平等合作创新发展为了孔子学院更加美好的明天——在第四届孔子学院大会开幕式上的主旨演讲中华人民共和国国务委员孔子学院总部理事会主席刘延东2009年12月11日MutualCollaboration,ContinuousInnovation,andSustainableDevelopmentFortheFutureofConfuciusInstitutesaroundtheWorldKeynoteSpeechattheFourthConfuciusInstituteConferenceLiuYandongStateCouncilorofthePeople'sRepublicofChinaChair,CounciloftheConfuciusInstituteHeadquartersDecember11,2009尊敬的各位来宾，女士们，先生们，朋友们：DistinguishedGuests,Ladiesandgentlemen,Friends,下午好！Goodafternoon!岁末的北京，“冬至雪初霁，丰年瑞已成”。在这个孕育希望的季节里，第四届孔子学院大会隆重开幕了。孔子学院是个大家庭，今天是家人的聚会，是喜庆的日子。借此机会，我谨代表中国政府和人民，向大家表示热烈欢迎！并通过你们向全球孔子学院的师生们致以亲切问候！ItiswinternowinBeijing.Thewhitesnowhasalreadypromisedusaharvestingyear.ThisprospectiveseasoniswitnessingtheopeningoftheFourthConfuciusInstituteConference.ConfuciusInstitutesaremembersofabigfamily,andtodayistheoccasionforfamilyreunion.OnbehalfoftheChinesegovernmentandtheChinesepeople,Iwouldliketoexpressmywarmestwelcome,andextendthroughyoumycordialgreetingstoalltheteachersandstudentsoftheConfuciusInstitutesaroundtheworld.这次大会以“孔子学院与社区服务”为主题，深入探讨孔子学院服务社区的各种方式和途径，对丰富孔子学院发展内涵、更好地推动汉语国际教育事业发展，很有意义。ThetopicoftheconferenceisConfuciusInstituteandcommunityservices.WaysandmethodsforConfcuciusInstitutestoservethecommunitieswillbeexploredanddiscussed.ThiswillhaveasignificicantinfluenceupontheenrichmentofConfuciusInstitutesandfurtherdevelopmentofinternationaleducationoftheChineselanguage.即将过去的2009年对整个世界来说是不平凡的一年，对孔子学院来说也是不平凡的一年。在各方面共同努力下，孔子学院克服各种困难和不利影响，在继承中不断创新，在开拓中不断发展，保持了良好发展势头，取得了令人振奋的成绩。Theyear2009isanextraordinaryonefortheworld,andsoitisfortheConfuciusInstitutes.Withjointeffortsfromallpartiesconcerned,theConfuciusInstitutesaroundtheworldhaveovercomeallkindsofdifficultiesandchallenges.Wehavekeptlearningfromthepast,continuinginnovation,sustainingdevelopment,maintainingmomentum,andmakingexcitingachievements.——孔子学院有序发展。目前，在88个国家和地区建立了282所孔子学院和272个孔子课堂；注册学生23万多人，同比增加10万人；开设汉语课程8000多班次，同比增长2000班次，孔子学院品牌知名度和影响力进一步提升。目前，还有50个国家的160多个教育机构提出申办孔子学院。ConfuciusInstitutesgrewasplanned.Uptillnow,282ConfuciusInstitutesand272ConfuciusClassroomshavebeenestablishedin88countriesandregions,withatotalenrollmentofover230,000registeredstudents,anincreaseof100,000studentsoverthesameperiodinlastyear.Morethan8,000Chineselanguageclasseshavebeenoffered,representingayear-on-yearriseof2,000classes.ThebrandingandinfluenceofConfuciusInstituteshavebeenrecognized.Sofar,over160educationalinstitutesfrom50countrieshavesubmittedtheirapplicationstosetupConfuciusInstitutes.——师资建设取得突破。