.PartIPreface.Nowadays,theworldisintheperiodofgreatdevelopmentandgreatadjustment,showingthedevelopmenttrendofworldmulti-polarization,economicglobalizationandinformatization.Asabigcountrywithpeacefuldevelopment,Chinabearsanimportanthistoricalmissionandinternationalresponsibilitiesandobligations.Englishisoneofthemostwidelyspokenlanguagesintheworld.Ithasbecomeanimportanttoolforinternationalexchangesandscientific,technologicalandculturalexchanges.LearningandusingEnglishplaysanimportantroleinabsorbingtheachievementsofhumancivilization,drawinglessonsfromadvancedforeignscienceandtechnology,andenhancingthemutualunderstandingbetweenChinaandtheworld.OfferingEnglishcoursesinthecompulsoryeducationstagecanlaythefoundationforimprovingthewholenationalliteracyofourcountry,cultivatingthetalentswithcreativeabilityandcross-culturalcommunicativeability,andimprovingtheinternationalcompetitivenessofthecountryandtheinternationalcommunicationabilityofthepeople.TheestablishmentofEnglishcoursesincompulsoryeducationisofgreatsignificancetothefuturedevelopmentofyoungpeople.LearningEnglishwillnotonlyhelpthembetterunderstandtheworld,learnadvancedscientificandculturalknowledge,spreadChineseculture,andenhancetheirmutualcommunicationandunderstandingwiththeyoungpeopleofothercountries.Itcanalsoprovidethemwithmoreopportunitiesforeducationandcareerdevelopment.LearningEnglishcanhelpthemtoformanopenandtolerantcharacter,todeveloptheawarenessandabilityofcross-culturalcommunication,topromotethedevelopmentofthinking,toformacorrectoutlookonlife,valuesandgoodhumanities.LearningEnglishcanprovidestudentswiththeabilitytoparticipateinknowledgeinnovationandscientificandtechnologicalinnovationinthefuture,aswellaslaythefoundationforthemtobetteradapttothemulti-polarizationoftheworld,economicglobalizationandinformationizationinthefuture.I.thenatureofthecurriculum.TheEnglishcurriculumatthestageofcompulsoryeducationisofthedualnatureofinstrumentalityandhumanism.Asfarasinstrumentalityisconcerned,Englishcurriculumundertakesthetaskofcultivatingstudents'basicEnglishliteracyanddevelopingtheirthinkingability,thatis,studentscanmasterbasicknowledgeofEnglishlanguageanddevelopbasicskillsoflistening,speaking,readingandwritinginEnglishthroughEnglishcourses.FormtheabilitytocommunicatewithothersinEnglish,furtherpromotethedevelopmentofthinkingability,forthefuturetocontinuetolearnEnglishandotherrelevantscientificandculturalknowledgeinEnglishtolaythefoundation.Asfarashumanityisconcerned,Englishcurriculumundertakesthetaskofimprovingstudents'comprehensivehumanisticquality,thatis,studentscanbroadentheirhorizons,enrichtheirlifeexperiences,formcross-culturalconsciousness,enhancetheirpatriotismanddeveloptheirinnovativeabilitythroughEnglishcourses.Formagoodcharacterandacorrectoutlookonlifeandvalues.TheintegrationofinstrumentalandhumanisticEnglishcurriculumisconducivetothelifelongdevelopmentofstudentstolaythefoundation.II.ThebasicideaofCurriculum.(1)payattentiontoquality-orientededucationandembodythevalueoflanguagelearningtostudents'development;ThemainpurposeofEnglishcurriculumincompulsoryeducationistolayafoundationforstudentstodeveloptheircomprehensivelanguageabilityandtocreatefavorableconditionsforthemtocontinuetolearnEnglishandtodevelopinthefuture.Languageisnotonlyatoolforcommunication,butalsoatoolforthinking.Learningaforeignlanguagecanpromotepeople'smentaldevelopment,helpstudentstounderstandthediversityoftheworld,experiencethesimilaritiesanddifferencesbetweenChineseandforeignculturestoformcross-culturalawareness,enhanceinternationalunderstanding,andcarryforwardthespiritofpatriotism.Formthesenseofsocialresponsibilityandinnovationconsciousness,improvehumanitiesaccomplishment.