如果某公司或同一经济和财务集团的成员公司为本资格预审项下的合同提供了咨询服务，同时还有能力制造或提供货物或工程施工服务，则该公司或同一经济和财务集团的成员公司一般不能作为该货物或工程的供应商，除非其能证明二者之间不存在实际上的共同所有权、影响或控制。
