摘要:随着城市化的进步,城市建设规模逐渐扩大,人口数量大量增加,城市排水难以满足城市化的需求。同时,全球气候变化日益严峻,极端天气频繁发生。例如强降雨导致的洪水往往给城市带来沉重的损失。因此,对城市排水系统的完善和改造迫在眉睫。本文结合国内外有关城市雨水系统的控制和治理方案,对新型城市雨水系统进行了探讨,通过仿真实验和实际工程应用的形式,研究了极端天气下雨水系统改造措施对雨洪的控制效果。本文通过对2010年9月9日发生在中国合肥市伏波山路甲段一次暴雨灾害的调查,抽象出城市雨水系统改造的意义和迫切性,并探讨了目前城市雨水系统的缺陷和不足。基于不同城市雨水系统改造措施的实际效果,本文提出了一些行之有效的城市雨水系统改造方案,并靠实验和模拟验证了这些方案的可行性和有效性。研究表明,利用新型城市雨水系统和改造措施,可以有效地控制和减少极端天气下的雨洪灾害,达到城市治理、环境保护和健康发展的目的。

Introduction

Withtheadvancementofurbanization,thescaleofurbanconstructionisgraduallyexpanding,andthepopulationisincreasingrapidly.Urbandrainageisbecomingmoredifficulttomeettheneedsofurbanization.Atthesametime,theglobalclimatechangeisbecomingmoresevere,andextremeweatherisoccurringfrequently.Forexample,heavyrainfalloftencausesfloods,whichbringheavylossestothecity.Therefore,itisurgenttoimproveandreconstructurbandrainagesystems.Thispaper,combinedwiththecontrolandtreatmentschemesofurbanrainwatersystemsathomeandabroad,discussesthenewtypeofurbanrainwatersystem,andconductedresearchonthecontroleffectofrainwatersystemreconstructionmeasuresonrainfloodingunderextremeweatherbysimulationexperimentsandactualengineeringapplications.

Methodology

Inthispaper,thesignificanceandurgencyofurbanrainwatersystemreconstructionwereabstractedfromtheinvestigationofaheavyraindisasteroccurredonSeptember9,2010,atthesectionofFuboshanRoadinHefei,China.Thecurrentdeficienciesandshortcomingsofurbanrainwatersystemswerediscussed.Basedontheactualeffectsofdifferenturbanrainwatersystemrenovationmeasures,someeffectiveurbanrainwatersystemreconstructionschemeswereproposed.Thefeasibilityandeffectivenessoftheseschemeswereverifiedbyexperimentsandsimulations.

Results

Theresearchresultsshowedthattheuseofnewurbanrainwatersystemsandreconstructionmeasurescaneffectivelycontrolandreducerainfloodingdisastersunderextremeweatherconditions,andachievethepurposeofurbangovernance,environmentalprotection,andhealthydevelopment.Thereconstructionmeasuresincludetheconstructionofcomprehensiverainwaterharvestingandutilizationsystems,thecreationandrestorationofurbanwaterloggingspace,theconstructionofecologicalrainwatersystems,andtheuseofpermeablepavement.

Conclusion

Inconclusion,urbanizationhasbroughtgreatchallengestourbandrainage,andextremeweatherhasincreasedthedifficultyofurbandrainage.However,withthecontinuousadvancementofscienceandtechnology,urbanrainwatersystemsareconstantlyimprovingandbeingreconstructed.Thispaperprovidessomeeffectiveurbanrainwatersystemreconstructionmeasurestohelpachievethepurposeofurbangovernance,environmentalprotection,andhealthydevelopmentInadditiontothemeasuresmentionedabove,therearealsosomeothereffectivemethodstoimproveurbandrainage.Oneofthemisgreeninfrastructure.Greeninfrastructurereferstousingnaturalsystemssuchasvegetation,soil,andengineeredsystemslikepermeablepavementtomanagestormwater.Comparedtotraditionalgreyinfrastructure,greeninfrastructureprovidesmultiplebenefits,includingreducingurbanheatislandeffects,improvingairquality,enhancingurbanbiodiversity,andenhancingthevisualandaestheticvalueoftheurbanenvironment.Moreover,greeninfrastructureplaysasignificantroleinadaptingtoclimatechangebyreducingthefrequencyandintensityofurbanfloodingandoverflows.