总部继续加大教师和志愿者派出规模，各国孔子学院加大选聘当地汉语教师的力度，专兼职教师达到3100人，比去年净增1000人；启动本土汉语教师培养工作，设立“孔子学院奖学金”，从50个国家招收了1021名学生来华攻读汉语国际教育专业硕士学位，并在相关大学设立800个汉语教师奖学金名额。Breakthroughshavebeenmadeinteachers'training.TheHeadquartershascontinuedtoincreasethenumberofHanban-dispatchedteachersandvolunteers,andindividualConfuciusInstituteshavemadegreatereffortstoselectlocalChineseteachers.Thetotalnumberoffull-andpart-timeteachershasreached3,100,anetincreaseof1,000ascomparedtolastyear.TheHeadquartershasestablished"theConfuciusInstituteScholarship"andenrolled1,021studentsfrom50countriestostudyfortheMasterofTeachingChinesetoSpeakersofOtherLanguages(MTCSOL)inChina.Furthermore,anadditional800scholarshipshavebeenofferedinthehostuniversitiesofConfuciusInstitutesforlocalChineseteachers.——教学资源更加丰富。编译了45个语种的汉语教材，向各国孔子学院赠送图书82万册，各国孔子学院主动编写适合当地需要的教材500多种；为230多所孔子学院统一配备“中华文化体验中心”软硬件设施和“长城汉语”等网络课件；网络孔子学院建设取得可喜成绩，50个中英文频道已启动运营。Teachingresourceshavebeengreatlyenriched.TheHeadquartershascompiledandtranslatedChinesetextbooksin45languagesanddonated820,000bookstoConfuciusInstitutes.IndividualConfuciusInstitutescomposed500textbookstailoredtotheirrepectivelocalcontext.TheHeaquartershasalsoequippedmorethan230Instituteswithsoftwareandfacilitesof"ChineseCultureExperienceCenter"and"GreatWallChinese"onlinecourseware.ConfuciusInstituteOnlinehasmadeimpressiveachievementswith50ChineseandEnglishchannelsinitiated.——多方合作得到加强。举办亚、非、欧、北美、南美和大洋洲及中亚东欧等个地区性联席会议，促进信息沟通和经验交流；举办“汉语桥”世界大、中学生中文演讲比赛，并组织专家对15个国家50多所孔子学院进行了现场评估，提升了合作办学的整体水平。Multilateralcollaborationhasbeenenhanced.TheHeadquartershassuccessfullyconvened7regionaljointconferencesinAsia,Africa,Europe,NorthandSouthAmericas,Oceania,CentralAsiaandEastEurope,whichfacilitatedexchangesofinformationandexperiences.TheHeadquartersalsoorganizedChineseBridgespeechcontestsforuniversityandsecondaryschoolstudentsfromallovertheworld,andcommissionedexpertsfromhomeandabroadtoconducton-siteevaluationforover50Institutesin15countries,whichhelpedimprovethelevelofschoolcooperation.——服务社区蓬勃开展。各国孔子学院深入社区，举办各类文化活动6600多场次，参加人数260多万；开发和形成了一批有特色的活动和项目，如“汉语角”、汉语速成班、中华文化讲座等；派出40多支师生小分队，同270多所孔子学院联合开展中华文化巡讲、巡演、巡展活动，产生良好社会影响。Communityservicesarebooming.ConfuciusInstituteshavecollaboratedwithlocalcommunites,stagedover6,600culturalactivites,whichattractedover2,600,000participants.DistinctiveeventsandprojectshavebeenformulatedsuchasChineseCorner,intensiveChinesecoursesandlecturesonChineseculture.TheHeadquartershassentmorethan40teamsofteachersandstudentstoworkwithover270InstitutesinstagingChieseculturalpresentation,performanceandexhibitiontours.孔子学院已经发展成为国际汉语教育与推广的重要品牌、中外教育文化友好交往的合作平台。