3、ay,shefindsout,afteryears,thatsheearnedlessthanhermalecolleaguesfordoingthesamejob.iwanttomakethatpointagain.(laughter.)doingthesamejob.sometimeswhenyou-whenwediscussthisissueoffairpay,equalpayforequalwork,andthepaygapbetweenmenandwomen,you’llhearallsortsofexcusesabout,well,they’rechild-
4、bearing,andthey’rechoosingtodothis,andthey’rethisandthey’rethatandtheother.shewasdoingthesamejob-probablydoingbetter.(laughterandapplause.)samejob.workingjustashard,probablyputtinginmorehours.butshewasgettingsystematicallypaidless. andsoshesetouttomakesurethiscountryliveduptoitsfou
5、nding,theideathatallofusarecreatedequal.andwhenthecourtsdidn’tanswerhercall,congressdid. thefirsttimelillyandistoodtogetherinthisroomwasmytenthdayinoffice,andthat’swhenwesignedthelillyledbetterfairpayact.(applause.)firstbillisignedintolaw.andsomeoftheleaderswhohelpedmakethathappenarehere
6、today,includingleaderpelosiandsenatormikulskiandcongresswomandelauro.(applause.)iwanttothankallthemembersofcongressandallthestatelegislatorswhoarehereandalltheadvocateswhoarehere,becauseyouallcontributedtothateffort.andiwanttogiveaspecialthankstothemembersofthenationalequalpaytaskforce,who’ved

10、ecreatedalmost9millionnewjobsoverthepastfouryears.morethan7millionamericanshavesignedupforhealthcarecoverageundertheaffordablecareact.(applause.) that’sagoodthing,too.iknowit’sequalpaydayandnotobamacareday-(laughter)-butidowanttopointoutthattheaffordablecareactguaranteesfreepreventivecar
11、e,likemammogramsandcontraceptivecare,fortensofmillionsofwomen,andendsthedayswhenyoucouldbechargedmorejustforbeingawomanwhenitcomestoyourhealthinsurance.(applause.)andthat’strueforeverybody.(applause.)that’sjustonemoreplacewherethingswerenotfair. we’lltalkaboutdrycleanersnext,right-
12、(laughter)-becauseiknowthat-idon’tknowwhyitcostsmoreformichelle’sblousethanmyshirt.(laughter.) butwe’vegottomakesurethatamericaworksforeverybody.anybodywhoiswillingtoworkhard,theyshouldbeabletogetahead.andwe’vegottobuildaneconomythatworksforeverybody,notjustthoseatthetop.rest
13、oringopportunityforallhastobeourpriority.that’swhatamericaisabout.itdoesn’tmatterwhereyoustartedoff,whatyoulooklike-youworkhard,youtakeresponsibility,youmaketheeffort,youshouldbeabletogetahead. andwe’vegottofightforanopportunityagenda,whichmeansmoregoodjobsthatpaygoodwages,andtrain
14、ingamericanstomakesurethattheycanfillthosejobs,andguaranteeingeverychildaworld-classeducation,andmakingsuretheeconomyrewardshardworkforeverysingleamerican. andpartofthatisfightingforfairpayforwomen-becausewhenwomensucceed,americasucceeds.(applause.)whenwomensucceed,americasucceeds.it’strue.ibe
15、lievethat.(applause.)it’strue.it’strue.it’strue. now,here’sthechallenge:today,theaveragefull-timeworkingwomanearnsjust77centsforeverydollaramanearns;forafricanamericanwomen,latinas,it’sevenless.andinxx,that’sanembarrassment.itiswrong.andthisisnotjustanissueoffairn
16、ess.it’salsoafamilyissueandaneconomicissue,becausewomenmakeupabouthalfofourworkforceandthey’reincreasinglythebreadwinnersforawholelotoffamiliesoutthere.sowhentheymakelessmoney,itmeanslessmoneyforgas,lessmoneyforgroceries,lessmoneyforchildcare,lessmoneyforcollegetuition,lessmoneyisgoingin
17、toretirementsavings. andit’sallbadforbusiness,becauseoureconomydependsoncustomersoutthere,andwhencustomershavelessmoney,whenhardworkingwomendon’thavetheresources,that’saproblem.whenbusinessesloseterrificwomentalentbecausethey’refedupwithunfairpolicies,that’sbadforbusine
