More deta

12、iled technical requirements for the type of Equipment and Services are included in the Specific Technical Specifications. See Annex 3 “specific technical specifications”The General Technical Specification, all the Specific Technical Specifications mentioned in the List of Annexes, including the anne

13、xes of the Specific Technical Specifications must read together. For ease of reading, the structure of the General Technical Specification and all Specific Technical Specifications is kept identical.In case of contradictions, the Specific Technical Specifications shall prevail.1.1.1 Project summaryT

14、his specification relates to the reception, storage, preservation, manufacturing, pre-assembly, testing and preparation for transport of the Equipment in the Scope. The finished product will comprise 6 Furnace-Boiler Pre-assemblies, 6 Flue Gas Cleaning Pre-assemblies and 5 Pipe Racks (definitions: s

15、ee below).A specialised transport company, subcontracted by Keppel Seghers, will move the Pre- assemblies by means of spmts to a barge for transport to the Jobsite, where the Pre- assemblies will be assembled together in the Plant.For more information about the Plant, see Annex 1 “project and site i

16、nformation”1.1.2 DefinitionsPre-assemblies shall mean the assembled combinations of Equipment, as defined further in this specification and its annexes. The support structures of the Pre-assemblies essentially consist of columns and horizontal beams, with the addition of platforms and stairs with ra

17、ilings. A Support Structure supports all Equipment included in the Pre-assembly. There are three types of Pre-assemblies:Prefab 1 contains mostly boiler and furnace parts. It is also referred to as “Furnace- Boiler Pre-assembly”. This is the bigger of the two Pre-assemblies of one Process Line. Pref

18、ab 2 contains mostly flue gas cleaning parts. It is also referred to as “Flue Gas Cleaning Pre-assembly”. This is the smaller of the two Pre-assemblies of one Process Line.Prefab 3 refers collectively to the set of 5 different additional structures which interconnect the Process Lines. Prefab 3 is a

19、lso referred to as the “Pipe Racks”. The Pipe Racks also contain insulated and non-insulated ducting and piping. A detailed description will be submitted later.Process Line means each set of Prefab 1 + Prefab 2. Boiler Structure means the bearing structure of Prefab 1.Flue Gas Cleaning Structure mea

20、ns the bearing structure of Prefab 2.Main Contractor means the Keppel Seghers entity identified in the Specific Conditions for Subcontracting. 21、ng KongSubcontractor means the party identified in the specific conditions of the contract which enters into the Subcontract with the Main Contractor for the entire scope of supply as defined in this specification. In case the Subcontractor subcontracts any work to other companies, these companies w

22、ill be referred to as “subcontractor(s)”, without capitalization, or in case of possible ambiguity: “lower tier subcontractor(s)”.Yard means the Subcontractors premises, where the Subcontractor shall carry out the Works. In case parts of the Scope are subcontracted, the premises of the awarded lower

23、 tier subcontractor(s) are considered part of the Yard.Jobsite means the artificial island in Hong Kong, where the Pre-assemblies shall be finally installed.Equipment has the meaning as defined in the General Conditions for Subcontracting. However, there are two types of Equipment:Free Issued Equipm

24、ent means the Equipment that will be delivered by KS, and that must be installed into the Pre-assemblies by the Subcontractor.Manufactured Equipment means Equipment that is to be manufactured or delivered and also installed into the Pre-assemblies by the Subcontractor.End Client means the Hong Kong

25、government or its due representatives under the Main Contractors contract to design & build Hong Kongs first integrated waste management facility (HKIWMF) with contract number EP/SP/66/12.1.2 CODES & REGULATIONSThe Scope shall be compliant with all relevant national and local regulations, codes and

26、standards as implied by law in Hong Kong. International or EU standards are applicable when legally mandatory or in case relevant national/local standards are non-existent.Subcontractor shall submit a list of valid certifications regarding health, safety and environmental management. Copies of certi

27、ficates shall be included.The Subcontractor shall execute the Works according to the valid official and statutory provisions and conditions as well as the respectively valid safety regulations by KS and the End Client. Furthermore, the Subcontractor is to provide safety representatives and first aid

28、 persons over the entire period of performance. These specialists are to be active in accordance with the accident prevention regulations and appropriate statutory requirements. The Subcontractor shall have first aid response with the necessary provisions.The measurement units of engineering liaison

29、 files, technical documents, drawings, calculations, meter scale and documents shall be according to KS standard and international standards, as specified in Annex 2 “technical standards and guidelines”.1.3 PROJECT & SITE REQUIREMENTS1.3.1 GeneralIn Annex 1 “project and site information”, informatio

30、n is included with regard to the project in general, the site and specific requirements (i.e. particular preferences of the End Client with regard to design & execution standards, restrictions by permits, tolerance of marine and corrosive environment, etc.).All Works shall be subject to a written Sa

31、fety Plan, prepared by the Subcontractor and approved by the Main Contractor. 32、ong1.3.2 Yard requirementsBy default, the Yard shall be regarded as one contiguous area. In case the Yard consists of two or more separated areas, the Subcontractor shall bear all consequences, including but not limited to: time and cost of transportation of goods or staff, traffic permits, etc.The

33、travel time between different parts of the Yard, if any, should not be more than 60 minutes by passenger car in normal traffic conditions. If required, the Subcontractor shall arrange transport, free of charge, for KS staff to travel between the different parts of the Yard for inspection and follow

34、up.In accordance with the definitions (see above), facilities of lower tier subcontractors are considered part of the Yard and are therefore also subject to these requirements.The Pre-assemblies shall be assembled in a dedicated Pre-assembly area. The Pre- assemblies shall remain there until start o

