SubpartA—TheStandard§Purpose,scopeandapplicability.(a)Purpose.Thepurposeofthisstandardistoreducedangerofinjuryandlossoflifebyproviding,onanationalbasis,standardmethodsoftestingandratingtheflammabilityoftextilesandtextileproductsforclothinguse,therebyprohibitingtheuseofanydangerouslyflammableclothingtextiles.(b)Scope.TheStandardprovidesmethodsoftestingtheflammabilityofclothingandtextilesintendedtobeusedforclothing,establishesthreeclassesofflammability,setsforththerequirementswhichtextilesshallmeettobeclassified,andwarnsagainsttheuseofthosetextileswhichhaveburningcharacteristicsunsuitableforclothing.Hereafter,‘‘clothingandtextilesintendedtobeusedforclothing’’shallbereferredtoas‘‘textiles.’’(c)Specificexceptions.Thisstandardshallnotapplyto:(1)Hats,providedtheydonotconstituteorformpartofacoveringfortheneck,face,orshoulderswhenwornbyindividuals;(2)Gloves,providedtheyarenotmorethan14inchesinlengthandarenotaffixedtoordonotformanintegralpartofanothergarment;(3)Footwear,provideditdoesnotconsistofhosieryinwholeorpartandisnotaffixedtoordoesnotformanintegralpartofanothergarment;(4)Interliningfabrics,whenintendedorsoldforuseasalayerbetweenanoutershellandaninnerlininginwearingapparel.(d)Specificexemptions.ExperiencegainedfromyearsoftestinginaccordancewiththeStandarddemonstratesthatcertainfabricsconsistentlyyieldacceptableresultswhentestedinaccordancewiththeStandard.Therefore,personsandfirmsissuinganinitialguarantyofanyofthefollowingtypesoffabrics,orofproductsmadeentirelyfromoneormoreofthesefabrics,areexemptfromanyrequirementfortestingtosupportguarantiesofthosefabrics:(1)Plainsurfacefabrics,regardlessoffibercontent,weighingouncespersquareyardormore;and(2)Allfabrics,bothplainsurfaceandraised-fibersurfacetextiles,regardlessofweight,madeentirelyfromanyofthefollowingfibersorentirelyfromcombinationofthefollowingfibers:acrylic,modacrylic,nylon,olefin,polyester,wool.

子部分A——标准§目的、范围与适用性。(a)目的。本标准的目的是通过以国家为基础对用于服装的纺织品及纺织产品易燃性标准测试及评价方法的规定,从而防止一切具有危险易燃性的服装用纺织品的使用,以减少受伤风险及生命损失。(b)范围。本标准规定了拟用于衣着的服装及纺织品易燃性的测试方法,制定了易燃性的三个级别,提出纺织品分级应符合的要求,并对具有不宜用于衣着的易燃特质的纺织品的使用作出了警示。下文所提及“纺织品”均指“拟用于衣着的服装及纺织品”。(c)特例。本标准不适用于:(1)帽子,当个人穿戴时不构成或形成遮盖颈部、脸部或肩部的部件。(2)手套,当长度不超过14英寸且不附加于或构成另一衣物完整的一部分时。(3)鞋类,当部分或全部不由针织品构成且不附加于或构成另一衣物完整的一部分时。(4)夹层织物,当作为处于衣服外壳层及内里布的中间层使用或销售时。(d)豁免。据多年按照标准进行测试的经验表明,对某些织物按照标准进行的测试一贯得到可接受的结果。因此当个人或企业对下列任何类型的织物或完全由其中一种或多种织物制成的产品作出初始保证时,则可豁免任何测试要求以支持这些织物的保证:(1)表面平整织物,不论所含纤维种类,克重大于或等于2.6oz/yd²的;以及(2)所有织物,包括表面平整纺织品及表面起绒纺织品,不论重量,完全由以下纤维或以下纤维混合制成:腈纶,改性腈纶,锦纶,烯烃,涤纶,羊毛。

