42、technology and management, increase revenue and reduce risk.中文翻译国际业务对中小企业发展的作用卡洛轶事美国改革开放以来,特别是进入新世纪以来,我国中小企业不断发展壮大,已成为我国国民经济和社会发展的重要力量,在繁荣经济、增加就业、推动创新、改善民生等方面,发挥着越来越重要的作用。一、具体来讲,国际化经营对中小企业的发展有如下重要作用:(一)学习国外先进管理和技术经验中小企业发展很不均衡,技术和管理水平参差不齐,但从总体上看,水平仍很低。中小企业必须提高其技术水平和管理水平。而中小企业实行国际化经营,进入国际市场,有利于学习和借鉴国外
43、先进的管理和技术经验,向拥有大量国际经验的跨国公司学习,提高国际竞争力。(二)实现资源共享我国国内资源相对不足往往限制着中小企业的发展。中小企业发展壮大,就必须学会利用国内和国外两种资源。国际企业允许其各子公司和代理机构共同利用公司的资源,包括资产、专利、商标及人力资源。由于各子公司和代理机构是企业的组成部分,它们可以得到外部企业所不能够得到的资产,从而实现资源共享。二、中小企业国际化经营的优劣势分析(一)中小企业国际化经营的优势分析1机制灵活中小企业机制灵活、组织结构简单高效,由于这种固有的内部优势,使得它的信息传递比较及时、准确、快捷,从而形成对市场灵敏的反应能力。而对大部分大型企业来说,

45、先进技术进行吸收、消化和改进,这也是一种技术创新,一种与发达国家不同的技术创新之路。因此,中小企业技术积累过程是建立在它们“特有的学习经验基础上的”。而且这种技术创新更适用于一些发展中国家,即生产函数更接近于这些发展中国家和欠发达地区,所以也更容易进行移植,从这点上讲,中小企业在国际化经营中具有“后发优势”。(二)中小企业国际化经营的劣势分析1.国际竞争意识不强在全球经济一体化条件下,中小企业国际化经营成为大势所趋,但有相当一部分中小企业国际竞争意识不强,还没有开展国际化经营,或者还没有认识到国际化经营对中小企业发展的重要影响。由于我国高新技术中小企业同国外的企业多有雷同,在经济全球化的条件下,他们必然会面临着国外同类资本密集型企业的冲击,而且,我国中小企业在产品技术创新能力方面存在着明显的不足,这些都会影响我国中小企业及其产品在国际市场的竞争能力。2.缺乏国际经营的人才在全球经济中,对竞争具有决定意义的是知识。因此在全球经济时代的企业中,最短缺的既不是原材料,也不是资金;既不是先进技术,也不是新兴市场,而是人才。企业开展国际化经营必须要有通晓国际惯例、熟悉国际市场规律及国际贸易法