35、f loadout operations. Transport distance between Pre-assembly area to the loadout jetty shall not exceed 500m.Based on the SPMT configuration the quay and the loadout route should be designed with a minimum of 10 t/m2 global capacity. Locally the top layer of the quay side (concrete) should be able

36、to withstand higher pressure directly under the SPMT tires.The edge of the Quay (where the RoRo ramp is supported) should be designed with a minimum of 66 t/m capacity.Water depth at the Quay should be minimum 5.3m below sea level at low tide. Quay height must not be more than 5.6m above sea level a

37、t low tide.The Quay shall be equipped with suitable bollards, fenders, etc. to accommodate loadout of the Pre-assemblies onto a barge with dimensions between minimum 114m x 36m x 7m and maximum 175m x 42m x 10m and a deadweight between 7000 and 20 000 tonnes, and safe mooring of the loaded barge for

38、 sea fastening before sailing.The Subcontractor shall submit following information about the Yard:a layout of the Yard, showing the designated locations for all Pre-assemblies including load bearing capacity (in tonne/m)detailed plan of the load-out route and quay, including :load bearing capacity o

39、f the jetty/quay (in tonne/m);quay edge capacity for loadout ramp = the maximum allowable line load on the quay exerted by the loadout ramp (in tonne/m);maximum ground pressure along the entire loadout route for spmts (in tonne/m);maximum slope on the loadout route, if any, and its orientation relat

40、ive to the travel direction;height of the jetty/quay relative to water level in mPD; water depth relative to water level in mPD;tidal information at the jetty/quay: low tide, mean tide, high tide in mPD; any significant current or swell at the jetty/quay;all available bollards and their capacityo oo

42、of the wharf and quay requirements to the Main Contractor, the Marine Warranty Surveyor or any other Third Party acting on behalf or on instructions of the Main Contractor, by means of duly certified documentation or by means of a suitable test, at Subcontractors expenses. In case any of the require

43、ments do not meet minimum technical standards, the Subcontractor is allowed to take appropriate temporary measures to meet the criteria, at his own expense. Examples of such temporary measures are: temporary anchor points to compensate for insufficient bollard pull, load spreading devices to compens

44、ate for insufficient load bearing capacity of the quay, etc. These temporary measures shall be subject to approval by the Main Contractor or the relevant Third Party.1.3.3 Miscellaneous Subcontractors dutiesThe Subcontractor agrees, inter alia that he:has examined beforehand whether the work can be

45、executed without conditions turning it more expensive (e.g. required space, cranes, ground pressure, etc.) and whether all work has been taken into account. The Subcontractor is to clarify with KS any possible ambiguities in the tender documents especially if they affect due dates and costs. complie

46、s with all relevant technical standards, regulations, etc. as well as with the accepted rules of technology in its respectively latest version. In case of contradictions between the aforementioned regulations and the conditions of the Contract Agreement, the Subcontractor is obliged to advise KS imm

47、ediately in writing.is fully responsible for the technical execution of its Scope. knows the risks and circumstances, which can affect its work.will cooperate with specialized engineers from other suppliers or subcontractors of the Main Contractor.is liable for all damage caused by its personnel on

48、equipment, devices, material, etc. provided by KS.will return the technical documents, residual material and equipment or tools provided by the Main Contractor to the Main Contractor after completion of the Works.will inform immediately the Main Contractor of obvious deficiencies such as material de

49、fects, faulty third party supplies/services, and whether work with that material is to be stopped or not started, respectively.will obtain written approval from the Main Contractor for awarding to third parties any partial services from Subcontractors Scope. Notwithstanding the approval by the Main

50、Contractor, the Subcontractor is to remain solely obligated and entitled versus KS. shall liaise on a daily basis with the site team of the Main Contractor. In short daily meetings, held at a suitable time to be agreed between both Parties, the Subcontractor shall give an overview of the main activi

51、ties of the day, the available manpower, any technical issues, any safety issues, etc.12193_460_01_0100_0-TS general prefab yard.docxPage 7 of 32Integrated Waste Management Facilities Phase 1Hong Kong2SCOPE2.1 GENERALThe scope of works consists of the Assembly works of all Equipment, the delivery of

52、 Manufactured Equipment, and the preparation for shipment of all Pre-assemblies herein described.The Subcontractors Scope shall comprise :Reception, storage, installation into Pre-assemblies, interconnection and conservation of the Free Issued Equipment;Manufacturing of the Manufactured Equipment, i

53、ncluding procurement of materials; Assembly works of all Equipment into the Pre-assemblies defined in this specification; Preparation of the Pre-assemblies for shipment by bargeRelated support services, including QA/QC services, documentation, reporting, meetings, providing office space for the Main

54、 Contractors teamfor the Equipment listed below in 2.2.Unless specified otherwise, the quantities mentioned in the Technical Specifications, including their respective annexes, are valid for one Process Line only. The Subcontractors Scope shall comprise:6 identical Prefab 16 identical Prefab 21 Pref

55、ab 3, comprising 5 different Pipe Racks.After an order has been awarded, any additional claims for it will no longer be accepted.The Subcontractor agrees to execute even such supplies/services at the indicated flat-rate fixed prices which are not explicitly named in the indicated scope of supply/ser

56、vices and the other contract documents or which possibly are not comprehensively described in detail but which are required for execution of the Scope.The Subcontractor is deemed to have full understanding of the Scope described herein. Lack of understanding of risks, circumstances and special requi

57、rements for the Scope will not entitle the Subcontractor to raise any claims.Beyond the stipulated Scope, the Subcontractor agrees to render further services following agreement with KS which are to be contracted in the form of a supplement to the Contract Agreement. No billing of services will be possible without a written purchase order.Documents to be delivered by the Subcontractor are regarded as part
