagovernment,we'regoingtoprovidewhateverassistanceisneededtosupporttheinvestigation.asamericans,wenotonlyneedtoopenourheartstothefamiliesofthevictims,we'vegottostandunitedagainstthiskindofterribleviolence,whichhasnoplaceinoursociety.andwehavetokeepcomingtogetheracrossfaithstocombattheignoranceandintolerance,includinganti-semitismthatcanleadtohatredandtoviolence,becausewe'reallchildrenofgod.we'reallmadeinhisimage,allworthyofhisloveanddignity.andweseewhathappensaroundtheworldwhenthiskindofreligious-basedortingedviolencecanrearitsuglyhead.it'sgotnoplaceinoursociety.

sothiseasterweek,ofcoursewerecognizethatthere'salotofpainandalotofsinandalotoftragedyinthisworld,butwe'realsooverwhelmedbythegraceofanawesomegod.we'reremindedhowhelovesus,sodeeply,thathegavehisonlybegottensonsothatwemightlivethroughhim.andintheseholydays,werecallallthatjesusenduredforus--thescornofthecrowdsandthepainofthecrucifixion,inourchristianreligioustraditionwecelebratethegloryoftheresurrection--allsothatwemightbeforgivenofoursinsandgrantedeverlastinglife.

andmorethan2,000yearslater,itinspiresusstill.wearedrawntohistimelessteachings,challengedtobeworthyofhissacrifice,toemulateasbestwecanhiseternalexampletoloveoneanotherjustashelovesus.andofcourse,we'realwaysremindedeachandeverydaythatwefallshortofthatexample.andnoneofusarefreefromsin,butwelooktohislifeandstrive,knowingthat“ifweloveoneanother,godlivesinus,andhisloveisperfectedinus.”

i'lltellyou,ifeltthisspiritwhenihadthegreathonorofmeetinghisholiness,popefrancis,recently.ithinkit'sfairtosaythatthoseofusofthechristianfaith,regardlessofourdenomination,havebeentouchedandmovedbypopefrancis.now,someofitishiswords--hismessageofjusticeandinclusion,especiallyforthepoorandtheoutcast.heimploresustoseetheinherentdignityineachhumanbeing.butit'salsohisdeeds,simpleyetprofound--huggingthehomelessman,andwashingthefeetofsomebodywhonormallyordinaryfolkswouldjustpassbyonthestreet.heremindsusthatallofus,nomatterwhatourstation,haveanobligationtoliverighteously,andthatweallhaveanobligationtolivehumbly.becausethat's,infact,theexamplethatweprofesstofollow.

soihadawonderfulconversationwithpopefrancis,mostlyabouttheimperativesofaddressingpovertyandinequality.andiinvitedhimtocometotheunitedstates,andisincerelyhopehewill.whenweexchangedgiftshegavemeacopyofhisinspiringwritings,“thejoyofthegospel.”andthereisapassagethatspeakstoustoday:“christ'sresurrection,”hewrites,“isnotaneventofthepast;itcontainsavitalpowerwhichhaspermeatedthisworld.”andheadds,“jesusdidnotriseinvain.mayweneverremainonthesidelinesofthismarchoflivinghope!”

sothismorning,mymainmessageisjusttosaythankyoutoallofyou,becauseyoudon'tremainonthesidelines.iwanttothankyouforyourministries,foryourgoodworks,forthemarchingyoudoforjusticeanddignityandinclusion,fortheministriesthatallofyouattendtoandhavehelpedorganizethroughoutyourcommunitieseachandeverydaytofeedthehungryandhousethehomelessandeducatechildrenwhosodesperatelyneedaneducation.youhavemadeadifferenceinsomanydifferentways,notonlyhereintheunitedstatesbutoverseasaswell.andthatincludesacauseclosetomyheart,mybrother'skeeper,aninitiativethatwerecentlylaunchedtomakesurethatmoreboysandyoungmenofcolorcanovercometheoddsandachievetheirdreams.

andwe'rejoinedbyseveralfaithleaderswhoaredoingoutstandingworkinthisareamentoringandhelpingyoungmenintoughneighborhoods.we'realsojoinedbysomeoftheseyoungmenwhoareworkinghardandtryingtobegoodstudentsandgoodsonsandgoodcitizens.andiwanttosaytoeachofthoseyoungmenhere,we'reproudofyou,andweexpectalotofyou.andwe'regoingtomakesurethatwe'rethereforyousothatyoutheninturnwillbethereforthenextgenerationofyoungmen.

andimentionallthisbecauseofallofourmanypartnersformybrother'skeeper,it'sclergylikeyouandyourcongregationsthatcanplayaspecialroletobethatspiritualandethicalfoundation,thatrockthatsomanyyoungmenneedintheirlives.

iremember220yearsago,wheniwasincollege,youonlyhadtowait10minutesforaprofessor,20minutesforafullprofessor.theonlyfullprofessorinthebidenfamilyismywife--youdidn’thavetowaitthislong.butthankyousomuchforgivingmetheopportunitytospeakwithyouall.

