7、美国敌 视朝鲜、对朝经行经济、政治封锁等一系列政策造成的。回顾以往的六方会谈，第三轮六方会谈结束后，美国口头上声称“并不敌视朝鲜”、“无意侵略朝鲜”，但实际上却以“颠覆朝鲜制度”为目的，顽固要求朝鲜“先行弃核”和“解除武装”。美国的种种行为说明其无意和 平解决朝核问题，而只是在拖延时间，以构筑向朝鲜施压的环境。 美国如真心希望通过对话解决核问题，就应重建会谈基础，放弃敌 视政策，与朝鲜和平共存，“这才是解决问题的关键”。在2012年6月美国高官以国务卿希拉里为代表对朝鲜的人权、民生问题喋喋不凹1=1休，正是由于美国的军事威胁促使朝鲜不得不增强国防实力，但美 国反过来要求朝鲜把民生放在首位，这是
