1、船舶防污染管理须知Instructionforshippreventingpollution总则GeneralRules为了保护水域环境，防止船舶对水域及港口环境的污染，保障人体健康，减少经济损失，根据MARPOL73/78防污公约和中华人民共和国海洋环境保护法以及中华人民共和国防止船舶污染海域管理条例等法规，特制定本管理规则。Toprotectwaterenvironment,preventwaterandportenvironmentfrompollutingofvessel,safeguardhealth,reduceeconomicloss,drawupthismanagementre

4、1.1.管理小组成员：组长：船长副组长：轮机长、大副组员：其它技术船员Member:Headman:CaptainVice-headman:chiefengineer,chiefofficerMember:othertechnologycrew.1.2.管理小组职责船舶防污染工作由船长总负责。船长应经常组织全体船员认真学习、贯彻国内防污法规及上级有关防污染文件,严格执行港口防污规章，具体布置、监督船舶各部门做好防污染工作。当发生污染事故时,组织全体人员全力以赴控制和清除污染，减少经济损失，并及时向公司报告。调查了解污染事故的现场和事故经过、原因及污染程度。审查污染事故报告，如实地向公司机务部报

13、划是所有船舶必须配备的重要文件，是防止油污证书法定检验的内容之一。ShipboardOilPollutionEmergencyPlanisnecessarydocumentonboard.ItisoneofstatutoryinspectionasInternationalOilPollutionPreventionCertificates.船长应按照船舶证书的管理规定，妥善保管船上油污应急计划。CaptainshouldkeepShipboardOilPollutionEmergencyPlanasshipcsertificatemanagementregulations.船长应按照船上油污

15、nagement甲板日常防污染管理Dailypollutionpreventionmanagementondeck保持甲板清洁，无垃圾、油迹。Keepdeckclean,nogarbageandoilstains.检查并保持甲板动力液压管系及设备无泄漏、积油。发现液压管系及设备泄漏时应及时处理并通知轮机部修理。Checkdeckpowerhydraulicpressurepipesystemandequipmentforleakageandoildeposition.Ifany,shouldinformenginedepartmentforrepair.加强涉及油污作业的管理。港内需对船壳进行

18、biddenwhenmooringatanchorageorinharbourbasin.航行在特殊区域以外的船舶排放污水应遵照73/78MARPOL公约和中华人民共和国防止船舶污染海域条例的有关规定进行排放。Accordingto73/78MARPOLinternationalconventionandPreventingseaareafromshippollutioncontrolregulationofPeoplesRepublicofChina,shipinnavigationshoulddischargebilgewateroutofspecialarea.船舶不在特殊区域内；Ves

19、selisnotinspecialareas船舶距最近陆地五十海里以上；Morethan50nauticalmilesfromnearestlands船舶正在途中航行,航速不小于7节；Speednotlessthan7knotsinnavigation.排出物的含油量小于15PPM；Oilcontentindischargewatershouldbenomorethan15ppminnavigation船上所设油水分离设备或过滤设备正在运转。Intheoperationofoilywaterseparationequipment,filterequipmentonboard航行在特殊区域以内的

20、船舶不准排放污水。Nodischargeinspecialarea船舶航行排放机舱污水，应加强与驾驶台的联系，做好油类记录簿的记录，注意排放时间和排量的填写。Shipinnavigationdischargingbilgewaterinmachineryspaceshouldcontactwithbridgeandfillinoilrecordbookpayingattentiontodischargetimeandquantity.防污设备管理Managementofpollutionpreventionequipment加强船舶油水分离器、生活污水处理装置等防污设备的运行管理，做好维护、保

21、养，确保设备处于良好使用状态。Strengthenrunningmanagementforoilywaterseparator,sewagetreatmentequipmentandotherpollutionpreventionequipment.Dowellmaintenanceandensureequipmentingoodorder.船舶防污设备有故障影响正常排放，船上又无能力排除故障时，应尽快报公司主管部门联系修理。Failureofpollutionpreventionequipmentinfluencesnormaldischarge,meantimecrewcannotsolv

22、eproblembythemselves,shouldreporttocompanydepartmentinchargeforrepair.4.3.3.油水分离器处在正常状态时，禁止乱设接头或软管，绕开油水分离器强行排放。OWS（oilywaterseparator）unauthorizedconnectionorhoseforbypassdischargeisprohibited.除在非常情况下，禁止使用通用泵及消防泵排放机舱污水。Exceptinemergency,useofthegeneralpumporfirefightingpumptodischargebilgewaterineng

23、ineroomoverboardisprohibited.确认使用专用泵浦排放压载水和供消防水，并保证所使用的管系清洁无油污。通至压载舱的总阀用后应及时关闭。Ensureusespecificpumptodischargeballastandsupplyfirefightingwaterandensurenooilstainsinusingpipesystem.Closetheballastmainvalvetoballasttanksafteruse.防止污油、污水漏入舱底。Preventdirtyoil,bilgewaterfromleakingtothebottom.燃油、滑油转驳舱（柜