孔子学院取得的成绩来之不易，这是中外双方共同努力的结果，凝聚着在座各位代表和朋友的智慧与贡献，凝聚着全球孔子学院教师职工的辛劳与汗水，凝聚着各国政府和人民的关心与支持。在此，我谨向所有孔子学院的教师职工，向所有帮助孔子学院发展的朋友们，致以崇高的敬意和衷心的感谢！ConfuciusInstituteshavedevelopedintoanimportantbrandofinternationalChineseeducationandpromotionandaplatformforeducationalandculturalcooperationbetweenChinaandpartnercountries.Suchachievementsarenothingeasy.TheyaretheoutcomeofmutualeffortsbybothChinaanditspartners.Theyaretheembodimentofthewisdomandcontributionofallrepresentativesherepresent,thediligenceofallteachersandstaffworkingfortheConfuciusInstitutes,andthecareandsupportfromgovernmentsandpeoplesofpartnercountries.OnbehalfoftheChinesegovernmentandpeople,Iwouldliketoexpressmyheartfeltgratitudetoyouandthroughyou,tofriendsofallcountriesthathavemadecontributionstothedevelopmentofConfuciusInstitutes.女士们，先生们，朋友们，Ladiesandgentlemen,friends,21世纪，是经济全球化的世纪，也是多样文明大放光彩的世纪。世界如此丰富，是因为各种文明交相辉映；历史长河奔腾不息，是因为各种文明相互激荡。不同文明存在差异，但没有优劣之分。将世界各国人民长期形成的多样文明变成所谓单一文明，是不可想象的；那种失去了多姿多彩的单调文明，也是我们无法接受的。正如中国俗语所说，“一枝独秀不是春，百花齐放春满园”。单一文明的鲜花不足以装点整个人类的艺术殿堂，唯有多样文明的鲜花竞相怒放，才能尽情展示人类文化春天的无穷魅力。当今世界，同住“地球村”的人们，共同利益与日俱增，相互依存愈益加深。特别是面对国际金融危机的持续影响和甲型流感的快速蔓延，各国人民的命运从未像今天这样风雨同舟、休戚与共。在这样一个时代，加强不同文明间的对话、交流与融合尤为重要。因此，需要我们冲破思想的束缚和阻碍，抛弃误解和偏见，相互尊重、坦诚以待；需要我们拥有睿智的心灵、超凡的胆略和博大的胸怀，相互学习、取长补短；需要我们跨越意识形态、社会制度和发展模式的不同，相互包容、求同存异。只有我们真正践行孔子所倡导的“己所不欲，勿施于人”，在差异中求和谐，在合作中求发展，才能实现世界的持久和平与共同繁荣。The21stCenturyisacenturyofeconomicglobalizationandculturaldiversity.Theexistenceofdifferentcivilizationsmakestoday'sworldsocolorful;andtheinteractionofdifferentcivilizationsmakesourhistorymovingforward.Civilizationsdovaryfromoneanother,butthereshouldbenojudgementofgoodorbad.Itwouldbeimpossibletoimagionecreatingaso-called"unifiedcivilization"toreplacethediversifiedcivilzationsformedbypeopleofdifferentcountriesthroughhistory.Wewouldneverbeabletoacceptthose"unified"civilizationlosingitsdiversifiedcharacteristics.AsanoldChinesesayinggoes,"Onesingleflowerisnotenoughtocountforaspring,onlyagardenfullflowerscanbespring".Thesingleflowerofonecivilizationisnotenoughtodecoratetheartgalleryofourhumanbeings,onlywiththeblossomofvariousdiversifiedcivilizationscanfullydemonstratethecharmofthespringofthecivilizationsofmankind.Intoday'sworld,peoplewholiveinthesameglobalvillagearehavingmoreandmoremutualbenefitsandconcerns,andthereforebecomingmoreandmoredependentwitheachother.EspeciallywiththecontinuousimpactofFinancialCrisisandthequickspreadofH1N1virus,thefateofpeoplefromdifferentcountrieshaveneverbeensointerdependentandco-relatedwitheachotherliketoday.Insuchanera