Project manager is general principal for project quality, and project chief engineer is quality assurance director. According to specific content of this project, according professional quality assurance system shall be established for heavy equipment lifting, compressor unit installation, pipe welding, installation and cleaning, antiseptic, electronic control system, and control &instrument system etc, and various engineers of different work type shall be professional quality assurance personnel. Project manager shall hold on-site quality meeting, attend quality meeting of client, lead, supervise and guarantee effective operation of quality system, so as to ensure the fulfillment of quality target. Project manager shall assume primary responsibility for project quality. 项目经理是我公司在现场的全权代表。领导制定本工程质量计划，监督并保证质量计划的实施。主持现场质量会议，参加业主的质量会议，领导、监督并保证质量体系的有效运行，确保质量目标的实现。项目经理对工程质量负第一责任l Deputy project manager/construction manager项目副经理/施工经理Deputy project manager is the assistant of project manager, who takes part in formulation of project quality plan, reasonably allocate various construction resources, and organize construction according to contract. Deputy project manager is responsible for organizing effective operation of quality assurance system, strictly performing construction procedures, and ensuring to construct according to design drawing, standards, norms as well as approved technology file. Besides, he will assume responsibility for project quality.项目副经理是项目经理的助手。参与本工程质量计划的制定，合理调配各种施工资源，按合同组织施工。具体组织质保体系的有效运行，严格执行施工程序，保证按照设计图纸、标准、规范及批准的工艺文件进行施工。项目副经理对工程质量负执行责任。l Quality manager(project chief engineer )质量经理（项目总工程师）Quality manager (project chief engineer) is an assistant of project manager, who is quality assurance director for on-site quality assurance system. Under leadership of project manager, project chief engineer is responsible for formulation and performance of project quality plan. He leads and supervises the effective operation of quality assurance system, approves technical proposal and quality assurance measures, and organizes quality management activities on site as well as supervision and inspection. Quality manager (project chief engineer) reports work to project manager and corporate quality management department, and assume management and technical responsibility in terms of work quality质量经理（项目总工程师）是项目经理的助手，是现场质保体系的总质保师。项目总工程师在项目经理的领导下，组织制定本工程质量计划，负责质量计划的执行。领导并监督质量保证体系的有效运行，审批技术方案及质量保证措施，组织实施现场质量管理活动，组织对工程质量的监督及检查。质量经理（项目总工程师）向项目经理和公司质量管理部汇报工作，对工作质量负管理及技术责任。l Project management department工程项目管理部Work is conducted in Project Management Department under the leadership of deputy project manager and quality manger (project chief engineer). He is to ensure quality management on construction site is performed according to requirement as stipulated in corporate quality manual and quality procedures and documents as approved by client, to report to quality manager (project chief engineer) the quality system operation and project quality on site, to handle with quality problems on site within his authority, and to fill in quality records and sign within his authority, in charge of quality statistical work.质量部和质量工程师是质量经理（项目总工程师）和项目副经理的助手。确保施工现场的质量管理按照公司质量手册及经业主批准的质量程序和文件的要求执行，负责向质量经理（项目总工程师）汇报质量体系运行情况及现场工程质量状况，同时在其授权范围内处理现场质量问题，填写质量记录并按其授权范围签字，负责质量统计工作。l Quality inspector质量检查员Quality inspector is the performer of on-site project quality inspection, who is responsible for self-inspection of operation of on-site project quality management as well as contact work of internal and external audit. He is responsible for the inspection of quality of on-site project entity according to norm, standard as well as related technology file, to supervise and urge rectification of items failing to satisfy requirements and to promote overall quality management over undertaken project and conduct quality awareness education, in charge of related quality activities at the same time.