24、）时应慎重操作，杜绝驳运时漏入舱底。Transferfueloilandlubeoilprudentlyagainstleakagetobottom.曲轴箱、齿轮箱、油底壳等更换下来的废油，应收集入污油舱柜，不得放置舱底。Wasteoilchangedfromcrankcase,gearbox,oilsumpshouldbecollectedtodirtyoiltank,noplacingonbilge.保持机械设备的油管、阀门、道门等不滴漏油。Keepoilpipe,valve,doorofmachinerynospillageandleakageofoil燃油、滑油分油机排渣柜中的油渣，应

25、及时排入污油舱（柜），不得到入舱底。OilsludgeinFO&LOsludgetanksshouldbetransferredtodirtyoiltankintime.Nodrainingtobottom.清洗零部件使用过的污油，应集中到入污油舱（柜），不得到入舱底。Dirtyoilusedforcleaningpartsshouldbecollectedintodirtyoiltank.Nodischargingtobilge.燃油、润滑油等集油柜出现高液位时，应及时驳空，以防溢入舱底。Whenbeinghighlevelincollectingtanks,shouldtransferem

26、ptyofthecollectingtanktoavoidspillingoiltobilge.油柜及其它设备的集油盘（槽）通至各集油柜的管路要保持畅通，有缺损部位要及时修复。Keepthepipestotheaccumulatortraysoftanksandotherequipmentunlocked.Damagedpartsshouldberepairedintime.值班人员应经常检查各海、淡水泵的填料盘根及管系有无漏泄现象，采取相应措施，以减少舱底水量。Dutycrewshouldoftencheckifstuffingtrayandpipesystemofsea/freshwate

27、rpumpforleakage.Takeappropriatemeasuretoreducewaterquantityinbilge.严禁将洗涤剂倒入舱底，以免造成油水分离器监控装置失灵。Detergentisprohibitedtopourintobilge.Itcanavoidmonitordeviceofoilyseparatormalfunction.污油、污水舱（柜）管理Dirtyoil,bilgewatertankmanagement机舱人员应详细了解污油舱（柜）、污水舱（柜）的容量及测量孔、透气孔、标准排放接头的位置。Engineroomcrewshouldbefamiliarw

28、iththecapacityofthedirtyoilandbilgewatertanks,andthepositionsofsoundingpipe,ventcapandstandardconnector.污油舱（柜）、污水舱（柜）的液位警报系统，要经常检查试验，使其处于正常状态。Shouldoftenchecklevelalarmsystemofdirtyoiltank,bilgewatertank,keeptheminnormalcondition.驳运污油舱（柜）、污水舱（柜）的污油水时，应坚守岗位，勤测量，以防发生溢漏。Whentransferdirtyoil,bilgewateri

33、hescuppersondeck,prepareforemergencytoolsandmaterialsforleakage.指派专人进行操作排放。Assignspecificpersontooperatedischarge.加强与接收方的密切联系，确认泵的起动、停止信号压力、排量等。Strengthencommunicationwithreceivingparty,confirmthesignalforstartofpump,stop,pressureandpumprateetc.加强输送管路的检查，严守当值岗位，防止发生冒油。Strengthencheckingtransportpipe

34、,sticktopositions,avoidspillageandleakage.接收作业结束时，在确认输送管内无残油后方可将其拆除。Whenoperationfinish,dismantlethepipeonlyafterensuringnoresidualoilinpipelines.燃油油渣的处理TreatmentofFOresidue燃油产生的油渣禁止排放入海，应抵港申请接收处理。FOresidueisprohibitedtodischargeintosea.Shouldapplyforreceivingwhenarrivingport.应将作业情况记入油类记录簿。Fillworko

35、perationsinOilRecordBook机舱油污垃圾的处理Treatmentofoilstainsandgarbageinengineroom机舱产生的油污垃圾应集中装入专用塑料袋或垃圾桶。Oilstainsandgarbageinengineroomshouldbecollectedintoplasticbagorgarbagebarrel.禁止将油污垃圾倾倒入海Dischargingoilstainsandgarbageintoseaisprohibited.油污垃圾的处理，抵港时申请港口主管机关接收处理。Whenshiparriveport,shouldapplyportauth

38、ereleaserateshouldcomplywithUntreatedsewagereleaserate加装燃、润油防污染管理Managementforbunkeringfueloilandlubeoil总则GeneralRule船舶加装燃润油工作的总负责人是轮机长，任何加油的文件、单据、油样等应交轮机长本人签署，并予以确认。Chiefengineerisinchargeofbunkering.Alldocument,bill,oilsamplesrelatedtooilloadingshouldbesignedandconfirmedbyhimself.船长应将加油港口的有关防污染规定及