,itisbecomingextremelyimportanttopromotethedialogue,communicationandunderstandingofdifferentcivilizations.Thereforeweneedtoovercometheboundariesandobstacleswithinourminds,discardmisunderstandingsandprejudice,respecteachother,andbehonestwitheachother.Suchaneraalsocallsforwisdomofoursouls,extraordinarycourageandwide-openheart,learningfromeachother,learningwhatothersaregoodat,italsorequiresustoovercomethedifferencesofideology,politicalsystems,anddevelopmentmodels,tobemoretolerantwitheachother,andtoagreetodisagree.OnlywhenweindeedactaswhatConfuciuswishes"Doasyouwouldbedonebyothers"toseekharmonyoutofdifferences,andtodevelopoutofcooperation,canbesustainablepeaceandcommonprosperitiesoftheworldbeachieved.中华文明历来强调沟通和交融。一部延绵五千年的中华文明发展史，也是中华民族与世界其他民族的交往史。作为世界多样文明大家庭的重要成员，中华文明历来崇尚“以和为贵”、“协和万邦”、“和而不同”，历来崇尚“兼收并蓄”、“有容乃大”，历来崇尚“开明”、“革新”。这些理念深入每一个中国人的心髓，引领了中华民族与世界其他民族长达数千年的交流合作。TheChinesecivilizationhasalwaysplacedhighvalueoncommunicationandintegration.Thefive-thousand-yearhistoryofChinesecivilizationanddevelopmentisriddenwiththeinteractionbetweentheChinesenationandothernationsintheworld.Asanimportantmemberoftheinternationalcommunityofdiversifiedcivilizaitons,theChinesecivilizationhasalwaysvaluedthedoctrinessuchas"harmonyisthemostvalued","connectingallnationswithharmony","harmonyamidstdifference",aswellas"tolerance","inclusivenessishighlydesired",inadditionto"enlightenment"and"innovation."TheseideashavebeendeeplyrootedintheheartofeachandeveryChinese,chartingthecauseofthousandyearsofexchangeandcooperationbetweentheChinesenationandtherestoftheworld.新中国成立60年特别是改革开放30年来，中国人民秉承中华文化的核心理念，同心同德、开拓创新、自强不息，古老神州发生了翻天覆地的变化。60年来，实现了经济持续快速增长，经济总量增长77倍，当前中国人民一天创造的财富量，就超过1952年一年的总量；形成了全方位、多层次、宽领域对外开放格局，进出口贸易总额增长2265倍，居世界第三，并在政治、经济、文化和安全等方面同国际社会建立了前所未有的联系；人民生活质量大幅提高，城镇居民收入增长约150倍，农村居民收入增长约100倍，人均寿命从1949年的35岁提高到73岁，教育、文化、卫生、体育等社会事业发生了根本性变化；中国积极稳妥地推进政治体制改革，不断完善人民代表大会制度、多党合作和政治协商制度、民族区域自治制度和基层群众自治制度，人民享有前所未有的社会参与和言论自由。Inthepast60yearssincethefoundingofthePeople'sRepublic,especiallyinthe30yearsafterthereformandopeninguppolicieswereinitiated,earthshakingchangeshavebeenregisteredinthevastlandofChina,thankstotheexploration,innovationandconcertedeffortsmadebytheChinesepeople,inanunyieldingspiritofadheringtothecoreideasoftheChineseculture.Thepast60yearshavewitnessedsustainedandrapideconomicgrowthfeaturinganincreaseofnationaleconomicaggregateby77folds.ThewealthcreatedbytheChinesepeopledinadaynowhasexceededthetotaloftheyear1952.Anopeningupformatofalldimensions,atdifferentlevels,andinbroadspectrumhast