letmebeginbysayingonethingaboutcompetition.i’vetoldthistovicepresidentxiandthenpresidentxi,inallthetimeihadtospendwithhim,isthatoneofthethingsthathashappenedinthelast20years,astheworldhasbecomemorecompetitive,it’petitionisstampedintoourdna.andifthere’sanythingremotelyapproachingalevelplayingfield,we’lldojustfine--justfine.

andsoiwanttothanktheamericanchamberofcommerceandtheu.s.businesscouncilforinvitingmeheretoday.youarelivingtheu.s.-chinarelationshipeverysingleday,andyouknowtheopportunities,butyoualsoknowtheobstacles.andit’sgreattobebacktogetheronelasttimehereinbeijingwithourambassador,garylocke.isayonelasttimebecauseheisgoingtobeheadingbacktohishomestateofwashingtonafteraverydistinguishedcareer,whichidon’tthinkisanywherenearended,asbothgovernor,memberofthecabinet,aswellastheambassador.

andgaryandiwerespeakingthismorningasiwas--therewasatelephonecall,theysaidi’mrequiredupstairs.andoneofthethingsilikeaboutgary--there’snomemberof--nogovernorormemberofcabinetthatihaveenjoyedworkingwithmore,becausegaryspeaksenglish.bythat,imeannotenglishversuschinese;imeanplainversuscomplicated.(laughter.)andsowhengaryspeaks,everyoneunderstandsexactlywhathemeans.

andasyouknowbetterthani,communicationisthecurrency,andparticularlythecurrencythatisneededmosthereinchina.he’sbeenanambassadortothechinesegovernment,butalsotothechinesepeople,andhewillbemissed.iremember,iwashereshortlyaftergaryarrivedandeverynewspaperyou’dpick,eventhoughidon’treadchinese,i’dseegary’spicture--becauseheconnected.heconnectedimmediatelywiththechinesepeopleasarepresentativeofourcountryandknowing--thechinesepeopleknowinghewasreachingoutnotjusttothegovernment,buttothem.

ihadachancesincei’vebeenhere--it’sbeenaveryrapidvisit,andit’sbeen14-hourdays,butveryuseful--ihadachancetotalkwithvicepresidentli,andiwillspendseveralhours--andispentiguessalmostfourandahalfhourswithpresidentxi.andi’mhonoredthathewouldgivemethetimetogointosuchdetail,bothinaprivatebilatwithhimaswellasanexpanded,aswellasalovelydinnerhehostedformeandafewofmycolleagues.later,i’llbemeetingwithpremierli.

andiwanttotalktoyouaboutmuchofwhat--someofwhati’vetalkedtoallofthemaboutandwhatibelievetobearenextstepsintheu.s.-chinarelationship.

we’retryingtobuildanewkindofrelationshipbetweenmajorpowers,onethat’sdifferent,onethatisdefinedbyconstructivecooperation,healthycompetition,andasharedrespectforanagreeduponnewsetofrulesoftheroadandinternationalnormsforthe21stcentury.

afterworldii,ourgrandfathersandfathersandmothersputinplaceastructurethataccommodatedtheeconomicchangethattookplaceintheworldandsetupanewsetofrulesoftheroadfortheremainderofthe20thcentury.we’reinadifferentplacenow.youallknowitbetterthanido.weusethephraseincolloquialconversationinallourcountriesthatit’saglobaleconomy.butit’strulyaglobaleconomy--aglobaleconomy.

mycolleaguesalwayskidmeaboutquotingirishpoetsallthetime.theythinkidoitbecausei’mirish.idoitbecausethey’rethebestpoets.(laughter.)andwilliambutleryeatswroteapoemcalledeastersunday1916,aboutthefirstrisinginirelandinthe20thcentury.andhehadalineinitthatbetterdescribes,iwouldargue,thepacificbasinintheyear2023thanitdidinhisirelandin1916.hesaid,allischanged,changedutterly,aterriblebeautyhasbeenborn.

we’reatamoment,awindow,astheysay,ofopportunity.howlongitwillremainopenremainstobeseen--wherewecanpotentiallyestablishasetofrulesoftheroadthatprovideformutualbenefitandgrowthofbothourcountriesandtheregion,thatsetdownsortofthetracksforprogressinthe21stcentury.ithinkitisthatprofound.ithinkthat’stheplace,that’stheinflectionpointweareatinourrelationshipnow--notonlywithchinabuttheentireregion.

andsotheonlypathtorealizingthisvisionforthefutureisthroughtangible,practicalcooperationandmanagingourdifferenceseffectively.we’venottriedthisbefore.we’venottriedthisbefore.thisisgoingtobedifficult.butifwegetitright,theoutcomeforourchildrenandgrandchildrencanbeprofound--profoundlypositive.

