EPC工程包括的主车间:原料场;炼焦(焦炉)工程;烧结工程;炼铁工程;炼钢工程;制氧工程;二期全厂公辅设施(水、电、燃气);总图布置及运输。CONTENTSOFCONTRACTING合同内容TheEmployerusestheEPCbiddingmethod.Thebiddingscopeincludesmainplantareageologicalexplorationforthesecondstageproject,engineeringdesign,equipmentsupply,stafftraining,projectconstruction,equipmentinstallation,test-run,trialproduction,startupofproduction,acceptancetestandhandover.雇主采用EPC方式招标,其内容包括:主厂区二期的地质勘探;工程设计;设备供货;人员培训;施工;设备安装;试车;试生产;投产;验收交付。ADOPTEDSTANDARDSANDCODES项目规范和标准Accordingtotherequirementsofthebiddingdocuments,VietnamorChinastandardsandcodesshallbeadopted.按照招标文件的要求,采用TISCO提供的越南标准和规范,如果TISCO不能提供相关的越南标准和规范,在工程设计、设备制造中将采用中国相应的标准和规范。PROJECTCONSTRUCTIONSHCEDULE项目实施进度表TheEPC’scontractorshallcompletetheirworkwithin30months.Theprojectconstructionscheduleisarrangedbasedontheactualsituationsofallthemainproductionlinesofsecondstagerevampingandexpansionprojecttomeettherequirementsofwholeprojectstartingproduction.承包商应在30个月内完成EPC合同中规定的工作。项目实施进度是根据二期扩建工程各主要生产线在项目整体投产过程中的需要来进行安排。1.4.1 IndividualPackageScheduleofVariousMainWorkshops各主要生产车间分标段包工程进度时间:1) Therawmaterialyardprojectshallbeputintoproductionat18months.原料场要求工程进度安排是18个月投产;2) Thesinteringprojectshallbeputintoproductionat20months.烧结工程要求工程进度安排是20个月投产3) Thecokemakingprojectshallbeputintoproductionat20months.炼焦工程要求工程进度安排是20个月投产Theironmakingprojectshallbeputintoproductionat23months.炼铁工程要求工程进度安排是23个月投产;5) Thesteelmakingprojectshallbeputintoproductionat28months.炼钢工程要求工程进度安排是28个月投产6) Theoxygengeneratingprojectshallbeputintoproductionat22months.制氧工程要求工程进度安排是22个月投产;7) Theutilitiesprojectofplantareaforsecondstagerevampingandexpansionprojectshallbeputintoproductionat18-22monthsprogressively.二期厂区公辅设施要求工程进度安排是18~28个月分期投产;8) Theroads,railways,powerpipingnetworkforsecondstagerevampingandexpansionprojectshallbeputintoproductionat18-22monthsprogressively.二期厂区道路、铁路及动力管网工程要求工程进度安排是18~28个月分期投产1.4.2 Forthedetailsoftheindividualpackagescheduleofvariousmainproductionworkshops,pleaseseethetechnicalappendixes.各主要生产车间分标段包工程实施进度表,见各技术附件。1.4.3 EPCprojectconstructionschedule.EPC实施进度计划表1.5 CONTRACTOR’SSERVICECONTENTSANDSCHEDULE承包商提供的技术服务的内容及时间TheContractorshallprovidethesitegeologicalsurveyreport,technicaldesign,shopdrawingdesign,equipmentpurchasing,equipmentsupply,constructionforplantbuilding,equipmentfoundationaswellaspipingnetwork,equipmentinstallation,stafftraining,testrunandtrialproductionformainproductionlines,startupoftheproduction,acceptancetestandhandover.承包商根据各分标段的项目实施进度表,分别提供场地的地质勘探;工程的基本设计、设备采购、供货;厂房、设备基础、管网的施工;设备的安装、调试;人员培训;各主生产线的试车、试生产;投产;验收交付。TheContractorwillemployVietnamSub-contractortoundertaketheworksofdetailedgeologicalsurveyandcarryoutthefoundationtreatment(UnitpriceandnormaccordingtoVietnamconstructionstandard).IfthetotalSub-contractpriceplusthecontractor’smanagementfeedonotexceedtheamountof3,265,200USDwhichisspecifiedandassignedtosuchworksunderContract,theContractorwillbeartheresponsibility;otherwise,theadditionalcostshallbebornebytheEmployer.TheEmployerisentitledtoinspecttheSub-contractfortechnicalandfinancialconditions.承包商如要雇佣越南分包商来承担地质勘测和基础工作(单价根据越南建筑标准)在总分包合同价格加管理费未超过合同中规定此工作价款3,265,200USD时由承包商负责,超过部分由雇主承担。