HRDepartment’sDuty/人力资源部职责221Corefunctions:asacompanyhumanresourcesmanagement,selection,allocation,development,testingandtrainingcompanyforallkindsofpersonnel,developandimplementvariouspoliciesandstaffsalaries&benefitsandemployees’careerplan,mobilizetheenthusiasmofemployees,potentialemployeesexcited,responsibleforthecompany’scontinuedlong-termdevelopment.核心职能:作为公司人力资源的治理部门,选拔、配置、开发、考核和培育公司所需的各类能,对公司持续长期进展负责。2.2WorkResponsibility/工作职责·HRMS’SBuildingandmanagement/制度建设与治理ˉFormulatetheHRregulations,HRprocedure,andthenimplement,monitorit.制订公司人事治理制度,工作流程,贯彻、监视制度和流程的落实。ˉMakethecompany’sannualpersonneldemandplan。编制公司年度人员需求打算、及年度人员编制打算;ˉResearchthepaylevelregularly,providereferencefordecision-making.定期进展市场薪酬水平调研,供给决策参考依据;ˉHelpemployeestodoagoodjobincareerplan。指导、帮助员工做好职业生涯规划。·Humanresourcemanagement/人事治理ˉFormulatethejobresponsibilitisandspencifications。制订公司部门和人员岗位职责;ˉ Recruitment/聘请3.1RecruitmentObjective/聘请目标Toensurethequalityoftherecruitment,selecttheexcellentpersonnelforthecompany。通过系统化的聘请治理保证公司聘请工作的质量,为公司选拔出合格、优秀的人才.3。2RecruitmentProcess/人员聘请程序·RectuitmentApplication/申请ˉHRanizetherecruitmentaccordingwiththeyearrecruitmentplan。人力资源部依据年度编制打算统一组织聘请。ˉIfthepersonneldemardisoutoftheplan,recruitmentwillbeafterGM’sapprovement。Thejobresponsibilitiesandqualificationsshouldbeprovidedwhenthepositionisnew。打算外的聘请需求,需经总经理核准后进展,增岗位,需供给岗位说明书及任职资格说明。·RecruitmentCost/费用Toachieve the year recruitment plan,we should pay the cost in recruitmentprogramme.HRdept.shouldmakethebudgetaccordingwiththecostinlastyears。聘请源部应依据年度或专项聘请打算,比照以往实际费用支出状况,拟订合理的聘请费用预算经总经理办公室及财务部审核后在年度聘请费用预算内申请聘请费用.·Recruitmentcycle/聘请周期HRdept。shouldfinishtherecuritmentduringstatedtimeafterreceivingthesheetofpersonneldemand。聘请周期指从人力资源部收到《人员需求表》起,到拟来人员确认到岗的周期。ˉWorkersinworkshop:during7workdays.车间操作工:7个工作日内完成;ˉGeneralstaff:during10workdays。办公室一般员工:10个工作日内完成ˉTechnologyengineer&Supervisor:during15workdays.工程师及主管人员:15个工作日内完成;ˉImportantpositionandManager:during22workdays。重要岗位人员及经理级人员:22个工作日内完成。·RecruitmentChannel/聘请渠道Therearefourmainrecruitmentchannel:onlinerecruitment,takingintheexchangeoftalents,newspaperads,recommendationfromstallinternal.聘请渠道主要有四种:网上聘请、参与人才沟通会、登载报纸广告、内部员工推举.·ApprovalAuthority/人员录用审批权限ˉSupervisororabove,importantpositionsshouldbeapprovedbyGM。主管级以上人员、以及重要岗位人员的录用由总经理审批;ˉOthersshouldbeapprovedbytherelatedmanager.其他人员由部门经理及人力资源部审批;ChapterFour NewStaff”sHiring/员工录用4。1Objective/目的Introducesmoothlynewstaffintothecorporatecultureandthejob。将员工顺当导入工作岗位和文化气氛之中.Reportingprocedures/报到手续·Documentsshouldbeprovide/入职时员工需供给的证件:ˉIDcardacademiccertificatesotherqualificationcertificatescopies,andtwopiecesofphotocurrentlyshouldbeprovidedatthattime。