(2)forallstudents,payattentiontothedifferentcharacteristicsandindividualdifferencesoflanguagelearners.Compulsoryeducationisanimportantpartofeducationforall.TheEnglishcurriculumatthestageofcompulsoryeducationshouldbeopentoallstudentsandembodythestudent-centeredthinking.Thedevelopmentneedsofallstudentsshouldbetakenintoaccountintheaspectsofteachingobjectives,teachingcontents,teachingprocess,teachingevaluationandtheutilizationanddevelopmentofteachingresources.Englishcurriculumshouldbeaprocessinwhichstudentsconstructtheirknowledge,developtheirskills,broadentheirhorizons,enliventheirthinkingandshowtheirindividualityundertheguidanceoftheirteachers.Duetothedifferencesinage,personality,cognitivestyleandlivingenvironment,studentshavedifferentlearningneedsandcharacteristics.Onlytomeetindividualneedstoalargeextent,itispossibletoobtainthemaximumoverallteachingefficiency.(C)overalldesignobjectives,takingfullaccountoftheprogressivityandcontinuityoflanguagelearning.Englishlearninghasobviouscharacteristicsofprogressivenessandcontinuity.Languagelearninglastsalongtimeandneedstoaccumulategradually.TheEnglishCurriculumStandardforcompulsoryEducation(hereinafterreferredtoas"thisStandard")andtheEnglishCurriculumStandardforSeniorHighSchools,whichconvergewithit,settheobjectivesoftheEnglishcurriculumforthebasiceducationstageatninelevels.Theaimistoembodytheorganiccohesionofprimary,juniormiddleandseniormiddleschoolcoursesandthegradualdevelopmentofstudents'Englishlanguagecompetence,soastoensuretheintegrity,progressivenessandcontinuityofEnglishcurriculum.Englishteachingandevaluationactivitiesshouldbeorganizedinaccordancewiththestudents'languageproficiencyandthecorrespondinggraderequirements.(4)emphasizingtheprocessoflearningandpayingattentiontothepracticalityandapplicationoflanguagelearning.Modernforeignlanguageeducationpaysattentiontotheprocessoflanguagelearning,emphasizesthepracticalityoflanguagelearning,advocatesthatstudentsshouldcontact,experienceandunderstandthereallanguageinthecontext,andlearnanduselanguageonthisbasis.Englishcurriculumadvocatestheadoptionoflanguageteachingapproachesandmethodsthatbothemphasizethelanguagelearningprocessandimprovethestudents'learningeffectiveness,soastocreateasmanyopportunitiesaspossibleforthestudentstousethelanguageintherealcontext.Encouragestudents,undertheguidanceofteachers,todiscoverlanguagelawsthroughexperience,practice,participation,inquiryandcooperation,tograduallymasterlanguageknowledgeandskills,toconstantlyadjusttheiremotionalattitudes,andtoformeffectivelearningstrategies,Developtheabilityofautonomouslearning.(5)tooptimizetheevaluationmethod,withemphasisontheevaluationofstudents'comprehensivelanguageability.TheevaluationsystemofEnglishcurriculumshouldbeconducivetothedevelopmentofstudents'comprehensivelanguageuseability.Itshouldbeevaluatedbyadoptingmultipleandoptimizedevaluationmethodstoassessthedevelopmentlevelofstudents'comprehensivelanguageuseability,andstimulatestudents'interestinlearningbymeansofevaluation.Promotethedevelopmentofstudents'autonomouslearningability,thinkingability,cross-culturalawarenessandhealthypersonality.Theevaluationsystemshouldincludeformativeevaluationandsummativeevaluation.Theevaluationindailyteachingfocusesonformativeassessment,focusingontheperformanceandprogressofstudentsinthelearningprocess;thefinalassessmentfocusesonthestudents'comprehensivelanguageuseability.Includinglanguageskills,languageknowledge,emotionalattitude,learningstrategiesandculturalawarenessandsoon.(6)enrichingcurriculumresourcesandexpandingEnglishlearningchannels.Languagelearningrequiresagreatdealofinput.RichanddiversecurriculumresourcesareespeciallyimportantforEnglishlearning.Accordingtotheneedsofteachingandlearning,EnglishcurriculumshouldprovideEnglishlearningresourcesthatareclosetostudents,lifeandtimes.WeshouldcreativelydevelopandmakeuseofthefreshEnglishlearningresourcesinreallife,andactivelyuseaudio-visual,radio,television,books,newspapers,magazines,Internetinformation,andsoon,toexpandthechannelsforstudentstolearnanduseEnglish.