质量检查员是本工程现场质量检查的具体执行者。负责对本工程现场的质量管理运行情况的自查，负责内、外审核的联络工作。具体负责按规范、标准及相关工艺文件对现场工程实体质量进行检查，督促对发现的不符合要求的项目进行整改，在所承担的项目上推行全面质量管理和进行质量意识教育，并负责相关的质量活动。l QA personnel of professional engineering company(specialized engineer)专业工程公司质保师（专责工程师）Quality assurance personnel of professional engineering company shall review construction drawing prior to construction, formulate construction technology document and ensure technical measures for quality, so as to eliminate quality hidden danger during late period of project to the greatest extent. He is responsible for controlling of construction drawing, document and outside materials, raising requirements regarding personnel qualification and equipment property of special technology procedure, and conducting improvement and controlling for key working procedures by use of statistical techniques.专业工程公司的质保师在施工前应对施工图纸加以会审，制定施工工艺文件和保证质量的技术措施，尽可能消除工程后期的质量隐患。对本专业工程公司的施工图纸、文件及外来资料进行控制，负责对特殊工序的人员资格及设备性能提出要求，应用统计技术对本工程关键工序进行质量控制和改进。l Equipment &materials director设材部主任Equip &materials director is to work under the guidance of deputy project manager, who is responsible for supply and management of project materials. He is to guarantee the supplied project materials in line with requirements of design standard and related norms and rules, with good quality. He is responsible for quality of purchased equipment and materials. 设材部主任在项目副经理的领导下工作，负责本工程材料的供应和管理。保证所供应的工程材料符合设计标准和有关规程、规范的要求，质量优良。对采购的设备和材料质量负责。3.3 Quality control basis质量控制依据National specifications and Tebodin standards国家规范及德泊亭标准3.4 QC personnel and contact质量管理人员和联络Prior to construction, Project Management Office will submit name list, responsibilities and limits of authority of on-site QC personnel to construction unit and quality monitoring unit, and determine name list of communication staff of both parties and contract procedures.开工前，项目部将向建设单位和质量监检单位提交现场质量管理人员的名单、职责、权限，并确定双方联络人员名单和联络程序。3.5 Quality test procedure质量检测程序l Prior to construction of project, Project Management Office will, according to specific project content of this contract, submit an on-site list of quality inspection procedure for censorship to construction unit and quality monitoring unit, which will indicates quality inspection procedure, inspection points, inspection grade as well as inspection methods for different work contents. Please see attachment for typical quality inspection list and inspection procedures.工程开工前，项目部将根据本合同工程的具体内容，向建设单位和质量监检单位提供一份现场质量检测程序表以备审查，该程序表将规定不同的工作内容的质量检测程序、检查点、检查等级及检查方法。典型的质量质检表见附表，检查程序见附表；l If there are other requirements on inspection procedure from construction unit or quality monitoring unit, it shall be implemented according to requirement of construction unit or quality monitoring unit;如建设单位或质量监检单位对检测程序另有要求时，将按建设单位或质量监检单位的要求执行；l Quality engineer and quality inspector of Project Management Office will independently exercise the power, strengthen various quality inspection works on site by strict compliance with approved quality inspection procedure, and on the basis of conformity self-inspection, apply for joint inspection according to stipulated procedure and grade, so as to ensure project quality in line with requirement of drawing, technical standards and norms. 项目部的质量工程师和质量检查员将严格按批准的质量检测程序，独立行使职权，加强现场的各项质量检查检测工作，在自检合格的基础上，按规定的程序和等级申请联合检查。确保工程质量符合图纸、技术标准及规范的要求。3.6 Quality test records质量检测记录l Prior to construction, Project Management Office will submit records sample of quality inspection for this project to construction unit according to contents of this project, which, upon approval, will be used for this project. The standards Engineering Construction Project Delivery Technical Documents of China National Chemical Engineering Corp is executed in general; where otherwise requested by the Client, the quality test records pattern furnished by the Client or bilaterally agreed upon may be executed. 开工前，项目部将按本工程的内容，向建设单位提交用于本工程的质量检测记录样本，经建设单位批准后用于本工程。