Suchaprofounddemographicshiftcouldtakeplacewhilenoonewaswatchingbecause,officially,noonewaswatching.Federalagenciestraditionallycollectedracialdatausingaformula—oneperson,oneracesimilartothetime-honoredvotingprinciple.Thus,theCensusBureaucouldestimatethatoncensusformsnomorethantwopercentofthepopulationwouldclaimtobemultiracial.Intheabsenceofamorestraightforwardcount,noonecouldknowforsurewhatthedemographicsare.
