Section12.DISPOSAL
I. GENERALCOMMENTS
FederalregulationsdonotrequireremovalofPCBsandPCBItemsfromserviceanddisposalearlierthanwouldnormallybethecase.However,whenPCBsandPCBItems,includingsoilsanddebriscontaminatedwithPCBs,aretoberemovedfromserviceordisposedof,disposalmustbeundertakeninaccordancewithfederalandstaterequirements.
Thesectionwhichfollowsdescribes,indetail,thefederalandstateregulationswhichpertaintothedisposalofPCBcontaminatedsoilsanddebris,PCBtransformersandcapacitors,andPCBcontaminatedtransformers.Inadditiontoadescriptionofthevariousregulatoryapproveddisposalmethods,thissectionwilladdressassociatedrequirementsincludingthosepertainingtothemanifestingoftheseitems.
ItisimportanttorecognizethatdisposaloptionsmaybelimitedbytheconcentrationofPCBswhicharepresentintheitemswhicharetobedisposedof.ForthepurposesofdisposalofitemswhichhavebeencontaminatedbythereleaseofPCBsfromatransformerorcapacitor,theEPAregulationsprovidethattheconcentrationofPCBsinthematerialontowhichthePCBswerespilledisdeterminedbytheconcentrationofPCBsinthespilledoilandnotbytheconcentrationfoundinthematerialitself.Anewoption—theself-implementingplan—isnowavailableforcleanupofoldspillsanddisposalofremediationwastewhichpermitsdisposalbasedontheactualconcentrationinthematerialandnotbytheconcentrationofPCBsinthespilledoil.Theself-implementingplanrulesmustbecarefullyfollowedandarequitedetailed.Ifalargespillsiteisinneedofacleanup,thisplanmayprovidesomeeconomicbenefits.
PleaserememberthatthecooperativeisthegeneratorofPCBsandPCBItems.Thismeansthatwhenyouuseadisposalcompany,arebuilder,oratransportationcompany,evenifyoudoeverythingaccordingtolaw,iftheothercompanydoesnotdisposeofyourPCBscorrectly,youmaybeheldliableforadditionalcostsinthefuture.AnexampleofthisisRoseChemical.Therefore,itisveryimportantthatyouuseonlyreputablecompaniesfordisposalandtransportationofyourPCBwaste.Ifyouwouldlikenames,addressesandtelephonenumbersofdisposalcompanies,orlegaladviceregardingdisposal,pleasecontacttheIowaEnvironmentalGroup.
II. APPROVEDMETHODSOFDISPOSALANDDECONTAMINATIONOFVARIOUS TYPESANDCONCENTRATIONSOFMATERIALSCONTAININGPCB’S
Thefirststepindeterminingtheproperdisposalmethodtouseistodeterminethecategorytheproductfallsunder.Oncetheclassificationisdetermined,thenfollowthedisposaloptionsoutlinedbelow.
A. Mineraloildielectricfluid(50-499ppm)
MineraloildielectricfluidwithaPCBconcentration50ppmand<500ppmmaybedisposedofineitheranapprovedincineratororanapprovedhigh-efficiencyboiler.
B. AllLiquidPCB’s500ppm
LiquidPCB’scontainingaPCBconcentrationof500ppmorgreatermustbedisposedofinanapprovedincinerator.
C. OtherPCBliquids(50-499ppm)
OtherPCBliquids,fromincidentalsourcessuchasprecipitation,condensation,leachateorloadseparation,withaPCBconcentration50ppmand<500ppmcanbedisposedofinaeitheranapprovedincineratororinanapprovedchemicalwastelandfill.
Foreachoftheabovemethods,itisimportanttouseadisposalcompanywhichisreliableandfollowstheregulationsproperly.YoumaybeheldliableforproblemswhicharisefromtheimproperdisposalofPCBorPCB-contaminateditemswhichyougenerated.