一般执行中国化学工程总公司标准工程建设交工技术文件，如建设单位另有要求时，可以按建设单位提供或双方商定的质量检测记录样式执行；l All inspection results and records shall be signed by qualified personnel authorized in advance, and inspection records will be checked by construction unit and quality monitoring unit at any time, and inspection records will be submitted to construction unit according to stipulation of contract.所有的检测结果和记录均由事先授权的有资格的人员签字，检测记录将随时接受建设单位和质量监检单位的检查，工程竣工时按合同规定向建设单位提交检测记录。3.7 Qualification of personnel人员资格Training and qualification test for various crafts operators is one of the major content of quality plan of our company, which has been included into our daily work. Our company guarantees that every operator who enters into site has related certification, working with certificate suitable for the work that he is engaged in.对各专业操作人员的培训和资格考试是我公司质量计划的重要内容之一，并已纳入公司的日常工作中。公司保证进入本工程现场的操作人员都有相应的资格，持证上岗并只从事与其资格相适应的工作。3.8 Construction technology and plan施工工艺或方案Regarding construction activities which have major effect on engineering quality and construction safety, construction process or plan shall be formulated in advance, e.g. construction &technical proposal for heavy lifting equipment hoisting, construction &technical proposal for compressor unit, construction execution plan for fridge steel structure, pipe construction execution plan, welding scheme, including welding procedure qualification review（WPQR）and Welding Procedure Specification (WPS), pipe cleaning scheme, technical construction execution plan for electrical & instrument DCS system and so on. If construction unit or monitoring unit has requirements, the above work process or scheme shall be submitted for review and signature.对工程质量和施工安全有重大影响的施工活动，均应事先制定施工工艺或方案，如大件设备吊装施工技术方案、压缩机机组施工技术方案、冷箱钢结构施工方案，管道施工方案，焊接方案，包括焊接工艺评定（WPQR）和焊接工艺规程（WPS）， 管道清洗方案、电仪DCS系统施工技术方案等。如建设单位或监检单位有要求，上述工艺或方案还应报其审查会签。4 Quality control measures质量控制措施4.1Quality control during construction period施工准备期的质量控制l Organize various discipline companies to take part in design disclosure, get to know design intention, technical requirement, quality core as well as construction difficulties, and keep records for design disclosure;组织各参战专业公司参加设计交底，了解设计意图、技术要求、质量关键及施工难点，设计交底应作好记录；l After the signing of the contract, the project management will ask for the design drawings, review the drawings, check the survey points.施工合同签定后，项目经理部应做好索取设计图纸、审图、测量控制点交验工作。l The technical chief shall arrange a meeting for drawings discussion, and keep record.项目技术负责人组织对设计图纸的会审工作，并形成图纸会审纪要。l Establish project management organizations, form quality assurance and control system.项目经理部制定并实施项目管理组织机构，形成质量保证体系和质量控制体系。l Organize and prepare General Construction Organization Design, which shall be submitted to construction unit for the records.组织编制施工组织总设计，施工组织总设计应报建设单位备案；l Organize and prepare construction management for a unit project and major construction execution plan;组织编制单位工程施工组织设计及重大施工方案；l Organize and prepare master plan of engineering quality, which shall be submitted to construction unit for the records and sent to various discipline construction units for implementation; 组织编制工程质量总计划，工程质量总计划报建设单位备案，并发至各参战专业施工单位执行；l Prior to construction, prepare list of level 3 quality control for on-site work procedure, which shall be issued for implementation after being approved by construction unit;工程开工前，制定现场工序质量的三级质检控制点表，控制点表经建设单位认可后下发执行；l Conduct training, assessment and certificate issuing for special type operators, so as to ensure special type operators work with certificate and satisfy engineering requirements;做好特种作业人员的培训、考核及发证工作，确保特种作业人员持证上岗并满足工程需要；l Make manpower mobilization plan and enter points preparation according to construction plan of this project, so as to ensure enter points to be in line with project progress;根据本工程施工计划，制定人力动员计划及进点准备，确保按工程进度需要进点；l Make related welding technical review and assessment for other necessary process method according to materials used in this project;根据本工程使用的材质，做好相应的焊接工艺评定及其它必需的工艺方法评定；l Equip with enough construction tools according to engineering requirement, and keep them in good condition; equip with enough measuring instruments, and ensure their accuracy to satisfy engineering requirements and within expiry date of weekly date;根据工程需要配备足够的施工机具，并保证其状况良好，配备足够的计量检测器具，保证其精度满足工程需要且在周检有效期内；l Check qualification and quality reputation of suppliers selected by self-purchased materials according to contract division, and to ensure that quality of materials is in line with requirements of design and norms.