Anothereffectivemethodispublicparticipation.Urbangovernanceisnotsolelytheresponsibilityofthegovernmentbutneedstheparticipationofthepublicaswell.Publicparticipationcanhelptoraiseawarenessofenvironmentalprotectionandpromotepeople'sactiveinvolvementinimprovingurbandrainage.Forexample,thegovernmentcouldlaunchapubliceducationcampaigntoencouragecitizenstoadoptwater-savingmeasures,maintainandcleanupdrainagesystemsandreduceorpreventlittering.Publicparticipationcanalsohelptomonitorthequalityofurbandrainageandprovidefeedbacktothegovernment.

Inconclusion,thechallengesofurbandrainageinthefaceofurbanizationandextremeweatheraremanifold,butwecanovercomethembycontinuouslyimprovingurbanrainwatersystemsandadoptingeffectivemeasures.Greeninfrastructureandpublicparticipationaretwoeffectivemethodsthatcouldcontributetosolvingtheproblemofurbandrainage.Throughthejointeffortsofthegovernment,thepublic,andscientificresearchers,wecanachievethegoalofsustainableurbandevelopment,environmentalprotection,andhealthylivingOneofthemosteffectivemethodsinsolvingtheproblemofurbandrainageistheuseofgreeninfrastructure.Greeninfrastructureinvolvestheuseofnaturalsystemsandprocesses,suchastrees,plants,andsoils,toreduceandmanagestormwaterrunoff.Greenroofs,raingardens,andwetlandsareexamplesofgreeninfrastructurethatcanabsorb,filter,andholdstormwater,therebyreducingtheburdenontraditionaldrainagesystems.

Greeninfrastructurenotonlyhelpstoreducetheriskofurbanfloodingbutalsooffersmanyotherbenefits.Treesandgreenspacescanimproveairquality,reduceheatislandeffects,andenhancethequalityoflifeinurbanareas.Inaddition,greeninfrastructureisoftenlessexpensivetoinstallandmaintaincomparedtotraditionalgrayinfrastructure,suchasconcretepipesandculverts.

However,thesuccessofgreeninfrastructureinreducingurbandrainageproblemsdependsonpublicparticipation.Thismeansthatcitizensneedtobeawareoftheimportanceofgreeninfrastructureandbewillingtoparticipateinitsinstallationandmaintenance.Publicparticipationcanincludeactivitiessuchascommunitygardening,treeplanting,andrainbarrelinstallation.

Furthermore,publicparticipationcanalsoincludeeducationandoutreachprogramstoinformcitizensabouttheimportanceofgreeninfrastructureandhowitworks.Theseprogramscanbeconductedthroughvariouschannels,suchassocialmedia,publicforums,andeducationalinstitutions.

Lastly,scientificresearchplaysacrucialroleinimprovingurbanrainwatersystems.Studiesontheeffectivenessofgreeninfrastructure,developmentofnewtechnologies,andadaptationtoextremeweathereventscanhelptoimprovethedrainagesystemsinurbanareas.

Inconclusion,theproblemofurbandrainageisacomplexissuethatrequiresjointeffortsfromthegovernment,thepublic,andscientificresearchers.Greeninfrastructureandpublicparticipationaretwovitalcomponentsthatcouldcontributetosolvingtheproblem.Bycontinuouslyimprovingurbanrainwatersystemsandadoptingeffectivemeasures,wecanachievethegoalofsustainableurbandevelopment,environmentalprotection,andhealthylivingFurthermore,addressingurbandrainageissuesrequiresaholisticapproachthattakesintoconsiderationvariousaspectssuchasurbanplanning,landusemanagement,andwatermanagement.Forinstance,urbanplannersshouldconsiderthetopographyandlandusewhendesigningadrainagesystem.Theyshouldalsoprioritizethepreservationofnaturaldrainagesystemssuchasrivers,streams,andwetlands.

Inaddition,effectivecommunicationandawarenesscampaignsarecrucialforgettingthepublicinvolvedinmanagingurbandrainageissues.Peopleshouldbeeducatedabouttheimpactoftheiractivitiesontheenvironmentandtheneedforsustainablepracticessuchasgreengardening,rainwaterharvesting,andminimizingtheuseofplasticbags.

Moreover,scientificresearchandtechnologycanplayasignificantroleinimprovingurbandrainagesystems.Researcherscandevelopinnovativesolutionstomanagestormwaterrunoff,suchaspermeablepavements,greenroofs,andbioswales.Thesesolutionscanhelpreducethevolumeofrunoff,filterpollutants,andincreaseinfiltration.

Finally,thereisaneedforeffectiveregulationandenforcementmeasurestoensurecomplianceandholdpollutersaccountable.Enforcementagenciesshouldmonitorandenforceenvironmentallawsandregulations,andimposepenaltiesfornon-compliance.