各项有效证件的复印件〔身份证、学历证、其他资格证等)并四周照两张;ˉHealthcertificatesissuredbythelocalhospital〔validfor3months).区级以上医院出具的安康证明〔三个月内有效;ˉDimissioncertificationfromtheoriginalcompany〔graduatesshouldprovide“onrecommendation”and“reportcardoriginal〕原工作单位的离职证明(应届毕业生应供给“推举书”及“成绩单“原件);Entryprocedures/入职手续办理:·HRdeptshouldcheckthedocumentstruly.IfthedocumentsmissingthestaffcanenterfirstafterHRmanger’sapprovement,andthemissingdocumentsshouldbeprovidewithinaweektime。Failedprovidingorprovidingfalsedocumentswillberefused。人力资源部需检查证件的真实性,证件齐全者,按正常程序办理手续;证件不齐者,由人力资源部经理确认后先办理入职手续,并要求员工一周内补齐证件后再来报到,一周内未能补齐者或供给假证件者,一律按劝退处理;·HRdept.transactsfortheeligibilitypersonnelasthefollowingprocedures:人力资源部为合格人员办理办理如下手续:ˉHRvidethe ·SetthenetresourceafterreceivingtheinformationfromHRdept。为员工配置网络资源·Takethe<Newemployeemonthlyupdaterecord>fromHRdept.在人力资源部领取《员工月度跟进记录》·Confirmjobresponsibility,trainingcontentandteststandardwithHRdept.具体考核标准及培训内容·Checkthedocuments.检查员工各种证件及照片是否齐备·Provide〈ThefirstdayinAL-KO>给员工发放《在爱科的第一天》·Introducethebasedinformationofcompany,regulations,functionsofeachdept。andsoon制度及试用期内心态定位·Provide〈EmployeeHandbook〉,attendancecard发放员工手册、考勤卡·Leadtotheoffice,introducethenewstaffimformationstoothers.,向各部门介绍员工根本状况·Checkthemattersaccordingtothelist.公设备是否齐备·Signthelaborcontracts.签订劳动合同·Introduceworkmatesindept。部门人员介绍·Introduce dept。 functions and stations。介绍本部门工作内容及目前工作状况,与相关部门之间的工作联系·Jobresponsibilityandtherequirement.员工工作内容说明及岗位要求·Sign the 〈New employee monthly updaterecord>签订《试用期员工工作跟进记录》

dept。will inform and placard the name list when the candidates whosuccessfullypassedreview.56WhenthecandidatesneedtodotheperformanceaheadofschedulethemanagershallnotifyHRdept.inwrittenpaper。呈人力资源部报批。ChapterSix ResignorDimission/离职7。1 Tostandardizethe demission procedure and facilitate the continuity of improvingthelevelofmanagement.为了标准公司离职程序,以利于工作的连续性,提高公司的治理水平.7。2ResignorDimissionProcedure/离职程序·Employeeapplyforresign/员工辞职:ˉIfemployeeresifnedduringprobationperiod,he/sheshouldsendinapplicationform7daysahead。试用期员工需提前七天提出申请;ˉGeneralOfficialemployeeshouldsubmitapplicationsheet30daysaheadifhe/sheintendtoResign。合同期员工,30天提出申请;ˉTheimportantpositionpersonnelandmanagersorabove,shouldsubmitapplicationsheet90daysaheadifhe/sheintendtoresign.90天提出申请;ˉTheemployeeonlyallowedtoleavebeforeGM’sapprovalandfinishallleaveformalities,orcompanyreservesrightstoretailit”ssalarytillallhandoverfinishedEmployeefailedtonotifycompanyinadvanceand causedlossshouldbearallgeneratedconsequences.Companywillnotcompensatethosepeoplewhopuforwardresignationbyhimselfduringcontractserviceperiod。工资做为赔偿金.,公司有权追究法律责任。ˉIftheemployeeleavewithoutanyapproval,therelateddept.shouldnotifyHRdept.andfinancedeptforpreparing。