D. PCBTransformers
ThisprovisionappliestoPCBtransformerswithaPCBconcentrationof500ppmorgreater.Suchitemsmustbedisposedofusingoneofthefollowingmethods:
1. Incineration;or
2. Approvedchemicalwastelandfill.
Ifthetransformeristobedisposedofinanapprovedchemicalwastelandfillitmustmeetthefollowingrequirements:
a. Thetransformermustbedrainedofallfreeflowingliquid.Theseliquidsmustbedisposedofbyincinerationonly.
b. Thetransformermustthenbefilledwithasolventandallowedtostandforatleast18hours.
Solventsmayincludekerosene,xylene,tolueneandothersolventsinwhichPCBsarereadilysoluble.
Precautionarymeasuresshouldbetakensothatthesolventflushingprocedureisconductedinaccordancewithapplicablestateandfederalsafetyregulations,suchasOSHA.
c. Thetransformermustthenbedrainedthoroughly.
Thisliquidwaste,ifitexceedslevelsofPCBswhichtriggerthedisposalrequirementsmustalsobeproperlydisposedofeitherasaPCBwasteliquidorasahazardouswaste.
d. ThePCBtransformercarcassmaynotbesoldtoascrapdealerforsalvage.Itmustbed disposedofbyincinerationorinanapprovedlandfill.
Foreachoftheabovemethods,itisimportanttouseadisposalcompanywhichisreliableandfollowstheregulationsproperly.TherearecurrentlynoapproveddisposalfacilitiesinIowa.YoumaybeheldliableforproblemswhicharisefromtheimproperdisposalofPCBorPCB-contaminateditemswhichyougenerated.
TherearecurrentlynoapproveddisposalfacilitiesinIowa.
SeeSectionIIIAforinformationregardingthepropertesting,marking,anddisposalofwastemineraloilwhichiscollectedinacommoncontainer.
E. Capacitors
Thisprovisionappliestoallcapacitorsunlessitisknownfromthelabelornameplateinformation,manufacturer’sliterature(includingdocumentedcommunicationswiththemanufacture),orchemicalanalysis,thatthecapacitordoesnotcontainPCBs.
1. PCBSmallCapacitors
"Smallcapacitor"meansacapacitorwhichcontainslessthan1.36kg(3lbs.)ofdielectricfluid.
Whentheactualweightofthedielectricfluidisunknown,thefollowingassumptionsmaybeused:
a. Totalcapacitorvolumeoflessthan1,639cubiccentimeters(100cubicinches)containslessthat1.36kg(3lbs.)ofdielectricfluid.
b. Totalcapacitorvolumeofmorethan3,278cubiccentimeters(200cubicinches)containsmorethan1.36(3lbs.)ofdielectricfluid.
c. Totalcapacitorvolumebetween1,639and3,278cubiccentimeterscontainslessthan1.36kg(3lbs.)ofdielectricfluidifthetotalweightofthecapacitorislessthan4.08kg(9lbs.).
ThesecapacitorsmaynotbedisposedofasmunicipalsolidwasteinIowa.
2. PCBLargeHighorLowVoltageCapacitor
"Largecapacitor"meansacapacitorwhichcontains1.36kg(3lbs.)ormoreofdielectricfluid.
A"lowvoltage"capacitorisonewhichoperatesbelow2,000volts.A"highvoltage"capacitorisonewhichoperatesatorabove2,000volts.Forpurposesofthissection,however,thedistinctionisnotimportant.Thissectionappliestobothhighandlowvoltagelargecapacitors.
ThisprovisionappliestolargecapacitorswhichcontainaPCBconcentrationof500ppmorgreater.
SuchcapacitorsmustbedisposedofinanEPA-approvedincinerator.
3. CapacitorswithPCBConcentrationsof50-499ppm.(PCB-Contaminated).
Suchcapacitorsmustbedisposedofusingoneofthefollowingmethods:
a. Incineration;or
b. Approvedchemicalwastelandfill.
