Since1997,thepercentageofelementaryandmiddleschoolsthatofferforeignlanguagecourseshasfallensignificantly,from31percentto25percentattheelementarylevelandfrom75percentto58percentatthemiddleschoollevel.However,thedeclineinelementaryschoolshasappearedprimarilyinpublicschools,whilethepercentageofprivateelementaryschoolsteachingforeignlanguageshasremainedroughlythesameat51percent.The
percentageofhighschoolsteachingforeignlanguageshasremainedatabout91percent.
Meanwhile,thenumberoflanguageimmersionschoolsdesignedtoteachasecondlanguagetoEnglish-speakingchildrenandyoungadultshasactuallyincreased.Since1962,367two-wayimmersionprograms—schoolsthatpairnativeEnglishspeakerswiththosewhospeakanothernativelanguage—havedevelopedin28states.
