5、is ordinance.Article second these Regulations shall apply to earthquake prevention and mitigation activities, such as earthquake monitoring and prediction, earthquake prevention, earthquake emergency response, earthquake relief and reconstruction, etc. within the administrative area of this province
6、.Article third peoples governments at all levels shall, in accordance with the policy of giving priority to prevention and combining defence with salvation, exercise unified leadership over the work of earthquake prevention and disaster reduction within their respective administrative areas.Fourth P
7、eoples governments above the county level shall be incorporated into the plan for earthquake prevention and disaster reduction in the local national economic and social development, according to the local actual earthquake disaster mitigation planning and planning, and according to the earthquake di

22、 and the construction of professional ranks, and constantly improve the level of earthquake monitoring and prediction relying on scientific and technological progress.Eleventh above the county level peoples government is responsible for the administrative departments or institutions for seismic work

39、e floods, fires, explosions, poisonous or strong corrosive substances, and other serious secondary disasters after earthquake damage,Including reservoirs, dams, dikes and oil storage, gas storage, flammable, explosive, toxic or strong corrosive substances facilities, and other may be issued serious
40、secondary disaster construction projects;(three) construction of nuclear power plants and nuclear facilities.The specific scope of the construction project and the measures for the administration of the assessment of the safety of the earthquake, as stipulated in the preceding paragraph, shall be fo
41、rmulated separately by the peoples Government of the province.According to the seismic safety evaluation of this Ordinance, including the construction site of the earthquake intensity review, seismic hazard analysis, determine the design parameters of ground motion, seismic microzonation, impact sit
42、e and surrounding geological and seismic stability evaluation, earthquake damage prediction etc.Twentieth projects that require seismic safety evaluation according to the provisions of these nineteenth regulations, the feasibility study report and the program design must include special seismic safe
43、ty evaluation contents. The administrative department of seismic administration of the peoples Government of the province participates in the examination of the feasibility study report and the design of the scheme. The competent administrative departments concerned shall not examine and approve the
44、 feasibility study report and the program design of the project without the approval of the administrative department for seismic activities under the provincial peoples government.Twenty-first seismic safety assessment work shall be undertaken by the competent department of seismic administration u
45、nder the State Council or the competent administrative department for seismic administration of the peoples Government of the province.The results of seismic safety evaluation of twenty-second construction projects, the provincial seismic safety assessment committee after review by the provincial pe
46、oples government administrative departments under the provincial earthquake seismic safety evaluation committee review, in accordance with the provisions of the national classification management principles for validation, and to determine the requirements for seismic resistance.Such as construction