Ifthecapacitoristobedisposedofinanapprovedchemicalwastelandfill,itmustfirstbedrained.
F. PCBHydraulicMachines
1. ThisappliesifthemachinescontainPCBsatconcentrationsof50ppmorgreater.
First,thefollowingrequirementsmustbemet:
a. Themachinesaredrainedofallfree-flowingliquid;and
b. Theliquidisproperlydisposedofbasedonitsconcentration.
Thesemachinesmaythenbedisposedofbythefollowingmethods:
a. Decontaminated(seeII-Lofthissection);
b. Statelicensedmunicipalsolidwastefacility;
c. Industrialfurnaces/scrapmetalrecoveryovenoperatingundercertainrequirements;or
d. Otherapproveddisposalfacility(e.g.approvedincineratorordechlorinationfacility).
2. MachineswhichcontainPCBsatconcentrationsof1000ppmorgreatermustbeeitherbedecontaminated(seeII-Lofthissection)orflushedpriortodisposalwithasolventcontaininglessthan50ppmPCB.Solventsmayincludekerosene,xylene,tolueneandothersolventsinwhichPCBsarereadilysoluble.Thesolventmustthenbeproperlydisposedof.
G. PCB-ContaminatedElectricalEquipment (IncludesTransformers)
ThisprovisionappliestoanyPCB-Contaminatedelectricalequipment,including,butnotlimitedto,transformers,reclosers,switches,andcircuitbreakersbutnotincludingcapacitors,thatcontain50ppmorgreaterPCB,butlessthan500ppmPCB(50-499ppm).
4. First,thefollowingrequirementsmustbemet:
a. Allfree-flowingliquidisremoved(e.g.pumped)fromtheequipment;and
b. Theliquidremovedisproperlydisposedof,asdiscussedearlier,basedonitsconcentration.
Nolongercandrainedtransformercarcassesorotherequipmentbesoldforscraporparts.This
equipmentmustbedisposedofbythefollowingmethods:
Statelicensedmunicipalsolidwastefacility1.
b. Industrialfurnaces/scrapmetalrecoveryovenoperatingundercertainrequirements;or
c. Otherapproveddisposalfacility(e.g.approvedincineratorordechlorinationfacility). Oncefree-flowingliquidsareremovedfromtheequipment,thestoragefordisposalrequirementsarenotapplicableandtheequipmentcanbestoredindefinitely.
H. OtherPCBArticles
1. ThisappliesifthePCBconcentrationis500ppmorgreater.
Disposalmaybeby:
a. Incinerator;or
b. Chemicalwastelandfillifthearticleshavebeenthoroughlydrainedandthedrainedliquid
isincinerated.
2. IfthePCBconcentrationis50-499ppm,disposalisnotfederallyregulatedifthearticleshavebeendrainedofallfreeflowingliquid.However,theliquidmustbedisposedofproperly.
I. PCBContainers
1. ThisappliesifthePCBconcentrationis500ppmorgreater.
Disposalmaybeby:
a. Incinerator;or
b. Chemicalwastelandfillifthecontainershavebeenthoroughlydrained.Theliquidmustbe
disposedofproperly.
2. ThisappliesifthePCBconcentrationislessthan500ppm.
Disposalmaybeasmunicipalsolidwasteifthecontainershavebeenthoroughlydrained.Theliquidmustbedisposedofproperly.
J. LiquidsandPCBContaminatedItems(<50ppmPCBs)
TheEPAdoesnotregulatethedisposalofwasteoil,wastedielectricoil,transformers,soilsoranyitemswhichexhibitaPCBconcentrationoflessthan50ppm.(However,forsoils,thePCBconcentrationistheconcentrationintheoilwhichwasspilledontothesoil.)ThedisposalofthesecontaminateditemsaresubjecttotheregulationsoftheIowaDepartmentofNaturalResourceswhichrequirethatdisposaltakeplaceonlyatpermittedsanitarylandfillsandthatitbeauthorized.ThePCBrulesprohibityoufromusingwasteoilthatcontainsanydetectableconcentrationofPCBsasasealant,coating,ordustcontrolagent.Youmaynotusethisoilforsuchthingsasroadoiling,generaldustcontrol,asapesticideorherbicidecarrier,orasarustpreventiveonpipes.