39、加油要求，及时通知轮机长。Captainshouldinformintimechiefengineeraboutrelevantpollutionpreventionregulationsanddemandofbunkeringport.做好加装燃润油全过程的管理，全过程是指：油船(驳)到达至离开本船或本船靠上至离开加油码头。在此期间各部门应加装燃油、润滑油作为作全船工作，通力合作，加强值班责任心。防止发生油污染事故。Manageallprocessofbunkering.Allprogressmeansthatfromoilsupplyboat(barge)arrivaltoleaveorf

41、utycrewandprepareforenoughlightingequipment.靠码头装油时，应牢固系泊船只，所用缆绳应良好，有足够的拉力。值班水手应经常巡视及调整系泊缆绳，在潮水涨落幅度大港口更要加强上述工作。Ifbunkeringatberth,shouldfastenshipwithgoodmooringlineswhichhaveenoughpullforce.Dutycrewshouldoftenpatrolandadjustmooringlines.Iftideriseandfallhasabigrange,abovementionedworkshouldbestrengt

42、hened.加油场所应悬挂禁止烟火警告牌。Nosmokingwarningboardshouldbehunginworksite.受油前的准备Preparationbeforebunkering主管加油的二管轮在制定装油计划时，应预先计算好所加油舱的存油量，安排好加油舱柜的加油数量及加装的先后顺序，并留合适的空档，先受油的油舱空档一般为总舱容的10%为宜，而最后受油舱的空档应在20%左右。Whenthirdengineermakesthebunkeringplan,shouldcalculateremainoilquantityintank,arrangeloadingquantityford

44、okeepshipstability.寒冷天气受油，应注意油温，防止已进舱燃油因流动性差影响测量，发生冒油。Whenitiscold,shouldheedoiltemperature.Preventtoinfluencemeasurementandtospillduetobadfluidofincomingoil.制定溢油应急计划，并确认发生意外时，供、受双方各采取的应急措施。为预防意外，应备好应急工具和应急物品；如空桶及吸油材料、化学消油剂、锯末、棉纱、破布等。Draftoilpollutionemergencyplan,andconfirmemergencymeasuretakenbysu

46、、测深管的位置和加油计划的详细过程。Prepareenoughcrew.Makethemknowwellthepositionofoverflowpipe,airpipe,overflowtank,soundingpipeofloadingoilsystem,detailedprocessofloadingoilplan.通知大副安排水手长堵好甲板出水孔。开启受油舱透气孔，堵好集油槽放残孔。油舱透气管下无集油容器的，应放置集油器具。InformchiefofficertoassignABtoplugallscuppersondeck.Openairventinreceivingoiltank,

47、plugthedrainorificeofoilsump.Oilcollectionapparatusshouldbeplacedifnooilcollectionreceptacleisundertheairventofoiltank.检查供油管另一舷接头盲板及与有关的接头盲板，密封要好；有关的加油阀开关要良好；确认供、受有关接头已装好，接头下方应放置集油桶。Checksupplypipeconnectorblindboardofanothershipsrailandrelevantconnectorblindboard.Sealshouldbegood.Relatedoilvalvessw

48、itchshouldbegood.Confirmsupplypartyandreceivepartythatrelatedconnectorhavebeeninstalled.Oilcollectionbarrelshouldbeplacedundertheconnector.供、受油双方确认加油的品种、数量、速度和供油泵启动、停止联系信号以及喊停责任权、责任方。Supplypartyandreceivepartyshouldconfirmbunkerskind,quantity,speed,signalforstartofpump,signalforstopofpumpandwhichpar

49、tyhasrighttodecidestop.开启受油舱进油阀，同时检查其他油舱进油阀的关闭位置。Openfillingvalveofreceivingoiltank,meantimechecktheotherfillingvalvesinclosecondition.按照供油方制定的“供、受油作业安全检查表”逐项进行检查，符合要求后方可作业。Checktermbytermassupply/receiveoiloperationchecklistmadebysupplier.Operateaftermeetingtherequirement.受油时通知驾驶员在本船悬挂“必言号旗，夜晚亮红”灯。

51、oilhasgotintodesignatedoiltank.勤测量油位，加油速度不应过急，与供油方及时联系调整。Soundoillevelfrequently.Speedshouldnotbetoofast.Ifneeded,shouldcontactintimewithsuppliertoadjustspeed.保持船舶不发生横倾，当已受油舱装入3/4舱容时，应正确调整下一受油舱的进油阀，已防舱满溢出。当最后受油舱装入2/3舱容时，应要求供油方降低供油速度，需停泵时要及早通知供油方。Keepshipnoheel.Whenreceiveoilto3/4capacityofoiltank,sh