buttomovethisrelationshipforward,thereisnosubstitutefordirectandpersonalengagementbetweenleaders.presidentxipointedouttome,becauseihadanopportunitywhenhewasvicepresidenttospendsomeconsiderabletimewithhimattherequestofpresidenthuandthen--andpresidentobama.hemadeindirectreferenceto--therewasafamousamericanpoliticiannamedtipo’neill,whoiadmiredagreatdealandwassortofamentorwheniwasayoung29-year-oldsenatorcomingintocongress.andhe’sfamousforhavingsaidallpoliticsislocal.well,ibelieveallpoliticsispersonal,includinginternationalpolitics.

personalrelationshipsaretheonlyvehiclebywhichyoubuildtrust.itdoesn’tmeanyouagree,buttrusttoknowthatthemanorwomanontheothersideofthetableistellingyoupreciselywhattheymean,evenifyoudon’twanttohearit.that’swhypresidentobamaaskedmetomakethisvisit,andthat’swhypresidentxiandispentsomuchtimetogetheryesterdaydiscussingingreatdetailawholerangeofissueswefacetogetherthataredifficultforbothofustonavigateinourownpoliticalsystem.

thesewereverycandidconversations.iknowitshocksyoutothinkiwouldbecandid.iknowthat’sashockingassertion.noonehasdoubtedthatimeanexactlywhatisay.theproblemisisometimestendtosayallthatimean.(laughter.)butbecauseourrelationshipissocomplex,gettingitrightisn’tgoingtobeeasy,andit’sgoingtorequiredirectstraightforwardnesswithoneanotheraboutourinterests,ourconcernsand,quitefrankly,ourexpectations.andthatwasthenatureofthediscussionyesterday.

letmestartwitheconomics,notbecausethisisabusinessaudience,butbecauseultimatelywhatmattersmostonbothsidesisourabilitytodeliverbetterforourpeoplewithoutitbeingviewedasazero-sumgame.ihavesaidsinceimetwithdengxiaopingasayoungsenator,withveryseniorsenators,thatchina’seconomicgrowthisverymuchintheinterestoftheunitedstatesofamerica--verymuchinourinterest.inmymeetingswithpresidentxi,heandispentagooddealofourtimediscussingtheoutcomesofchina’sthirdplenum.china’sleadershavestatedtheirambitiontomovechinatowardasystemwherethemarketplaysadecisiverole.thatisavery,verybigorderthatwillrequireonthepartof--andi’mconfidenthepossessesit--theleadershipofthiscountryandthepresident.

but,infact,manyofthereformschina’sleadersareproposingactuallymatchtheprioritieswehaveraisedwithchinaovertheyears.levelingtheplayingfieldforprivateandforeign-ownedcompanies--it’sgoingtobeadifficult,tectingintellectualpropertyandtradesecrets,whichisessential.it’snotasurprisethatanumberofamericancompaniesarecominghomeintheirmanufacturing.why?well,wehaveveryproductiveworkers,ellectualpropertyisprotected.itmatters.andithinkit’sbecomingapparenttoourcompetitorsaroundtheworldthatitmattersfortheirowneconomicgrowth.openingservicesectorstoprivateandforeigninvestmentandmovingtomarket--toamarket-demandexchangerate.

thesearewelcomesteps,buttheywillbedifficultsteps,andthere’snoneedtowaittill2023.again,thechineseleadershipinprivatehasbeenverycandidwithmeaboutthedifficulty,butthedeterminationtheyhavetomeetthis,byanystandard,veryambitiousgoal.ofcourse,whatmattersmostattheendofthedaywillbeimplementation.there’sanoldsaxonexpression--theproofofthepuddingisintheeating.theproofofthepuddingisintheeating.butihavenodoubtthatpresidentxiandhisleadershipandhisprimaryadvisorsintendon,meanto,arecommittedtomakingthethirdplenumareality.butitisgoingtorequiresubstantialcommitmentandfollow-through.

reformanywhereischallenging.therearealwaysintenseinterests.iknowyouallaresohappyaboutourviewsonwallstreetreform--noteasy,butaminor--aminor--changecomparedtowhatthechineseleadershiphastakenon.butthemorechinadeliversonitsproposedreformsthestrongourbilateraltradeandinvestmentrelationshipwillbe.

andthere’salotofworktodo,andiknowthatmanyofyouhaveconcernsthatneedtobedealtwithintheprocess.thereareanumberofareaswhere,inthenexttwoyears,wecanandshouldmakeprogressimmediately.wehaveanopportunitytoimproveintellectualpropertyprotection,resolveoutstandingtradedisputesthatareholdingusback.wehaveanopportunitytosignificantlyexpandourcooperationonenergyandclimatechange--wherewehaveoverwhelminglymutualinterest.helpingchinaachievenewvehicleemissionstandardsandenergy-transparentgoalsisthatwecommittedtothisweek.

implementingouragreementonhfcs--wehaveanopportunitytoprotectthehealthandwell-beingofourpeoplebyincreasingthesafetyoffoodanddrugs.andtodaywe’veagreedonincreaseofthenumberofu.s.inspectorswhoareoperatinginchina.

wehaveanopportunityinthemonthsaheadtomakesignificantprogressinnegotiatingabid,abilateralinvestmenttreatyandmuchmore.