(e)Applicability.Therequirementsofthispart1610shallapplytotextilefabricorrelatedmaterialinaformorstatereadyforuseinanarticleofwearingapparel,includinggarmentsandcostumesfinishedforconsumeruse.§Definitions.InadditiontothedefinitionsgiveninSection2oftheFlammableFabricsActasamended(151191),thefollowingdefinitionsapplyforthispart1610.(a)Baseburn(alsoknownasbasefabricignitionorfusing)meansthepointatwhichtheflameburnstheground(base)fabricofaraisedsurfacetextilefabricandprovidesaself-sustainingflame.Baseburns,usedtoestablishaClass3fabric,arethoseburnsresultingfromsurfaceflashthatoccuronspecimensinplacesotherthanthepointofimpingementwhenthewarpandfillyarnsofaraisedsurfacetextilefabricundergocombustion.Baseburnscanbeidentifiedbyanopacitychange,scorchingonthereversesideofthefabric,orwhenaphysicalholeisevident.(b)Burntimemeansthetimeelapsedfromignitionuntilthestopthreadisseveredasmeasuredbythetimingmechanismofthetestapparatus.(c)Drycleaningmeansthecleaningofsamplesinacommercialdrycleaningmachineundertheconditionsdescribedin§.(d)Filmmeansanynon-rigid,unsupportedplastic,rubberorothersyntheticornaturalfilmorsheeting,subjecttotheAct,oranycombinationthereof,includingtransparent,translucent,andopaquematerial,whetherplain,embossed,molded,orotherwisesurfacetreated,whichisinaformorstatereadyforuseinwearingapparel,andshallincludefilmorsheetingofanythickness.(e)Flammabilitymeansthosecharacteristicsofamaterialthatpertaintoitsrelativeeaseofignitionandrelativeabilitytosustaincombustion.(f)Flameapplicationtimemeansthe1secondduringwhichtheignitionflameisappliedtothetestspecimen.(g)Ignitionmeansthatthereisaselfsustainingflameonthespecimenafterthetestflameisremoved.(h)Interliningmeansanytextilewhichisintendedforincorporationintoanarticleofwearingapparelasalayerbetweenanoutershellandaninnerlining.(i)Launderingmeanswashingwithanaqueousdetergentsolutionandincludesrinsing,extractionandtumbledrying

asdescribedin§.(j)Longdimensionmeansthe150mm(6in)lengthoftestspecimen.(k)Plainsurfacetextilefabricmeansanytextilefabricwhichdoesnothaveanintentionallyraisedfiberoryarnsurfacesuchasapile,nap,ortuft,butshallincludethosefabricsthathavefancywoven,knittedorflock-printedsurfaces.(l)Raisedsurfacetextilefabricmeansanytextilefabricwithanintentionallyraisedfiberoryarnsurface,suchasapile,includingflockedpile,nap,ortufting.(m)Refurbishingmeansdrycleaningandlaunderinginaccordancewith§.(n)Samplemeansaportionofalotofmaterialwhichistakenfortestingorforrecordkeepingpurposes.(o)Specimenmeansa50mmby150mm(2inby6in(p)StopthreadsupplymeansNo.50,white,mercerized,100%cottonsewingthread.(q)Surfaceflashmeansarapidburningofthepilefibersandyarnsonaraisedfibersurfacetextilethatmayormaynotresultinbaseburning.(r)TextilefabricmeansanycoatedoruncoatedmaterialsubjecttotheAct,exceptfilmandfabricshavinganitrocellulosefiber,finish,orcoating,whichiswoven,knitted,feltedorotherwiseproducedfromanynaturalormanmadefiber,orsubstitutetherefore,orcombinationthereof,of50mm(2in)ormoreinwidth,andwhichisinaformorstatereadyforuseinwearingapparel,includingfabricswhichhaveundergonefurtherprocessing,suchasdyeingandfinishing,ingarmentform,forconsumeruse.§Summaryoftestmethod.TheStandardprovidesmethodsoftestingtheflammabilityoftextilesfromorintendedtobeusedforapparel;establishesthreeclassesofflammability;setsforththerequirementsforclassifyingtextiles;andprohibitstheuseofsingleormulti-layertextilefabricsthathaveburningcharacteristicsthatmakethemunsuitableforapparel.Alltextilesshallbetestedbeforeandafterrefurbishingaccordingto§.Eachspecimencutfromthetextileshallbeinsertedinaframe,brushedifithasaraised-fibersurface,andheldinaspecialapparatusatanangleof45.Astandardizedflameshallbeappliedtothesurfacenearthelowerendofthespecimenfor1second,andthetime