1. SpecialWasteAuthorization(SWA)
TheDNR’srulesprohibitanypersonfromdeliveringspecialwastestoalandfillunlessaspecialwasteauthorization(SWA)hasbeenobtainedfromthedepartment.YoumayrequestanSWAfromtheDNRbysubmittingForm46(542-3216),"RequestforSpecialWasteAuthorization".(Acopyofthisformisprovidedattheendofthischapter.)Supportingdata,includinganalyticalresults,deemednecessarybythedepartmentmustalsobeprovided.Theformistobemailedto:

2. Liquids
TheDNRwillnotauthorizethedisposaloffreeliquids.Youarerequired,therefore,totreatliquidsinsuchawayastorenderthemcapableofpassingapaintfiltertest.
3. Soils
TheDNRwillauthorizethedisposalofPCBcontaminatedsoilswhichexhibitaPCBconcentrationoflessthan50ppm.Thedisposalofthesesoilsmaynotbeallowed,however,bytheEPA,ifthecontaminationistheresultofaspillofoilwhichexceededa50ppmconcentration.
Youmustcontactbothagenciesandfollowtherequirementsofbothagencies.
K. PCBRemediationWaste(>50ppm)
Remediationwaste,whichincludessoil,gravel,sediments,sludge,man-madestructuressuchasconcreteorwood,andotherdebrisarethosematerialsthatarecontaminatedasaresultofaPCBspillofaconcentrationmorethan50ppm.
Therearenowthreeoptionsavailabletodisposeofthismaterial:aself-implementingplanoption;aperformance-basedoption;andarisk-basedoption.
1. Self-implementingplanoption
Underthisoption,remediationwastecanbedisposedofbasedontheactualconcentrationofthePCB’sonthematerial,asopposedtotheconcentrationofthesourceofthespill.Variouscleanuplevels,pre-cleanupsamplingandpost-cleanupsamplingtechniquesarerequired.ThisoptionmaybebeneficialifyouhaveasubstantialamountofmaterialtodisposeofanditappearsthattheactualPCBconcentrationmaybesignificantlylowerthanthespillsource.Ifyoufeelyouareapossiblecandidateforthisoption,contactMarkLandaat(515)244-3500.
a. Bulkremediationwaste(e.g.soil,gravel)
Bulkremediationwasteisassumedtobe50ppmunlesstestingshowsotherwise.Suchwasteatorassumedtobe50ppmshallbedisposedofinaRCRA3004or3006landfillorotherPCBapproveddisposalfacilities.Bulkremediationwasteat<50ppmshallbedisposedinamunicipalsolidwasteornon-municipal,non-hazardouswastelandfill,RCRAClandfill,oranyapprovedPCBdisposalfacility.(PCBmanifestrequirementsdonotapplytothesewastesofconcentration<50ppm.)
b. Non-poroussurfaces(metal,glass,etc.)
Suchwastecanbedisposedofon-siteusingdecontaminationmethods(seeII-Lofthissection)ifthesurfaceconcentrationisreducedto<10g/cm2forhighoccupancyareasor<100g/cm2forlowoccupancyareas.Surfaceconcentrationsof<100g/cm2canbedisposedofoff-siteinamunicipalsolidwasteornon-municipal,non-hazardouswastelandfill,certainpermittedlandfillsoranyapprovedPCBdisposalfacility.
c. Poroussurfaces
Poroussurfacesmusteitherbedecontaminated(seeII-Lofthissection)ordisposedofasbulkremediationwasteasoutlinedin(a)above.
d. Liquids
LiquidPCBremediationwasteshallbeeitherdecontaminated(seeII-Lofthissection),disposedofpursuanttoII-BorII-Cofthischapter,orobtainrisk-baseddisposalapproval.(SeeII-K(3))
e. Cleaningmaterials(non-liquid)
Non-liquidcleaningmaterials,suchasrags,protectiveequipmentandglovesmaybedisposedofinamunicipalsolidwasteornon-municipal,non-hazardouswastelandfill,specializedlandfill,oraPCBapproveddisposalfacility.