雇主有权对分包商的技术和财务状况进行监控。CONTENTSINDEXFORTECHNICALAPPENDIX技术附件目录ThepackageofTISCOsecondrevampingandexpansionprojectisdividedinto8sub-packagescorrespondingwith8technicalappendixes.TISCO二期扩建工程根据各主要生产线划分为8个分包标段,其技术附件也相应是8个技术附件。1)TechnicalappendixIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(rawmaterialyardproject);TISCO二期扩建工程EPC合同技术附件I(原料场工程); 2)TechnicalappendixIIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(sinteringproject)TISCO二期扩建工程EPC合同技术附件Ⅱ(烧结工程);3)TechnicalappendixIIIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(cokemakingproject)TISCO二期扩建工程EPC合同技术附件Ⅲ(炼焦工程)4)TechnicalappendixIVofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(ironmakingproject)TISCO二期扩建工程EPC合同技术附件Ⅳ(炼铁工程)5)TechnicalappendixVofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(steelmaking&CCMproject),.TISCO二期扩建工程EPC合同技术附件Ⅴ(炼钢连铸程);6)TechnicalappendixVIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(oxygengeneratingproject).TISCO二期扩建工程EPC合同技术附件Ⅵ(制氧工程);7)TechnicalappendixVIIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(utilitiesproject).TISCO二期扩建工程EPC合同技术附件Ⅶ(厂区二期公辅设施工程);8)TechnicalappendixVIIIofEPCContractdocumentforthesecondstagerevampingandexpansionprojectofTISCO,(generallayoutandtransportation,roads,railways&facilities),.TISCO二期扩建工程EPC合同技术附件Ⅷ(厂区二期总图运输、道路、铁路及设施工程).workingscopeofcontractor承包商工作范围Accordingtothecontentsof01#EPCpackage,theworkscopeofcontractorisasthefollows:按照01#EPC合同内容,承包商工作范围如下:2.1Newlyconstructedrawfmaterialyard新建原料场2.1.1 Rawmaterialyardiscomposedofarawmaterialpilingyardandamaterialevenlyblendingyard,utilityandauxiliaryfacilities,whichundertakesthecomplexjobssuchasmaterialsreceiving&unloading,storing,evenlyblendingforconcentratedfineore,coal,lumpore,flux,fuelsetc.anddirectlydeliverqualifiedmaterial,fuelusedforsintering,cokemakingandironmaking.Allabovementionedincomingmaterialsshouldhavequalifiedparticlesizeandtherewillbenosizingfacilitiesintheplant.原料车间设有原料堆场及混匀料场。其承担着烧结、焦化、高炉所用的精矿粉、煤、块矿、熔剂、燃料等的受卸、储存、混匀及将烧结、焦化、炼铁所需合格原、燃料直接输出等综合作业及其配套的公辅设施,无需磨准器。SinteringENGINEERING烧结工程Inordertomeettherequirementsforproducing500,000t/acastingbilletsfortheTISCOsecondstagerevampingandexpansionproject,onesetof550m3blastfurnaceandthematchedonesetof100m2sinteringmachineaswellascorrespondingutilitiesshallbebuiltup.为满足TISCO二期扩建项目500,000t/a连铸坯规模要求,新建1台500m3高炉,为此配套建设1台100m2烧结机及其配套的公辅设施。Thegradeofthesinteringoreshallbe55%Fecontent,andthecapacityofsinteringoreshallbe981,000t/atomeettherequirementsforsinteringorebytheblastfurnace.烧结矿含铁品位为56%,烧结矿生产能力为981,000t/a,满足高炉所需烧结矿的要求。CokemakingENGINEERING炼焦工程Onesetof45-batterycokeovenwiththecapacityof300,000t/ametallurgicalcokeandby-productsrecoverysystemaswellasmatchedutilitieswillbenewlybuilt.新建一台年生产干焦炭300,000t/a的45-battery焦炉及其副产品回收系统、配套的公辅系统。2.4Ironmakingengineering炼铁工程Onesetof550m3blastfurnacewillbebuiltupnewlytosupplyhotmetalrequiredforsteelmakingbyconverter,inordertoreachthetargetofproducing500,000t/acastingbilletsannually.新建一座500m3高炉,为炼钢转炉年产500,000t/a连铸坯提供所需铁水。