47、水平和一丝不苟的工作作风,就会严格执行质量标准和 操作规程等。2、材料因素材料是工程施工的物质条件,材料质量是工程质量的基础,材料质量不符合 要求,工程质量也就不可能符合标准。有些承包商承接工程后,为谋取更多利益, 不按工程技术规范要求的品种、规格、技术参数等采购相关的成品或半成品,或 因采购人员素质低下,对其原材料的质量不进行有效控制,放任自流,从中收取 回扣和好处费。还有的企业没有完善的管理机制和约束机制,无法杜绝假冒、伪 劣产品进入工程施工中,给工程留下质量隐患。3、方法因素施工过程中的方法,指在工程项U整个建设周期内所采取的技术方案、工艺 流程、组织措施、检测手段和施工组织设计等。这方

48、面的问题往往比较多,如制 定了施工组织设计,不能严格执行,不按标准和规范施工,不注重施工过程的管 理,不制定切实可行的预防措施,出现问题了才去处理。特别是施工方案的正确 与否,直接影响工程质量。4、环境因素影响工程项U质量的环境因素较多。工程技术环境,如工程地质、水文、气 象等;工程管理环境,如质量保证体系、质量管理制度等;劳动环境,如劳动组 合、劳动工具、工作面等;人文环境,如当地的风土人情、社会治安、富裕程度 等。环境因素对于工程质量的影响,具有复杂多变的特点,如气象条件变化万千, 温度、湿度、大风、暴雨、酷署、严寒都直接影响工程质量。二、建筑工程施工质量管理的措施1、提高管理、施工及操作

49、人员自身素质首先,应提高所有参与工程施工人员的质量意识。让他们树立五大观念,即 质量第一的观念、预控为主的观念、为用户服务的观念、用数据说话的观念以及 社会效益与企业效益相结合的综合效益观念。其次,要搞好人员培训,提高员工素质。要对现场施工人员进行质量知识、 施工技术、安全知识等方面知识的教育和培训,提高施工人员的综合素质。特殊 过程严格按作业指导说明书组织施工,施工人员需经培训并取得资格。2、加强原材料质量管理首先,提高采购人员的政治素质和质量鉴定水平,选择有一定专业知识乂有 责任心的人担任该项工作。其次,釆购材料要广开门路,掌握材料信息,综合比 较,择优进货。进场材料、物资须在合格的供方厂

50、家或有信誉的商店采购,所釆 购的材料或设备必须有出厂合格证、材质证明和使用说明书。物资采购主管要定 期对供货商进行评审、考核。其三,施工现场材料人员要会同工地负责人、屮方 等有关人员负责对现场设备及进场材料进行检查验收。特殊材料要有说明书和试 验报告,对钢材、水泥、防水材料、混凝土外加剂等必须进行复试和见证取样试 验。当对质量有怀疑时,就加倍抽样或全数检验。3、提高施工的质量管理水平每项工程有总体施工方案,每一分项工程施工之前也要做到方案先行,并且 施工方案必须实行分级审批制度,方案审完后还要做出样板,反复对样板中存在 的问题进行修改,直至达到设计要求方可执行。在工程实施过程中,根据出现的 新

51、问题、新情况,及时对施工方案进行修改,力求方案技术可行、经济合理、工 艺先进、措施得力、操作方便,有利于提高质量、加快进度、降低成本。4、建立完善的质量管理体系首先,施工单位在开工前必须对工程质量形成的全过程进行系统分析、系统 设计并形成质量手册、作业指导书、报告、表格等,明确质量管理体系人员,各 项工作要有专人负责,责任明确,层层把关。整个工程应实施项LI经理负责制, 工程责任层层落实到人。1. 施工阶段质量管理过程划分(1)按施工阶段工程实体形成过程中物质形态的转化划分.可分为对投入 的物质、资源质量的管理;施工及安装生产过程质量管理,即在使投入的物质资 源转化为工程产品的过程中,对影响产品质量的各因素、各环节及中间产品的质 量进行控制;对完成的工程产出品质量的控制与验收。前两项工作对于最终产品质量的形成具有决定性的作用,:需要对影响工程 项LI质量的五大因素进行全面管理。其中包括:施工有关人员因素;材料(包括 半成品)因素、机械设备(永久性设备及施工设备)因素、施工方法(施工方案; 方法及工艺)因素和环境因素。(2)按工程项目施工层次结构划分工程项U施工质量管理过程为:工序质量管理、分项工程质量管理、分部工 程质量管理、单位工程质量管理、单项工程质量管理。其中单位工程质量管理与 单项工程质量管理包括建筑施工