按合同分工，对自行采购材料所选定的供应商进行资格及质量信誉的审查。确保材料的质量符合设计及规范要求。l Before starting work, each discipline engineer shall prepare a construction procedure card for each work, and holding techanical clearification meeting with construction staff. The attenders shall include: engineer, techanician, quality control staff, safety officer and all the site construction workers.开工前相关专业工程师将准备每一项施工的工作程序卡片，并负责给现场施工人员开技术澄清会议。参加会议的人员包括：工程师，技术员，质量控制人员，安全员和所有的现场施工工人。l Make Construction plan for special and important construction procedure (eg, storage rigging, welding, piping pressure test, blow etc).对特殊和重要的工艺施工程序制定专项施工方案（如储罐的吊装及焊接组对，管道的试压、吹扫等）。l Techanical clarification 技术交底Each decipline engineer shall prepare and make Construction plan (approved by quality control engineer). The decipline engineers then hold clarification meetings with construction staffs.各专业工程师要负责准备和编制施工方案并经过质量工程师的批准。专业工程师负责对施工人员进行技术交底（包括质量、安全方面的要求）Before starting work, the project chief technician shall make technical clearifications to the construction team and record the meetings with signatures (including project changes)单位、分部、分项工程开工前，项目技术负责人应向承担施工的负责人进行书面技术交底，并履行签字手续（包括变更工程）。l preperation施工准备a）Team leaders shall make careful preparations including: construction plan, techanical docuent, quality program and safety plan etc施工队长要做好充分准备包括：施工计划、技术文件、质量方案和安全规范等。b）The construction staff shall have capable skills to achieve the techanical requirement of the construction plan and fully understand the procedure/sequence/numer and safety requirement of quality inspection.施工人员要有充分的技能和知识来达到完成施工方案中所规定技术的要求，明确质量检查程序/步骤/编号以及安全的要求。 4.2Quality control during construction period施工期的质量控制l Prepare for the implementation of overall engineering quality plan, check and urge implementation of quality plans of various discipline companies and adopt solution in time for problems during implementation, so as to ensure realization of quality target;组织工程总体质量计划的实施，检查督促各参战专业公司质量计划的执行，对执行中出现的问题及时采取解决措施，以确保质量目标的实现；l Make sure that personnel of quality assurance system at various levels shall be in position, with clear responsibilities, and operation of quality assurance system is effective;确保各级质量保证体系人员到位，职责明确，质保体系运行有效；l Periodically call for on-site quality meeting, to check operation of quality system and implementation of quality plan, so as to formulate improved measures for existed problems. According to specific condition on site, occasionally call for special quality meeting to discuss and solve specific quality problems;定期召开现场质量会议，检查质量体系运行及质量计划执行情况，对存在的问题制定改进措施。根据现场具体情况，不定期召开专题质量会议，讨论并解决特定的质量问题；l Attend quality meeting of construction unit, accept suggestion and opinion from construction unit or quality monitoring unit at any time and make rectification, handling and clarification as soon as possible;参加建设单位召开的质量会议，随时接受建设单位或质量监检单位对现场工程质量的建议及意见，并尽快做出整改、处理及澄清；l Monitor construction process on site, and ensure to construct according to drawing, codes and norms as well as approved scheme;对现场的施工过程进行监控，确保按图纸、规程规范及批准的方案施工；l Construction on site in violation of any drawing, codes and norms and scheme shall be forbidden at any time;对现场任何违反图纸、规程规范及方案的施工，应随时制止；l Conduct self-inspection for various work procedure according to determined quality inspection point, and apply and prepare for quality inspection for work procedure above Level B, so as to ensure work procedure quality;按确定的质量检测控制点，做好各工序质量的自查，申请并组织B级以上的工序质量检查，确保工序质量；l Consciously accept quality monito