2. Performance-basedoption
AllmaterialsuponwhichPCB’shaveleakedmaybedisposedofasfollows.Thisisthepriordisposalrequirementthatremainsasanoption.Remember,itisthePCBconcentrationofthesourcethatisthedeterminativefactor,nottheactualPCBconcentration.
Suchitemsmustbedisposedofusingoneofthefollowingmethods:
a. LiquidPCBwasteaccordingtosectionIIA-Cofthischapter.
b. Non-liquidwasteinanincineratororchemicalwastelandfill.
c. DecontaminatedasoutlinedinII-Lofthissection.
3. Risk-basedoption
Inordertoutilizedthisthirdoption,youmustapplytotheEPAregionaladministratorwithanalternatedisposalplanthatshowstheplanwillnotposeanunreasonableriskofinjurytohealthyortheenvironmentandawaittheEPA’swrittendecision.
L. DECONTAMINATION
ThisnewsectionestablishesdecontaminationstandardsandproceduresforremovingPCBsfromcertainmaterials.Disposalapprovalisnotrequired.Onceanitemisdecontaminated,itcansold,usedorreused.
1. Applicabilityandmethods-Decontaminationmethodscanbeappliedtowater,organicfluids,non-poroussurfaces,concreteandcertainporoussurfaces.SomeexamplesofacceptablemethodsofremovingPCBsfromtheiteminclude:chopping,distilling,filtering,oil/waterseparation,spraying,soaking,wiping,strippingofinsulation,scrapingand/orscarification.
2. Standards-Decontaminationcanbeobtainedbyeitherameasurementstandardoraself-implementingprocedure.
Underthemeasurementstandard:
* Watermustbereducedto<200ug/Lfornon-contactuseinaclosedsystem;<3ug/Lforwaterdischargedtoanavigablesystem;or<0.5ug/Lforunrestricteduse.DuetovariousCWAregulations,contactMarkLandaifyouwishtoexercisethisoption.
* Organicliquidsmustbereducedto<2mg/kg
* Non-poroussurfacesmustbereducedto10ug/100cm2forunrestricteduseand<100ug/100cm2forsmelterdisposal.
* Concretemustbereducedto10ug/100cm2ifdecontaminationisstartedwithin72hoursoftheinitialspill.
Underthemeasurementbasedstandard,confirmatorysamplingmustbeperformedandrecordskept.
Undertheself-implementingdecontaminationstandard:
* PCBcontainersmustbetripleflushedwithasolventequaltoabout10%ofcontainer’scapacityandsolventmustcontain<50ppmofPCBs.
* Moveableequipmentmusteither:(1)swabsurfacewithsolvent,or(2)doublewash/rinse.
* Fornon-poroussurfacesincontactwithfree-flowingmineraloildielectricfluid,contacttheIowaEnvironmentalGroupforinstructions.
Forself-implementingdecontamination,keeprecordsofcompliancewiththeregulations.
3. Disposal-DecontaminationwastesandresiduesmustbedisposedofattheirexistingPCBconcentration.Solvents>50ppmmustbeincineratedordisposedofatahigh-efficiencyboiler.Solvents<50ppmcanbereused.OthercleaningmaterialsandprotectiveequipmentmustbedisposedofinaRCRAlandfillorotherdisposalfacility.