18、ss.theyloseoutonthecontributionsthatthosewomencouldbemaking.whenanyofourcitizenscan’tfulfilltheirpotentialforreasonsthathavenothingtodowiththeirtalentortheircharacterortheirworkethic,we’renotlivinguptoourfoundingvalues.wedon’thavesecond-classcitizensinthiscountry-andcertainlynotint
19、heworkplace. so,tomorrow,thesenatehasthechancetostartmakingthisrightbypassingabillthatlillyalreadyalludedto-thepaycheckfairnessact.(applause.)they’vegotachancetodotherightthing.anditwouldputsensiblerulesintoplace,likemakingsureemployeeswhodiscusstheirsalariesdon’tfaceretaliationbytheirem
20、ployers. andhere’swhythisisimportant.therearewomenheretodaywhoworkedinofficeswhereitwasagainsttherulesforemployeestodiscusssalarieswithoneanother.andbecauseofthat,theydidn’tknowtheywerebeingpaidlessthanmen-justlikelillydidn’tknow-fordoingtheexactsamework.forsome,itwasyearsbeforethe
21、yfoundout.andeventhen,itonlyhappenedbecauseamanageraccidentallyletitslipor,asinlilly’scase,asympatheticco-workerquietlypassedanote.sheonlyfoundoutsheearnedlessthanhermalecolleaguesfordoingthesameworkbecausesomebodyleftananonymousnote. wecan’tleavethattochance.andoverthecourseoflilly&rsqu
22、o;scareer,shelostmorethan$200,000insalary,evenmoreinpensionandsocialsecuritybenefits-bothofwhicharepeggedtosalary-simplybecauseshewasawoman. andlilly,andsomeoftheotherwomenhere,decideditwaswrong,setouttofixit.theywenttotheirbosses;theyaskedforaraise.thatdidn’twork.theyturnedtothelaw;theyfileds
23、uit.andforsome,foryearsafterwaitingandpersistingtheyfinallygotsomejustice. well,tomorrow,thesenatecouldpaytributetotheircouragebyvotingyesforpaycheckfairness.(applause.)thisshouldnotbeahardproposition.thisshouldnotbethatcomplicated.(applause.) andsofar,republicansincongresshavebeengumminguptheworks.
24、they’vebeenblockingprogressonthisissue,andofcourseotherissuesthatwouldhelpwiththeeconomicrecoveryandhelpusgrowfaster.butwedon’thavetoacceptthat.america,youdon’thavetositstill.youcanmakesurethatyou’reputtingsomepressureonmembersofcongressaboutthisissue.andidon’tcarewheth
25、eryou’reademocratorarepublican.ifyou’reavoter-ifyou’vegotadaughter,yougotasister,yougotamom-iknowyougotamom-(laughter)-thisissomethingyoushouldcareabout. andi’mnotgoingtostandstilleither.sointhisyearofactioni’veusedmyexecutiveauthoritywhenevericouldtocreateopportunityfo
26、rmoreamericans.andtoday,i’mgoingtotakeaction-executiveaction-tomakeiteasierforworkingwomentoearnfairpay.sofirst,i’mgoingtosignanexecutiveordertocreatemorepaytransparencybyprohibitingfederalcontractorsfromretaliatingagainstemployeeswhodiscusstheirpaywitheachother.(applause.)paysecrecyfost
27、ersdiscriminationandweshouldnottolerateit-notinfederalcontractingoranywhereelse. second,i’msigningapresidentialmemorandumdirectingthedepartmentoflaborandouroutstandingsecretaryoflabor,tomperez,torequirefederalcontractorstoprovidedataabouttheiremployeecompensationsopaydiscriminationcanbespotted
28、moreeasily. now,iwanttobeclear:therearegreatemployersouttherewhodotherightthing.thereareplentyofemployersouttherewhoareabsolutelycertainthatthere’snopaydiscriminationhappeningintheiroffices.butthensometimeswhenthedataislaidout,itpaintsadifferentpicture.manytimestheythendoeverythingtheycantofix
29、theproblem,andsowewanttoencouragethemtofixtheseproblemsiftheyexistbymakingsurethatthedataisoutthere. soeverybodywhocaresaboutthisshouldpayattentiontohowthesenatevotestomorrowonthispaycheckfairnessact,becausethemajorityofsenatorssupportthisbill,buttwoyearsago,aminorityofsenaterepublicansblockeditfrom
30、gettingavote.evenworse,somecommentatorsareouttheresayingthatthepaygapdoesn’tevenexist.theysayit’samyth.butit’snotamyth;it’smath.(laughterandapplause.)youcanlookatthepaychecks.youcanlookatthestubs.(applause.) imean,lillyledbetterdidn’tjustmakethisup.(laughter.)thecourt,w