Requiredfortheflametoproceedupthefabricadistanceof127mm(5in)shallberecorded.Anotationshallbemadeastowhetherthebaseofaraised-surfacetextilefabricignitesorfuses.§Requirementsforclassifyingtextiles.(a)Class1,NormalFlammability.Class1textilesexhibitnormalflammabilityandareacceptableforuseinclothing.Thisclassshallincludetextileswhichmeettheminimumrequirementssetforthinparagraph(a)(1)orparagraph(1)Plainsurfacetextilefabric.Suchtextilesintheiroriginalstateand/orafterbeingrefurbishedasdescribedin§(a)and§(b),whentestedasdescribedin§shallbeclassifiedasClass1,Normalflammability,whentheburntimeissecondsormore.(2)Raisedsurfacetextilefabric.Suchtextilesintheiroriginalstateand/orafterbeingrefurbishedasdescribedin§(a)and§(b),whentestedasdescribedin§,shallbeclassifiedasClass1,Normalflammability,whentheburntimeismorethan7seconds,orwhentheyburnwitharapidsurfaceflash(0to7seconds),providedtheintensityoftheflameissolowasnottoigniteorfusethebasefabric.(b)Class2,Intermediateflammability.Class2fabrics,applicableonlytoraised-fibersurfacetextiles,areconsideredtobeofintermediateflammability,butmaybeusedforclothing.Thisclassshallincludetextileswhichmeettheminimumrequirementssetforthinparagraph(b)(2)ofthissection.(1)Plainsurfacetextilefabric.Class2isnotapplicabletoplainsurfacetextilefabrics.(2)Raisedsurfacetextilefabric.Suchtextilesintheiroriginalstateand/orafterbeingrefurbishedasdescribedin§(a)and§(b),whentestedasdescribedin§,shallbeclassifiedasClass2,Intermediateflammability,whentheburntimeisfrom4through7seconds,bothinclusive,andthebasefabricignitesorfuses.(c)Class3,Rapidandintenseburning.Class3textilesexhibitrapidandintenseburning,aredangerouslyflammableandshallnotbeusedforclothing.Thisclassshallincludetextileswhichhaveburningcharacteristicsasdescribedinparagraphs(c)(1)and(c)(2)ofthissection.Suchtextilesareconsidereddangerouslyflammablebecauseoftheirrapidand

intenseburning.(1)Plainsurfacetextilefabric.Suchtextilesintheiroriginalstateand/orafterrefurbishingasdescribedin§(a)and§(b),whentestedasdescribedin§,shallbeclassifiedasClass3RapidandIntenseBurningwhenthetimeofflamespreadislessthanseconds.(2)Raisedsurfacetextilefabric.Suchtextilesintheiroriginalstateand/orafterrefurbishingasdescribedin§(a)and§(b),whentestedasdescribedin§,shallbeclassifiedasClass3RapidandIntenseBurningwhenthetimeofflamespreadislessthan4seconds,andthebasefabricstartsburningatplacesotherthanthepointofimpingementasaresultofthesurfaceflash(testresultcodeSFBB).§Testapparatusandmaterials.(a)Flammabilityapparatus.Theflammabilitytestapparatusconsistsofadraft-proofventilatedchamberenclosingastandardizedignitionmechanism,samplerack,andautomatictimingmechanism.Theflammabilityapparatusshallmeettheminimumrequirementsfortestingasfollows.(1)Testchamber—(i)Testchamberstructure.Thetestchambershallbeametal,draft-proofventilatedchamber.Thetestchambershallhaveinsidedimensionsof35.3cmhighby36.8cmwideby21.6cmdeep(14inby14.5inby8.5in).Thereshallbeelevenortwelve12.7mmdiameter(0.5in)holesequidistantalongtherearofthetopclosure.Thefrontofthechambershallbeaclosefittingdoorwithaninsertmadeofclearmaterial.,glass,plexiglass)topermitobservationoftheentiretest.Aventilatingstripisprovidedatthebaseofthedoorinthefrontoftheapparatus.ThetestchambertobeusedinthistestmethodisillustratedinFigures1and2ofthispart.(ii)Specimenrack.Thespecimenrackprovidessupportforthespecimenholder(describedinparagraph(a)(1)(iii)ofthissection)inwhichthespecimenismountedfortesting.Theangleofinclinationshallbe45.Twoguidepinsprojectingdownwardfromthecenterofthebaseoftheracktravelinslotsprovidedinthefloorofthechambersothatadjustmentcanbemadeforthethicknessofthespecimeninrelationtothetestflame.Astopshallbeprovidedinthebaseofthechambertoassistinadjustingthepositionoftherack.Thespecimenrackshallbeconstructedsothat:Itsupportsthespecimenholderinawaythatdoesnotobstructairflow

