Ladiesandgentlemen,justnowI‘veheldofficialtalkswithPresidentCliton.Thetwosideshaveheldanextensiveandin-depthexchangeofviewsonChina-U.S.relationsandthemajorinternationalandregionalissues.Thetalkswerepositive,constructive,andproductive.ThesuccessfulexchangeofvisitsbetweenthetwoheadsofstatesofChinaandtheUnitedStatesmarksanewstageofgrowthofChina-U.S.relations.ThisnotonlyservesthecommoninterestsofChinaandtheUnitedStates,butalsowillbeofimportantsignificancetopromotingpeace,stability,andprosperityintheAsiaPacificandtheworldatlarge.

和平与进展是当今时代的主题，在新的历史条件下，中美两国的共同利益不是削减了，而是加强了。两国合作的根底不是减弱了，而是加强了。

Peaceanddevelopmentarethemainthemeofcontemporarytimes.Inthenewhistoricalconditions,thecommoninterestsofChinaandtheUnitedStatesareincreasing,notdecreasing.Thefoundationforcooperationbetweenthetwocountriesisreinforcing,notweakening.

双方都认为，中美两国作为联合国安理睬常任理事国应当连续共同努力，促进世界和亚太地区的和平与安全，缓和和消退各种紧急局势，防止大规模杀伤性武器的集中，加强爱护环境，打击国际犯罪、毒品走私和国际恐惧活动。我们双方都统一进一步加强两国在重大国际问题上的对话和合作。中美关系正在改善和进展，双方在很多领域理的合作取得了重要的进展。我和克林顿总统打算，中美不把各自掌握下的战略核武器瞄准对方，这向全世界说明，中美两国是合作伙伴，而不是对手。我再次重申，中国从拥有核武器起，就在任何状况下，都不首先使用核武器。

BothsidesbelievethatChinaandtheUnitedStates,asthepermanentmembersoftheU.N.SecurityCouncil,shouldcontinuetoworktogethertopromotepeaceandsecurityintheworldandtheAsiaPacificinparticular,toeaseandeliminateallkindsoftensionsandtopreventtheproliferationofweaponsofmassdestruction,tostrengthentheeffortsinprotectingtheenvironment,combatinginternationalcrime,drugtrafficking,andinternationalterrorism.Ourtwosideshaveagreedtofurtherstepupcooperationandthedialoguebetweenthetwosidesinmanyareashasmadeimportantprogress.PresidentClintonandIhavedecidedthatChinaandtheUnitedStateswillnottargetthestrategicnuclearweaponsundertheirrespectivecontrolateachother.ThisdemonstratestotheentireworldthatChinaandtheUnitedStatesarepartners,notadversaries.IherebywishtoreiteratethatsincetheveryfirstdaywhenChinacameintopossessionofnuclearweapons,Chinahasundertakennottobethefirsttousenuclearweaponsunderanycircumstances.

PresidentClintonandIhavereachedabroadrangeofagreementsandconsensusonfurtherincreasingexchangesincooperationbetweenChinaandtheUnitedStatesinallareasinourbilateralrelations.WehaveagreedtotakepositivestepstopromotethegrowthofthemutuallybeneficialeconomiccooperationandtradebetweenChinaandtheUnitedStatesandtoexpandtheexchangesandthecooperationbetweenthetwocountriesintheenergy,environment,scientific,educational,cultural,health,legal,andthemilitaryfields.WehavealsoagreedtoenhancetheconsultationsandthecooperationbetweenChinaandtheUnitedStatesontheissuesofdisarmament,armscontrol,andnon-proliferation.AndwehaveissuedjointstatementsontheBWCprotocolonthequestionoftheantipersonnellandminesandthatoftheSouthAsia.

台湾问题是中美关系中最主要、最敏感的核心问题。我们盼望美方遵守中美双方三个联合公报和中美联合生命的原则及有关，以促进中美关系的顺当进展。

中美关系的改善和进展来之不易，是两国政府和人民共同努力的结果，我们应当倍加珍惜。中美两国的社会制度、意识形态、价值观念和文化传统不同，在一些问题上存在不同的看法和分歧，但这不应当成为进展中美关系的障碍。世界是丰富多彩的，各国的进展道路应当由各国人民自己来选择。

TheimprovementandthegrowthofChina-U.S.relationshavenotcomebyeasily.Itistheresultoftheconcertedeffortsofthegovernmentsandpeopleofourtwocountries.Soweshouldallthemoretreasurethisgoodresult.AsChinaandtheUnitedStateshavedifferentsocialsystems,ideologies,values,andculturaltraditions,wehavesomedifferenceofviewsoncertainissues.However,theyshouldnotbecometheobstaclesinthewayofthegrowthofChina-U.S.relations.Theworldisacolorfulone.Thedevelopmentpathofthecountriesintheworldshouldbechosenbythepeopleofthecountriesconcerned.

中美双方应当从战略的高度和长远的角度来端详和处理我们两国的关系。我们应当本着相互敬重、公平互利、求同存异、进展合作的精神，推动中美关系。我信任，通过我们双方的共同努力，我们将朝着建立面对二十一世纪中美建立性战略伙伴关系的方向不断前进。