III. TESTINGPROCEDURES
ReferencestoPCBconcentrationsrelatetothelevelofconcentrationofthePCBoil,eveniftestsofothermaterialcontaminatedbytheoilshowalowerconcentration.Oilmaynotbedilutedtoavoidapplicationoftheregulations.
Chlor-N-OiltestsarenotapprovedbyEPA,andneithertheEPAnortheIDNRwillaccepttestresultsfromChlor-N-Oilkits.Youmustbringorsendoilsamplestoalaboratory,andthelabmustusegaschromatographyinordertohavetheEPAandIDNRacceptyourtestresults.
A. MineralOil
1. Dielectricfluidremovedfrommineraloildielectricfluidelectricalequipmentmaybecollectedinacommoncontainer.Otherchemicalsubstancesormixturesmaynotbeaddedtothecontainerandthecollectedoilmaynotbediluted.
Mineraloilwhichisknownorassumedtobe50ppmorgreaterPCBsmustnotbemixedwithmineraloilknownorassumedtobelessthan50ppmPCBstoreducetheconcentrationofPCBsinthecommoncontainer.
IfthePCBconcentrationofoilisunknown,theconcentrationisassumedtobeatleast50ppm.IfoiloritemswithanunknownPCBconcentrationaremixedwithotheroiloritems,theentirecontentsofthecontainerareassumedtobeatleast50ppm.ThisassumptionmaybeovercomeonlybyapprovedtestsshowingthePCBconcentrationtobelessthan50ppm.Chlor-N-OiltestsarenotapprovedbyEPA.
IfanyPCBsataconcentrationof500ppmorgreaterhavebeenaddedtothecontainerorequipment,thenthetotalcontainercontentsmustbeconsideredashavingaPCBconcentrationof500ppmorgreaterforthepurposesofdisposal.
2. Forpurposesofcomplyingwiththemarkinganddisposalrequirements,representativesamplesmaybetakenfromeitherthecommoncontainersortheindividualelectricalequipmenttodeterminethePCBconcentration.
B. WasteOil
ThefollowingproceduresmaybeusedtodeterminethePCBconcentrationofwasteoil:
1. Thewasteoilfrommorethanonesourcemaybecollectedinacommoncontainer.However,otherchemicalsubstancesormixtures,suchasnon-wasteoils,maynotbeaddedtothecontainer.
2. Forthepurposesofmarkinganddisposal,wasteoilmaybecollectedinacommoncontainer(drum).IfonlyoilwhichhasaPCBconcentrationoflessthan500ppmisadded,theoilmaybetestedanddisposedofinthemannerrequiredforoilofthePCBconcentrationdeterminedtoexistatthetimeoftesting.If,however,anywasteoilwithaPCBconcentrationof500ppmorgreaterisaddedtothecontainer,theentirecontentsofthecontaineristobedisposedofasifitwere500ppmorgreater,regardlessofitsactualconcentration.

IV. EPAIDENTIFICATIONNUMBERS
EachruralelectriccooperativewhichdisposesofPCBwasteandwhichhasapermanentstoragefordisposalareaorastoragecontainerforliquidPCBs(thiswillbeessentiallyeveryonewhoisnotPCB-free-seetheStoragesectionofthismanual)musthaveobtainedanEPAidentificationnumberbyfilingaformbyApril4,1990.ThepurposeofobtainingthisnumberistonotifytheEPAofyourPCBwastehandlingactivities.IfyoudonotyethaveanEPAidentificationnumberforyourPCBwasteactivities,pleasecallMarkLandaat(515)244-3500immediately.
Allgenerators,(unlesstheyfitwithinaverynarrowexception)transporters,disposers,andcommercialstorersofPCBwastemusthaveanEPAidentificationnumber.

B.Generators
AfterJune4,1990,generatorsmaynotprocess,store,disposeof,transport,orofferfortransportationPCBwastewithouthavinganEPAidentificationnumber.
