小流域综合治理项目实施方案编写提纲(试行)

1、附件：水土保持小流域综合治理项目实施方案编写提纲（试行）本提纲针对以县为单位，按项目区进行编制的实施方案。包括多个项目区时，实施方案可由多个项目区汇总而成。具体设计应以小流域为单元开展，原则上按图斑进行逐一设计，达到初步设计深度。1 综合说明按第二至第十一章的编写顺序，每一章为一节，总结各章的主要内容及结论。1.1 项目背景阐述项目前期规划基本情况，以及批复情况，说明任务来源、工程建设必要性和实施方案编制过程。1.2 项目区选择及概况简要说明选定的项目区及涉及小流域的基本情况，包括自然概况、水土流失及防治情况、土地利用情况、社会经济情况等。1.3 建设任务、目标与规模简述项目建设的任务，确定的

2、目标和综合治理规模。1.4 总体布置与措施设计简述小流域综合治理和单项工程总体布置，措施设计原则、要点，以及各项措施数量。1.5 施工组织设计简要说明小流域综合治理或单项工程的施工条件、施工工艺和施工方法、施工布置及施工进度安排。1.6 水土保持监测简要说明监测点布置、监测内容、监测时段、监测方法等。1.7 技术支持简要说明技术支持的有关内容和组织实施方案。1.8 工程管理简要说明工程建设管理和运行管理的设计内容。1.9 投资概算与资金筹措明确投资概算价格水平年，简要说明工程措施、林草措施、封禁治理等措施的费用、独立费用、基本预备费、总投资以及资金筹措情况。1.10 效益分析简述项目区生态、社

32、减轻风沙灾害；改善农村生产条件和生活环境，促进农村经济社会发展。4.2 建设目标以项目区为单元，拟定到设计水平年工程建设的目标，主要包括：1 ）水土流失治理目标，包括水土流失治理程度、面积等。2）生态环境改善目标，主要是林草覆盖率。3）农村经济发展目标，包括人均基本农田、人均粮食占有量、农民人均纯收入等。4.3 建设规模根据建设任务、目标、项目区水土流失状况、经济社会现状及发展要求等， 论证项目建设规模，即小流域综合治理面积和水土保持单项工程规模。项目区涉及多条小流域的，列表分别明确各小流域的建设规模。5 总体布置与措施设计根据现行小流域综合治理项目投入标准，近期小流域综合治理项目中原则上不安

33、排淤地坝等沟道控制性工程建设，淤地坝等沟道控制性工程建设通过其他专项另行安排。总体布置与措施设计按小流域进行，原则上应逐图斑进行设计，明确拟建图斑的位置、面积、坡度、措施内容等。若建设条件基本一致，可采用典型设计，每一措施类型选择13个有代表性的图斑进行设计。包含多条小流域的综合治理实施方案，应按小流域逐条进行措施布置，实施方案总体布置由各条小流域汇总形成。5.1 水土保持分区小流域面积大、涉及不同地形地貌的应进行水土保持分区，按不同分区分别进行设计。条件一致或逐图斑进行设计时可不分区。5.2 总体布置说明工程总体布置应遵循的原则及措施总体布局。5.3 工程措施设计5.3.1 梯田工程设计1

42、。5.3.3 护岸工程设计一般包括坡式护岸、坝式护岸、墙式护岸等型式。应明确防洪设计标准，查明工程地质条件，合理确定护岸型式，并参照堤防工程设计规范进行设计。5.3.4 小型拦蓄引排水工程设计1 ）小型蓄引排水工程包括截水沟、排水沟、水窖、涝池、蓄水池、滚水坝、人字闸、塘坝等。应根据小型蓄引排水工程的类型、规模、结构型式等进行典型或标准设计。确定典型小型蓄引排水工程的设计标准、型式、位置及断面尺寸。2）滚水坝应按水土保持综合治理技术规范的要求，并参照小型水利工程有关规范执行；人字闸、 塘坝设计参照小型水利工程有关规范执行。3）小型蓄水工程涉及人畜饮用水的，应查明汇集水区基本情况，确定需水量、汇

43、集水区的面积、工程位置和数量，并参照相关技术规范进行设计，明确水质保护的要求。5.3.5 防风固沙工程设计一般包括沙障固沙、固沙造林、固沙种草、引水拉沙造地、防风蚀耕作措施等。应明确防风固沙措施形式，并按水土保持综合治理技术规范 风沙治理技术进行设计。5.3.6 泥石流排导和停淤、抗滑桩、 挡墙等工程设计应按水工、挡墙工程设计规范进行设计。5.4 林草措施设计5.4.1 划分立地类型，按立地类型选定树（品）种、苗木规格，确定造林密度、整地方式和规格、造林季节、栽植方法、抚育管理方式等，做出典型设计，并落实到图斑。在荒山荒坡上布设的经济林，还应明确选择的品种、苗木规格、整地、施肥、浇水等要求。5