,用人单位应马上通知人力资源部及财务部实行必要的措施。·Dimission/辞退:ˉWhenthecandidate’squalificationcannotachievetherequirementofcompanyduringtheprobationperiod,he/shewillberefusedatanytimeandwithoutanycompensate.试用期内员工工作力量不能到达公司要求的,公司可做出辞退处理,且无须任何赔偿;ˉWhentheofficialemployeeoffendthelawsorregulations,he/shewillberefusedwithoutanycompensate。员工违反国家法律、法规,公司可随时提出辞退要求,且不予任何补偿.ˉDismissalactionsprovidedinemployeehandbook.符合公司《员工手册》中规定可辞退的行为;·Leaveformalities/离职手续ˉBeforeleave,companycanarrangeHRmanager,orhigh—levelmanagementpeopletohaveaconversationwithhim/herfortheirpurposesofleave.员工意见.ˉWhencontractendsorterminatesemployeeshouldfinishallleaveformalitiesOrcompanyreservesrightstoretailitssalary.员工因任何缘由离开公司,均需按要求办理离职手续;手续未完者,扣发未领工资。ˉFinishworkhandover,finishleaveformalitiedaccordingtotherelatedrequirements。员工离职前需完成工作交接,按离职程序要求办理离职手续。ˉReturnallcompanyfiles,workingclothes,handbookandotherpublicthings.归还公司相关资料、工作服、文件、办公用品、员工手册等公物;ˉReimburse/returncashinadvance,bearallrelatedexpensesgeneratedduringcontractserviceperiod。Ifsignedotheragreementswithcompany,he/sheshouldalsoobeyalltermsinagreements。归还公司欠款,以及在合同内商定的有关费用,如与公司签订有其他合同,按其他合同的商定办理;ˉReturncompanydormitoryandpublicthingsthere,andderegisterrelatedformalities.住宿者退还公司宿舍及房间内公物,并到行政部办理退宿手续;ˉTherewillbeanauditbeforeemployeeleave,ifhe/sheisintheimportantposition。重要岗位人员离职,公司将安排离职审计;ˉWhoattendedoverseastrainingwithcostsbearedbycompany,shouldworkforcompanyatleast2yearsPleasefindtrainingagreementfordetails.公司出资安排员工出国培训,则该员工至少为公司效劳两年,具体请见培训协议规定。ˉEmploeewhoresignedordismissed,shouldleavecompanyimmediatelyafterfinishallhandoverformalities.辞退或开除之员工必需在办完手续后马上离开本公司.7。3ApprovalAuthority/审批权限·Supervisororabove,importantpositionsshouldbeapprovedbyGM.主管级以上人员、以及重要岗位人员由总经理审批;·Othersshouldbeapprovedbytherelatedmanager。其他人员由部门经理及人力资源部审批;ChapterEight Salary&Welfare/薪资与福利8.1SalaryPolicy/薪资政策·Keepthesalarycompetitiveintheindustryandmarket。保持公司的薪酬在市场及行业中有较大的竞争力。·Promotemployeetodoacareerplanningdirectlyandactively.鼓励公司员工的乐观性,规划其进展方向,明确目标。8。2SalaryFrame/薪资构造:·Salaryisincludingmonthlypaymentandthe13thmonthpayment.员工的薪资由月薪及年终双薪构成。·Monthlypaymentincludingbasicaslary,positionsalary,anditispaidthroughbanktransfermonthly工资包括:根本工资和岗位工资等,每月以银行转帐方式支付。·Theeighthofeachmonthissalarypayday,whichwillbepostponedwhenmeetingholidays/weekends。公司于每月的八日支付员工工资。如遇节假日或周末则顺延。·13thmonthpay年终双薪〔13月工资〕The13thmonthpaymentshallbeproratedonthemonthsofattendanceoftheemployeeThe13thmonthpaymentshallbeproratedaccordingunforeseenabsenceandsinglesickleavedaysaccordingfollowingtable。Thetablecanbuadjustedyearlybytheboardofdirectors.13月的工资将依据员工实际出勤月数计算.13月的工资将依据下表中事假以及病家的天数总和进展扣除计算,董事会可对此表数据进展年度调整。DaysoffworkUpto2