NOTE:IfyoualreadyhaveanEPAidentificationnumberforRCRAhazardouswasteactivities,youmuststillfileEPAForm7710-53withtheEPA.YournotificationmustincludetheEPAidentificationnumberpreviouslyissuedtoyouunderRCRA.Uponreceiptofnotification,theEPAwillverifyandauthorizeyoutouseyourRCRAidentificationnumberforPCBwasteactivities.
YoumaynotofferyourPCBwastetotransporters,disposers,orcommercialstorerswhohavenotreceivedanEPAidentificationnumber.
V. MANIFESTS
ManifestingisrequiredwhenPCBorPCB-contaminatedmaterialleavesyourcontrol,aswhenyougivethematerialtoatransporterfordisposal.Manifestingisnotrequiredwhenyoutransportthematerialswithinyourownoperation.However,ifyouuseyourowntruckstotransportthePCBwastetoacommercialstorerordisposalcompany,youmustmanifestthewaste.
TheserequirementsapplytoPCBwasteswithPCBconcentrationsof50ppmorgreaterandwasteswhichexhibitaconcentrationoflessthan50ppmbecauseofdilution.Anexampleofsuchawasteisspillcleanupmaterialwhichcontainslessthan50ppmPCB’sbutwhichresultsfromthespillingofPCBoilwhichexceeds50ppm.
Thegeneratorisrequiredtopreparethemanifest.
A. TheManifest(EPAForm8700-22)
Themanifestmustspecify:
Thename,address,andEPAidentificationnumberforeachEPAapprovedoff-sitecommercial
storagefacility,transporter,ordisposalfacilitydesignatedbythegenerator.Thegenerator’sname,addressandEPAidentificationnumber.
2. Foreachbulkloadofwastes:
a. TheidentityofthePCBwaste,
b. Theearliestdateofremovalfromservicefordisposal,and
c. TheweightinkilogramsofthePCBwaste.
3. ForeachPCBarticlecontainerorPCBcontainer:
a. Theuniqueidentifyingnumber,
b. ThetypeofPCBwaste(ie,soil,debris,smallcapacitor),
c. Theearliestdateofremovalfromservicefordisposal,and
d. TheweightinkilogramsofthePCBwaste.
4. ForeachPCBarticlenotinaPCBcontainerorPCBarticlecontainer:
a. Theserialnumberifavailable,orotheridentificationifthereisnoserialnumber,
b. Thedateofremovalfromservicefordisposal,and
c. TheweightinkilogramsofthePCBwasteineachPCBarticle.
AttachedisacopyoftheEPAmanifest.
SomestateshavetheirownmanifestswhicharerequiredwhenPCBmaterialissentto,orsometimeseventhrough,thatstate(ie,Missouri).Iowadoesnothaveitsownmanifestformsothefederalmanifestformmustbeused.However,ifthematerialwillbeleavingIowa,itisnecessarytocheckwiththosestatesfortheirrequirements.AcopyoftheMissourimanifestisalsoattached.
B. WhichManifesttoUse
Ifthestatereceivingtheshipmentrequiresthatthereceivingstate’smanifestbeused,thenyoumustusethereceivingstate’smanifest.
Ifthereceivingstatedoesnothave,ordoesnotrequireuseof,itsownstatemanifest,buttheshippingstatedoesrequiretheuseofitsstatemanifest,thenyoumustusetheshippingstate’smanifest.
Ifboththereceivingstateandthestatefromwhichtheshipmentissentrequireuseoftheirrespectivestatemanifests,thenyoumustusethemanifestofthereceivingstate.
Ifneitherthereceivingorshippingstaterequireuseoftheirownstatemanifest,thenyoushouldusethefederalmanifest.ThePCBregulationssayinthiscase,youmayobtainthemanifestfromanysource.
C. NumberofCopiesoftheManifest
Youmustsupplyenoughcopiesofthemanifestforeachofthefollowingpartiesorpurposes:
1. Thegenerator(REC),
2. Theinitialtransporter,
3. Eachs