31、henitlookedatthedocuments,said,yep,you’vebeengettingpaidlessfordoingthesamejob.it’sjustthecourtthensaid,youknow,it’sbeen-aslillysaid-it’sbeenhappeningsolong,youcan’tdoanythingaboutitanymore-whichmadenosenseandthat’swhywehadtosignanotherbill.it’sbasicmaththat
32、addsuptorealmoney.itmakesarealdifferenceforalotofamericanswhoareworkinghardtosupporttheirfamilies. andofcourse,thefactthatwe’vegotsomeresistancefromsomefolksonthisissueuponcapitolhilljustfitswiththislargerproblem,thisvisionthatthecongressionalrepublicansseemtobecontinuallyembracing-thisnotiont
33、hat,youknowwhat,you’rejustonyourown,nomatterhowunfairthingsare.youseeitintheirbudget.thebudgettherepublicansincongressjustputforwardlastweek,it’slikeabadrerun.itwouldgivemassivetaxcutstohouseholdsmakingmorethanamilliondollarsayear,forcedeepcutstothingsthatactuallyhelpworkingfamilieslikee
34、arlyeducationandcollegegrantsandjobtraining. and,ofcourse,itincludesthatnovelideaofrepealingtheaffordablecareact.(laughter.)fiftiethtimethey’vetriedthat-whichwouldmeanthemorethan7millionamericanswho’vedonetheresponsiblethingandsigneduptobuyhealthinsurance,they’dlosetheirhealthinsur
35、ance;andthe3millionyoungadultswho’vestayedontheirparents’plan,they’dnolongerhavethatavailable;takeusbacktothedayswheninsurerscouldchargewomenmorejustforbeingawoman. onminimumwage,threeoutoffouramericanssupportraisingtheminimumwage.usuallywhenthreeoutoffouramericanssupportsomething,
36、membersofcongressarerightthere.(laughter.)andyethere,republicansincongressaredeadsetagainstit,blockingapayraisefortensofmillionsofamericans-amajorityofthemwomen.thisisn’tjustabouttreatingwomenfairly.thisisaboutrepublicansseeminglyopposinganyeffortstoeventheplayingfieldforworkingfamilies. andiw
37、asupinmichiganlastweekandijustasked-idon’tunderstandfullythetheorybehindthis.idon’tknowwhyyouwouldresisttheideathatwomenshouldbepaidthesameasmen,andthendenythatthat’snotalwayshappeningoutthere.ifrepublicansincongresswanttoprovemewrong,iftheywanttoshowthatthey,infact,docareaboutwome
38、nbeingpaidthesameasmen,thenshowme.theycanstarttomorrow.theycanjoinusinthis,the21stcentury,andvoteyesonthepaycheckfairnessact.(applause.)voteyes. andifanybodyiswatchingorlistening,ifyoucareaboutthisissue,thenletyoursenatorsknowwhereyoustand-becauseamericadeservesequalpayforequalwork. thisisnotsomethi
39、ngwe’regoingtoachieveinaday.there’sgoingtobealotofstuffthatwe’vegottodotoclosethepaygap.wegottomakeitpossibleformorewomentoenterhigh-payingfieldsthatupuntilnowhavebeendominatedbymen,likeengineeringandcomputerscience.womenholdlessthan6percentofourcountry’scommercialpatents-tha
40、t’snotgoodenough.weneedmoreparentsandhighschoolteachersandcollegeprofessorsencouraginggirlsandwomentostudymathandscience.weneedmorebusinessestomakegenderdiversityaprioritywhentheyhireandwhentheypromote.fewerthanfivepercentoffortune500companieshavewomenatthehelm. ithinkwe’dallagreethatwen
41、eedmorewomenincongress.(applause.)fewerthan20percentofcongressionalseatsareheldbywomen.clearly,congresswouldgetmoredoneiftheratiowas-(laughter)-evenedoutalittlebit.sowe’vegottoworkonthat. andwe’veallgottodomoretomakeourworkplacesmorewelcomingtowomen.becausethenumbersshowthatevenwhenmenan
42、dwomenareinthesameprofessionandhavethesameeducation,there’sstillawagegap,anditwidensovertime.sowe’regoingtokeepmakingthecaseforwhythesepoliciesaretherightonesforworkingfamiliesandbusinesses.andthisisallgoingtoleaduptothisfirst-everwhitehousesummitonworkingfamiliesonjune23rd. so,ultimately,equalpayisnotjusta