(1)表面平整纺织织物。该类纺织品在原始状态下并/或经过如§(a)与§(b)所述程序进行整新后,按照§所述进行测试,当火焰蔓延速度小于秒时,应被归类为Class3,快速且剧烈燃烧。(2)表面起毛纺织织物。该类纺织品在原始状态下并/或经过如§(a)与§(b)所述程序进行整新后,按照§所述进行测试,当火焰蔓延时间小于4秒,且底布由于表面闪燃而在非火焰击点处开始燃烧时,应被归类为Class3,快速且剧烈燃烧(测试结果代码SFBB)。§测试设备与材料(a)易燃性设备。易燃性测试设备由一个内含标准点火器、样品架、自动计时器的防风通气橱构成。该易燃性设备应符合下述最低测试要求:(1)测试橱——(i)测试橱结构。测试橱应是金属的、防风通气橱。测试橱内部尺寸应为高35.3cm,宽36.8cm,深21.6cm(14××英寸)。沿顶部盖板边缘应均匀排列有11个或12个直径12.7mm(英寸)的孔。橱前部应有一嵌入式的密闭门,由透明材料(如玻璃、塑胶玻璃)制成,以便观察到整个测试过程。设备前部门的底下设有一通气轨道。本测试方法使用的测试橱如本部分附图1与图2所示。(ii)试样架。试样架为装载测试试样的试样夹(见本节(a)(1)(iii)段落描述)提供支撑。倾斜的角度应为45°。试样架基底中央有二个导针向下通过橱底部的滑槽移动,因而可以调整不同厚度的试样与测试火焰之间的距离关系。橱的基部应有一停止器用以校正试样架的位置。试样架应如是构造:以不阻断织物试样底部边缘周围空气流动的方式支撑试样夹;且织物试样在火焰击打时能恰当地与点火器尖端对齐。本测试方法所使用的试样架如本部分图1至3所示。可移动架:参照制造商说明书中关于移动试样架到与指示指针对齐的恰当位置的调整程序。

aroundthebottomedgeofthefabricspecimen;andthefabricspecimenisproperlyalignedwiththeignitertipduringflameimpingement.ThespecimenracktobeusedinthistestmethodisillustratedinFigures1through3ofthispart.Movablerack:Refertothemanufacturers’instructioninrelationtotheadjustmentproceduretomovetherackintotheappropriatepositionfortheindicatorfingeralignment.(iii)Specimenholder.Thespecimenholdersupportsandholdsthefabricspecimen.Thespecimenholdershallconsistoftwo2mm(0.06in)thickUshapedmatchedmetalplates.Theplatesareslottedandlooselypinnedforalignment.Thespecimenshallbefirmlysandwichedinbetweenthemetalplateswithclampsmountedalongthesides.Thetwoplatesoftheholdershallcoverallbut3.8cm(1.5in)ofthewidthofthespecimenforitsfulllength.SeeFigures1and3ofthispart.Thespecimenholdershallbesupportedinthedraft-proofchamberontherackatanangleof45.(iv)Indicatorfinger.Thepositionofthespecimenrack(describedinparagraph(a)(1)(ii)ofthissection)shallbeadjusted,sothetipoftheindicatorfingerjusttouchesthesurfaceofthespecimen.Anindicatorfingerisnecessarytoensurethatthetipofthetestflamewillimpingeonthespecimenduringtesting.TheindicatorfingertobeusedinthistestmethodisillustratedinFigures1,2and4ofthispart.(v)Ignitionmechanism.Theignitionmechanismshallconsistofamotordrivenbutanegasjetformedarounda26-gaugehypodermicneedleandcreatesthetestflame.Thetestflameshallbeprotectedbyashield.SeeFigure5.Thetestflameisadjustedto16mm(0.625in)andappliedtothespecimenfor1second.Atriggerdeviceislocatedinthefrontoftheapparatus,thepullingorpushingofwhichactivatesthetestflameimpingementandtimingdevice.Electro-mechanicaldevices.,servo-motors,solenoids,microswitches,andelectroniccircuits,inadditiontomiscellaneouscustommadecamsandrods,shockabsorbinglinkages,andvariousothermechanicalcomponents)canbeusedtocontroland6ofthispart.(vi)Draftventilatorstrip.Adraftventilatorstripshallbeplacedacrossthefrontopening,sealingthespacebetweentheslidingdoorwheninloweredpositionandthebaseonwhichthegridrackisattached.(SeeFigure1ofthispart.)(vii)Stopweight.Theweight,attachedbymeansofaclipto