Ⅲ.Theideaofcurriculumdesign.ThegeneralideaofEnglishcurriculumdesignis:undertheguidanceofthescientificconceptofdevelopmentandadvancedforeignlanguagecurriculumconcept,basedonthenationalconditions,comprehensiveconsiderationofthecurrentsituationofEnglisheducationinChina,startingfromthestageofcompulsoryeducation;Toestablishastudent-oriented,systematicandprogressiveEnglishcurriculumsystem.Thiscurriculumsystemaimsatfosteringstudents'comprehensivelanguageapplicationability,accordingtothelawoflanguagelearningandthedevelopmentneedsofstudentsinthecompulsoryeducationstage.Fromthelanguageskills,languageknowledge,emotionalattitude,learningstrategiesandculturalawarenessofthefiveaspectsofthedesignoftheoverallcurriculumobjectivesandgradinggoals.Thesefiveaspectsareinterrelatedandcomplementeachother,whichmakesEnglishcurriculumattachimportancenotonlytothecultivationofstudents'basiclanguageknowledgeandbasicskills,butalsototheoptimizationofthelearningprocess,soastoguidestudentstoformeffectivelearningstrategiesandcertainculturalawareness.Cultivatepositiveemotionalattitudesandvalues.Accordingtotheabovedesignidea,thecompulsoryeducationstageEnglishcurriculumtaketheelementaryschool3gradesasthestartingpoint,takethejuniormiddleschoolgraduationastheend(namelycompulsoryeducation9grades),andwiththeseniormiddleschoolstageEnglishcurriculumlinksup.TheEnglishcurriculumoftheentirebasiceducationstage(includingcompulsoryeducationandseniorhighschool)isdividedintoninelevelsaccordingtotheabilitylevel,formingagradualandsustainabledevelopmentofthecurriculum.Theaimofsettinggradedcoursesistoreflectthelearningneedsandcognitivecharacteristicsofstudentsofdifferentages,andtomakeEnglishcourseswithintegrity,flexibilityandopenness,usingtheinternationalgradingmethodsforreference.Inthenine-leveltargetsystem,thefirsttothefifthlevelisthegoalrequirementofthecompulsoryeducationstage.Leveltwoisthebasicrequirementtobemetattheendofthesixthgrade,andgradefiveisthebasicrequirementtobereachedattheendoftheninthgrade.Grades6to9arethetargetrequirementsforordinaryhighschools.Amongthem,level7isthebasicrequirementforhighschoolgraduates,andlevels8and9aredesignedforhighschoolstudentswhoarewillingtofurtherimprovetheirEnglishproficiency.Oftheninelevelsoftargets,levelsI,III,IVandVIaretransitionallevels.Thesettingofgradingobjectivesisconducivetoteachingandevaluationintheimplementationofthecurriculum,butalsoprovidesabasisfortheflexibilityandopennessofthecurriculum.Thelevelsinthecurriculumgradingobjectivesarenotentirelyequivalenttothegradesinthebasiceducationstage.However,thegradinggoalprovidestheinstructionrequirementsfortheteachingandevaluationofgrades3,6,7,9andseniorhighschool,andthecompilationofteachingmaterials,whichisconducivetotheoverallimplementationofthecurriculum.Intheperiodofcompulsoryeducation,schoolsofferingEnglishcoursesfromthethirdgrade,thefourthgradeshouldcompletethefirstlevelgoal,thesixthgradeshouldcompletethesecondlevelgoal,thescheduleofclassesshouldreflecttheprincipleofshorttimeandhighfrequencyasfaraspossible,andguaranteethreeorfourteachingactivitiesperweek;Thetotalweeklyclasstimeshallnotbelessthan80~90minutes.Grades7,9and9completedthegoalsoflevelsIII,IVandVrespectively,andtheweeklyclasshourswerecarriedoutinaccordancewiththenationalcurriculumplan.Consideringthefactthatourcountryhasavastterritory,numerousnationalitiesandunbalancedeconomicandeducationaldevelopment,eachregioncanformulateitsowncurriculumimplementationplanaccordingtothesituationofteachers'conditionandresourceallocation,etc.TodeterminethestartinggradeofEnglishteachinginprimaryschoolsandthegraderequirementstobereachedwhengraduatingfromprimaryandjuniorhighschools,thefactorssuchastheavailabilityofteachersandtheteachingconditionsshouldbefullytakenintoaccountintheestablishmentofEnglishcurriculuminprimaryschools.Localteachingandresearchdepartmentsshouldstrengthentheclassification,stratificationguidanceandevaluationofteaching,helpschoolstoimplementthelocalcurriculumimplementationplaninaccordancewithlocalconditions,andpayattentiontothecoordinationandconvergencebetweenthegoodlearningsections.Inparticular,weshoulddoagoodjobinthesmoothtransitionbetweenprimaryandjuniorhighschool,andpromotethebalanceddevelopmentofregionalEnglisheducation.PartIICurriculumobjectives.I.overallobjectives.ThegeneralgoalofEnglishcurriculumincompulsoryeducationstageistomakestudentsformtheinitialcomprehensivelanguageusingability,promotethementaldevelopment,andimprovethecomprehensivehumanitiesaccomplishmentthroughEnglishlearning.Theformationofcomprehensivelanguagecompetenceisbasedontheoveralldevelopmentoflanguageskills,languageknowledge,emotionalattitudes,learningstrategiesandculturalawareness.Languageskillsandlanguageknowledgearethebasisofcomprehensivelanguageuseability,culturalawarenessisconducivetothecorrectunderstandingoflanguageandproperuseoflanguage,effectivelearningstrategiesareconducivetoimprovinglearningefficiencyanddevelopingautonomouslearningability;Apositiveemotionalattitudeisconducivetoactivelearningandsustainabledevelopment.Thesefiveaspectscomplementeachotherandjointlypromotetheformationanddevelopmentofstudents'comprehensivelanguageability.Languageskills,languageknowledge,emotionandattitude,learningstrategiesandculturalawarenessconstitutetheoverallgoalofEnglishcurriculum,whichnotonlyembodiestheinstrumentalityofEnglishlearning,butalsoembodiesitshumanism.Itisnotonlyconducivetothedevelopmentofstudents'languageability,butalsoconducivetothedevelopmentofstudents'thinkingability,soastocomprehensivelyimprovestudents'comprehensivehumanisticliteracy.II.Gradedobjectives.TheobjectivesofEnglishcurriculumatalllevelsincompulsoryeducationstagerefertothestudents'comprehensiveperformanceinfiveaspects:languageskills,languageknowledge,emotionalattitudes,learningstrategiesandculturalawareness.Table1providesadescriptionofthefirsttofifthlevelgoals.LevelTargetdescriptionOneCuriousaboutEnglish,liketolistentoothersspeakEnglish.Abilitytoperformactions,playgames,anddothings(suchaspainting)accordingtotheteacher'ssimpleinstructions.Color,line).Candosimplerole-playing.CansingsimpleEnglishsongs,SpeaksimpleEnglishballads.Beabletounderstandandreadeasilywiththehelpofpictures.Alittlestory.Abilitytocommunicatesimplepersonalinformationandexpresssimplefeelingsandemotions.Canwritewordsandphrasesaccordingtoexamples.Willingtoimitateinlearning,daretoexpress,haveacertainsenseofEnglish.Ability.BeinterestedintheforeigncultureandcustomsthatIcomeintocontactwithinmystudy.TwoInterestedincontinuingtolearnEnglish.AbilitytoexchangegreetingsinsimpleEnglishandtochangepersonal,familyandfriendsandbeabletomakeshortstatementsontopicsofdailylife.Canbeinthepicture.Tounderstand,readandtellsimplestorieswiththehelpofteachers.ActoutshortstoriesorshortplaysandsingsimpleEnglishsongsandballads.Can.Writeashortdescriptionaccordingtothepictures,wordsorexamples.Willingtoparticipateinthestudy,activecooperation,initiativetoconsult,theinitialformationofthegoodapperceptionofEnglishandgoodstudyhabits.I'dliketoknowmoreaboutforeigncultureandcustoms.ThreeToEnglishstudydisplaystheenthusiasmandthepreliminaryself-confidence.Beabletounderstandparagraphsandshortstoriesaboutfamiliartopics.Abilitytochangeinformationwithteachersorclassmatesonfamiliartopics(e.g.,school,familylife).Abilitytoreadshortstoriesandsimplewrittenmaterialsinotherstyles.Canusephrasesorsentencestodescribeaseriesofpicture