Ironmakingengineeringincludesonesetof550m3blastfurnace,pigcastmachine,coalinjectionsystem,oxygenenrichmentblowingsystem,mudmill,repairingfacilitiesofhotmetalladles,andmatchedutilities.Annualoutputofhotmetalwillbe543,200tons.炼铁工程包括:一座500m3高炉、铸铁机、喷煤系统、富氧喷吹系统、碾泥机、铁水罐维修等辅助设施及其配套的公辅设施。年产铁水580,000t/a。Steelmaking&CONTINUOUSCASTINGENGINEERING炼钢连铸工程Mainprocessequipmentforthenewlybuiltsteelmakingconverterandcontinuouscastingengineeringareasfollows:onesetof600tmixer,onesetof50tLDconverter,andonesetof55tLFrefiningfurnace,onesetofR8mfour-strand-caster,aswellasmatchedutilitiesandauxiliaryfacilities.Annualproductioncapacityofcontinuouscasteris500,000tonsbillets.新建炼钢转炉连铸工程,主要工艺设备为:一座600t混铁炉、一一座50tLD转炉、一台55tLF钢包精炼炉、一台R8m4机4流方坯连铸机及其配套的公辅设施。年生产能力为500,000t/a连铸坯。Oxygengeneratingproject制氧车间Onesetof6500m3/hoxygengeneratorwillbenewlybuilt,plustheexisting3200m3/hoxygengeneratoroxygengenerator,theavailableoxygenamountcanmeettherequirementsforoxygen,nitrogenandsomepartofargonofTISCOsecondstagerevampingandexpansionproject,withextra1600m3/hoxygen.新建一台6500m3/h的制氧机,再加上原有3200m3/h还富余1600m3/h氧气,能满足二期扩建项目的氧气、氮气和部分氩气的要求。Newlybuiltoxygengeneratingworkshopconsistsofonesetof6500m3/hoxygengenerator,matchedutilitiesandauxiliaryfacilities,pipingnetworkintheplant,aswellasbottlefillingequipmentsystemwithcapacityof2000bottles/dayandnight(Oxygenbottlesexcluded). 新建制氧车间包括一台6500m3/h的制氧机和配套工辅设施,厂区管网和日装瓶2000的罐装设备系统。Generallayout,transportation,utilitiesANDAUXILIARYFACILITIESoutsideSHOP厂外总图运输和公辅设施。TISCOwillberesponsiblefortheconstructionofpowersupplysystem110KVstepdownstationandprovidepowersupplysourceforthesecondstagerevampingandexpansionproject;thewatersourcesfortheprojectwillbesuppliedbyexisting70,000m3reservoirandwatersupplyboostingstationwillbenewlybuilt.二期扩建工程的供电系统110kv总变电站由TISCO负责承建,提供电源;扩建工程的水源是利用TISCO现有70,000m3蓄水池的水源并新建供水站。Themaincontentsincludethegenerallayout,transportation,utilitiesandauxiliaryfacilitiesoutsidethemainshops,suchasfuelgasfacilities,watersupplyanddrainagefacilities,powersupplyfacilities,thermalpowerfacilities,telecommunicationfacilitiesetc.主要包括内容:扩建项目的总图布置、铁路运输、道路运输及主生产车间外的燃气设施、给排水设施、供电设施、热力设施、电信设施等公辅系统。3. descrriptioonofGENERRALLAAYOUT,,TRANNSPORTTATIONN,roaadway,,raillwayaandpiipelinneworrksoffthewholeeplann(staageiii)全厂TISCO二二期扩建工程程之总图运输输,公路,铁铁路,各种管管网的概述General概述TISCO,bbeingaaimpoortanttenteerprisseinVietnnam,waasesttablisshediin19558.TISCCOposssesseescokkemakkingpplant,,sintterpllant,ironmakinngplaant,ssteelmakinngplaant,rrollinngmilllplaantasswelllasccorresspondiinguttilitiiesanddauxiiliaryyfaciilitieesetc..Itsannuaalouttputoofiroonanddsteeelisaboutt200,,000tandccommonncarbbonstteelccastinngbillletiisaboout2550,0000t.TISCO始建于于1958年,是越南南国有重点企企业。TISCO现有焦化、烧烧结、炼铁、炼炼钢、轧钢生生产厂和相应应的公辅设施施等。年生产产钢、铁约20万吨,普碳碳钢连铸坯约约25万吨。Inthepplantthereearerailwwaysaandsttationnyarddofrrailwaay,anddtotaalraiilwaylengtthinthewwholeplanttisaabout60kmm(inccludinngraiilwayofmiines)..Therailwwaytrranspoortatiionissthemainttranspportmmeansinthheplaant,ccompleementaarywiithroadds,soothetranssportaationinthheplaantissveryyconvveniennce.厂内设有铁路及铁铁路站场,全全厂共有铁路路约60公里(包括矿矿山铁路),厂厂内运输主要要以铁路运输输为主,并设设有厂内道路路,交通运输输极为便利。4.2
