thisprocedureisdevelopedtoeffectivelypreventandcontroltheoccurrenceofaccidents,ensuresafetyofallpersonnelandproperty.thisproceduredefinesthestagesofprevention,response,andrecoversofemergencyresponseprocessinaccordanceofthecompany’shazardsidentified,andreducesthedamageorimpacttoalarp.

1.范围

为有效预防和掌握事故发生，保证公司员工人身安全和设备财产不受损害，对于公司可能发生紧急状况的危急源点能够通过预先掌握、应急反应、事后处理等三个阶段有效地开展各项应急救援工作，把所发生的事故〔事项〕的损害与影响降低到最小程度，制订本规定。

2.scopeofapplication

a.workshopandconstructionareaofthecompany;

c.warehouseandsiteworkarea;

d.workingoverwater(workareathecompanyhasmanagementauthorityfor)

e.selfrescueactivitywhensignificantaccidentoremergencyoccurrednearbyendangerssafetyofourcompany.

alldepartmentandprojectteamaswellasinterestedpartieswithinthescopeofthecompanyshallfollowtherequirementsofgeneralprincipleoftheemergencyresponseplan,andactinaccordancewiththeemergencyresponseplanintheeventofanyemergency.ifthereisanyconflictbetweenthisprocedureandnationallaws,regulations,thisemergencyresponseplanwillamendtomeetrequirementsoftheabovelawsandregulations.

2.适用范围

本程序适用于公司管辖区域和负有管理权限的活动范围内所发生的危急源点的健康安全环境事故〔事项〕、险情的应急预备和响应。包括但不限于以下描述：

a.公司各单位的工作车间、设备制造场所；

b.办公楼宇、车间内部人员办公及休息场所；

c.施工场地各单位的库房、现场作业区；

d.水上作业区〔负有管理权限的作业区域〕；

e.周边单位发生重大事故或险情，危及我公司安全时的自我抢救活动。

各部门和项目组及在公司管辖内的相关方均应遵守公司应急救援预案的总体原那么要求，当紧急状况发生时，需要根据公司应急预案的统一要求开展应急救援活动；假设本规定同上级主管机关、国家法律条款发生冲突时，本公司应急预案应自动修改并符合其要求，其他规定那么按要求执行。
