ITBS Fall 2009 Summary ReportThe ITBS (Iowa Test of Basic Skills) is a nationally norm-referenced test (NRT) used to compare the achievement of students in Marietta City Schools (MCS) to that of a representative national sample of students. The purpose of the NRT is to obtain information about how the performance of MCS students compares with that of students in a national sample, an external reference group. In other words, the ITBS is used to rank students performance on a scale. Scores from a norm-referenced test tell how a given students knowledge or skill measures up to that of others in a norm group. Prior to the fall of 2006, the ITBS was administered in the spring. However, in response to benefits cited by local school systems and research conducted at the University of Iowa, MCS decided to administer the ITBS in the fall beginning in 2006. Georgia law (O.C.G.A., Section 20-2-281) states that each local school system may elect to administer, with state funding, nationally norm-referenced instruments in reading, mathematics, science, or social studies in grade three, four, or five and in grade six, seven, or eight, subject to available appropriations, with assistance to such school systems by the State Board of Education with regard to administration guidance, scoring, and reporting of such assessments. The Marietta School Board of Education approved assessing students performance in grades 2, 4, and 7 using the ITBS in 2009-2010.Note: The availability of norms makes it possible to make score comparisons with the most relevant group of students. In 2007 Marietta City Schools began using the 2005 norms for scoring grade 2. The states contract with Riverside Publishing through the 2008-2009 school year specified that 2000 norms would be used for state funded scoring. In 2008-2009 due to a change in the law, MCS was able to select grades 4 and 7 as the grades to be scored using state funds. For this reason ITBS scores reported for grades 4 and 7 in 2008-2009 were based upon 2000 norms. Beginning in the 2009-2010 school year, the state entered into a new contract with Riverside publishing which specifies that 2005 norms be used for state funded scoring. In 2009-2010 ITBS scores reported for grades 2, 4, and 7 are based on 2005 norms. However, scores reported for grades 4 and 7 were also reported using 2000 norms. Consequently, 2009 ITBS scores for grades 4 and 7 outlined in this report may be compared to 2008 ITBS scores. For the purpose of this report, score variance is considered significant at +/-5 percentage points.This report presents information regarding the results of the ITBS administered in September 2009. For example, if a student score converts to a national percentile rank (NPR) of 75, the student scored higher than approximately 75 percent of the students in the national norm group. At the same time the average range of NPR is between the 25th and 75th percentile rank, and a score of 50 suggests half of the students making up the norm group would score above and below a student with this score.Reading Total (RT): average of Vocabulary and Reading Comprehension.Math Total (MT): average of Concepts & Estimation, Problem Solving, and Computation.I. Measures of variability are used to provide a description of how spread out scores are in a distribution. The table below represents the 2009 range of the NPR within MCS by subject and grade level tested.
