33、法、 交通运输部公路建设市场管理办法、 内蒙古自治区公路条例和 内蒙古自治区人民政府关于进一步加快公路建设的意见（内政发2008122 号） ，结合我区公路建设管理实际制定本办法。第二条本办法适用于自治区境内国家及自治区高速公路网、国省干线公路的新建、改建工程，独立的特大、大桥，特长隧道及农村牧区公路建设工程。第三条公路建设项目必须与自治区公路网规划要求相一致，并满足公路养护、管理及服务功能的需要。第四条本办法所称公路建设是公路、桥梁、 隧道、 交通工程及沿线设施的项目建议书、工程可行性探究、勘察、 设计、施工、竣（交）工验收和后评价全过程活动。公路建设项目包括：符合交通运输部公路工程技术标准

48、百年大计，质量第一”方针， 实行质量终身责任制，严格执行政府监督、法人管理、社会监理、企业自检的质量保证体系。第八条公路建设应积极应用新技术、新工艺、新材料、新设备， 推广科学、先进的管理方法，鼓励科学研究和技术创新。第九条公路建设必须坚持保护优先、防治结合的原则，按照交通运输部交通建设项目环境保护管理办法（2003 年第 5 号令 ）落实各项环保措施，加强环境保护管理工作；严格执行耕地保护制度，尽量利用荒地进行公路及附属设施建设。第十条 项目法人必须加强公路建设项目全过程的资料管理， 及时收集、整理、 汇总分析有关文字、数据及影像资料。第二章建设程序第十一条公路建设项目要严格执行公路基本建设
