Theadvisorsalsosuggestedindustrialrestructuringforlocaleconomiestoprotectreservoirwaterandsurroundingecology,thatdischargeofpollutantsbecappedandagriculturalpollutiontreated. Lastyear,theCPPCCconductedfieldworkatthereservoir. TheDanjiangkoureservoir,thewatersourceofChina'smegasouth-to-northwaterdiversionproject,isexpectedtosupplywaterthroughcanalsandpipelinestotheparchednorthernregions,includingBeijingandTianjin,startingmid2014. Theinlandpoverty-strickencity,however,facesfundshortagesinfightingpollutioninfiveriversthatflowintotheDanjiangkoureservoirashalfoflocalsewagewaterisdischargeduntreated. Thewaterqualityinoneofthefiveriversislabeled"gradeIV,"whichmeans"industrialuseonly,"andthatintheotherfouristheworse"gradeV,"meaning"agriculturaluseonly." Thewaterinallthefiveriversneedstomeet"gradeIII"by2015,accordingtoawaterpollutioncontrolplanissuedbytheStateCouncil,orChina'scabinet. "Thetargetisveryunlikelytobemetasmanypollutioncontrolprojectslagbehindscheduleduetoafundshortage,"saidChengJiagang,vicemayorofShiyan. Thelocalgovernmentfacesafundgapof3billionyuan($486million)inbuildingsewagepipesandecologicalrestorationfacilities,andexpandingsewagetreatmentcapacitytocleanuptheriversandmeetthetarget,theofficialexplained. Duetothelackofapropersewagesystem,thereare1.3milliontonsofwastewaterdirectlydischargedintothefiveriversperday,Chengsaid,addingthatthecityneedstobuildanother1,106kmofsewagepipelinestocollectallwastewater. ZuoHui,aseniorengineerwiththeShiyanenvironmentalprotectionbureau,saiddomesticwastewaterfrommanyresidentialneighborhoodswasdischargedintoriversuntreated. Theproblem,ifunsolvedinthecomingyear,couldposeathreattothequalityofwaterintheDanjiangkoureservoir,theengineerwarned. "Thetaskisarduousandurgent,"saidZhouJi,theCommunistPartychiefofShiyan."Wehopethegeneralpublic,particularlythebeneficiariesinthenorthernareas,willtakenoteofourchallenges." Inabidtoensurecleanwater,Shiyanhasshutdown329factoriesinrecentyears,whichresultedinadeclineinfiscalrevenuesby800millionyuanperyear. Meanwhile,ithasincreasedannualspendingonenvironmentalprotectionto1.5billionyuan.Buttherelativelyunder-developedcityfindsitimpossibletobearallthecost.
